Job Title:Director of Human Resources

Reports To:Superintendent of Schools

Qualifications:

  • Satisfy and maintain administrative requirements of the State of Michigan Department of Education
  • Master's Degree in School Administration, Human Resources or a Management related field preferred
  • Threeyears’ experience in negotiations, administration of labor contracts, or supervision
  • Excellent communication, public relations and interpersonal skills
  • Knowledge of the selection, training and supervision of personnel
  • Knowledge of all Federal and State laws governing public school personnel, and Title IX.
  • Strong ability to problem-solve and apply principles of logical thinking
  • Demonstrated leadership ability

Supervises:Certificated and classified personnel and others assigned by the Superintendent.

Job Summary:To direct and manage the district’s human resources functions to ensure legally sound and effective practices. Responsible for administering, directing and coordinating all aspects of Human Resources to include recruitment, hiring, staffing, compensation, benefits, evaluation, discipline, employee contract negotiations, and monitoring federal/state law and affirmative action compliance.

Essential Duties & Responsibilities:

  • Works cooperatively with administrative team and principals to coordinate staffing instructional and support positions within established budgetary parameters.
  • Supervises the district application, recruitment and hiring practices
  • Serves as chief negotiator for employee contracts, acting as liaison with administration and employee associations
  • Responsible for district-wide employee relations, including processing complaints and grievances
  • Practices management strategies that promote teamwork and collaborative decision-making among staff members
  • Compiles, maintains and projects report data related to the personnel needs of the district
  • Consults with legal counsel in all matters related to the district’s human resources to ensure compliance with contractual, state and federal requirements and laws
  • Plans and anticipates staffing needs with particular attention to assignment, transfer, reassignment, promotion, layoff, and termination.
  • Coordinates and assists administration in teacher evaluation, discipline, and Tenure actions.
  • Updates and publishes seniority lists.
  • Supervises and monitors the annual official Membership Report.
  • Prepares the annual report of days and clock hours of pupil instruction.
  • Acts as Title IX and EEO coordinator; investigates all complaints; advises the district of compliance requirements.
  • Implements new legislation relating to employment, benefits, negotiations, and personnel matters.
  • Monitors the attendance of personnel and makes appropriate reports and recommendations
  • Coordinates the substitute teacher program.
  • Attends cabinet meetings and advises Superintendent
  • Attends all Board of Education meetings when appropriate.
  • Performs other appropriate duties as assigned.

Ability to communicate clearly and concisely both in oral and written form.

REASONING ABILITY: Ability to define problems, collect data, establish facts, and draw valid conclusions. Ability to interpret an extensive variety of technical instructions in mathematical or diagram form and deal with several abstract and concrete variables.
