The National Solidarity Program (NSP) was created by the Government of Afghanistan to develop the ability of Afghan communities to identify, plan, manage and monitor their own development projects. NSP promotes a new development paradigm whereby communities are empowered to make decisions and control resources during all stages of the project cycle. In accordance with government policy the program is expected to lay the foundations for a long-term strengthening of local governance to make it more inclusive (e.g. for women, internally displaced persons, returnees and ethnic minorities) and to provide assistance for the reconstruction and development of communities.

To achieve its goals, NSP is recruiting for the following position:

Job Summary:

The Electrical Engineer will be part of the Technical Support Department (TSD) team of NSP.Under the supervision of Head of Technical Support Department, he/she will work on various tasks closely within the Renewable Energy Unit of TSD. He/she will support and guide the activities of other engineers at NSP field offices and Facilitating Partners (FP) engineers. Responsibilities of the Electrical Engineer include but not limited to the following:

Key Responsibilities:

  • Understands and applies the principles and practices of Electrical Engineering.
  • Implements relevant policies and discipline procedures of NSP.
  • Providesengineering support to NSP regional and provincial engineers and FP engineers during various phases of NSP sub-projects.
  • Carries out technical review of project proposals to ensure that project is technically feasible and to ensure that the design is optimum.
  • If requested, performs designs of electrical installations and facilities like electrical transmission, distribution, substations etc.
  • Plans, designs and analyzes renewable energy systems like micro-hydro power systems and solar panels.
  • Performs financial feasibility of the proposals.
  • Recommends improvements and modifications; prepares various reports on operations and activities.
  • Provide project evaluation skill both theoretically and practically that comply with the required engineering standards.
  • Analyzes bids for material and equipment purchases for compliance.
  • Performs testing of electrical equipment for quality and adequacy.
  • Prepares and develops material and equipment specifications in accordance with applicable industry standards.
  • Prepares cost estimates for budget recommendations.
  • Carry out obligations to inspects and review all works, as-built records to ensure compliance with all agreements during survey work or construction work.
  • Contribute to the development of engineering training material and participate in providing training to field engineers and FP engineers.
  • Contributes effectively to the improvement or modification of the existing Operational Manual and Technical Manual with updated technical and engineering documentation.
  • Assists in preparing contract documents for material and equipment purchases.
  • Reviews and approves specifications prepared by professional consultants for material and equipment purchases for compliance with industry and departmental standards.
  • Receives and investigates emergency calls and complaints related to engineering assistance and recommends corrective action as necessary to resolve complaints.
  • Any other responsibility assigned by the Head of Technical Support Department (TSD).

Qualification and other Requirements:

  • Bachelor degree in Electrical Engineering is essential, Masters Degree in Electrical Engineering.
  • Minimum 5 years experience in Electrical Engineering planning, analysis, design and field/industry experience.
  • Must be familiar with planning, analysis, design and installation of Micro-hydro power systems and solar panels.
  • Fluency in English and Dari/Pashto;
  • Willing to work in Kabul and travel to the provinces as and when required.
  • Must have excellent technical and report writing skills
  • Familiarity with NSP standard procedures and practices.
  • Experience and exposure to the World Bank and other international organizations.
