A JOINT RESOLUTION memorializing former Mercer County Judge/Executive Charles McGinnis and designating a portion of US 68 in Mercer County as the "Charles H. McGinnis Memorial Highway."

WHEREAS, Charles Harrison McGinnis was born October 24, 1943 in Mercer County, Kentucky, the son of Daniel Tucker and Pauline Judd McGinnis; and

WHEREAS, Charles McGinnis, a former member of the Kentucky National Guard, was a field representative for Dairymen, Inc., and was a licensed Kentucky Auctioneer; and

WHEREAS, in 1998, Charles McGinnis was elected Judge/Executive of Mercer County, and was subsequently re-elected to a second four-year term in 2002; and

WHEREAS, Charles McGinnis was tragically stricken with cancer, which he fought bravely while tending to his duties as Judge/Executive, presiding over a meeting of Fiscal Court barely a week before his eventual passing; and

WHEREAS, Charles McGinnis traversed these earthly bonds on September 20, 2003, finally succumbing to his disease; and

WHEREAS, Charles McGinnis was lauded by many in Mercer County upon his passing; one county office holder summed up the feelings of the entire community when he said, "Charlie was a very unique person who could show a great deal of compassion to people's needs, wants, and problems, and he tried to solve them the best he could. He was able to bring diverse groups together to communicate and solve problems. He was a good leader and will be missed by a lot of people"; and

WHEREAS, Charles McGinnis is survived by his widow, Linda Mitchell McGinnis; two sons, Troy and Eric; two stepchildren, Christopher and Lydia; a grandson, Charles, and a step-granddaughter, Grace; and

WHEREAS, Charles McGinnis' passing is mourned by his family, friends, and all the citizens of Mercer county whose lives he touched during his too short time here on earth;

NOW, THEREFORE,

Be it resolved by the General Assembly of the Commonwealth of Kentucky:

Section 1. The members of this body, both individually and collectively, do posthumously proclaim Charles McGinnis to be an outstanding representative of the Commonwealth, and join his family and friends in mourning his passing.

Section 2. The Transportation Cabinet is directed to designate United States Route 68 in Mercer County from the intersection with Kentucky Route 152 to the Boyle County line the "Charles H. McGinnis Memorial Highway."

Section 3. The Transportation Cabinet shall, within 30 days of the effective date of this Resolution, erect signs at each end of the route identified in Section 2 of this Resolution, and at appropriate intervals in between, that read "Charles H. McGinnis Memorial Highway."
