2.1Since the last meeting of the Personnel Committee, the following officers have been commended by the Chief Constable:-

Commended by the Chief Constable for bravery whilst off duty in restraining and arresting a violent and drunk offender and preventing injury to his intended victim

PC 21318 John BURTENSHAW‘GG’ Gosport

Commended by the Chief Constable for showing courage and commitment to duty in rescuing a male who was attempting to take his own life by swimming out into PortsmouthHarbour. PC Burtenshaw entered the water and assisted the male in getting back to shore, where they were helped out of the water. Their intervention prevented the male from seriously harming himself.

Commended by the Chief Constable for courage and commitment to duty in restraining a violent, suicidal male who was soiled in his own blood from extensive self harm wounds and whose intervention prevented the male from inflicting further injury and risk to his own life.

Commended by the Chief Constable for courage and determination in attempting to arrest a violent man who fiercely resisted and attempted to strangle her.

PC 1913 Mark Stephen ADAMS‘GG’ Gosport

Commended by the Chief Constable for showing bravery and dedication to duty when acting on instinct on his way home from duty, following an intruder alarm activation, PC Adams pursued and detained a known offender, who was holding two screwdrivers and who struggled violently with the officer, restraining the offender until assistance arrived and suffering injury in the process.

Commended by the Chief Constable for showing courage and commitment in detaining a man who had just stabbed his mother thirteen times. At the time of detaining this male, who was hitting and kicking out, it was unknown whether the man was still armed with the weapon or not.

Commended by the Chief Constable for their outstanding bravery and professionalism which they showed when approaching a male armed with a shotgun to protect other members of the public at the scene.

Commended by the Chief Constable for acts of bravery by placing herself at considerable risk from a seriously disturbed male armed with a knife to protect a member of the public.

PC 22386 Marcus Paul KENNEDY‘PF’ Fratton

Commended by the Chief Constable for acts of bravery whilst disarming a knifeman who was attempting to injure the officers and public whilst the offender was under the influence of drugs.

PC 24161 David MANNS‘EE’ Eastleigh

Commended by the Chief Constable for his actions, whilst off duty, placing himself at considerable risk while pursuing and detaining an offender who had snatched a purse from a member of the public.

A/PS 23815 Stewart Douglas AINSLEY‘PF’ Fratton

Commended by the Chief Constable for an act of bravery by disarming

and arresting a male who was wielding knives at him. At the time the officer was single crewed but he did not retreat from the address because a female and child were present and the officer feared for their safety. The officer’s actions prevented injury being caused and/or a hostage situation occurring. The male was subsequently diagnosed as psychotic and sectioned under the MHA.

Commended by the Chief Constable for bravery having dealt with a drunken male who had tried to stab them with a knife and disarmed him.

Mr S R GURMINMember of the Public

Commended by the Chief Constable for an act of bravery by placing himself at great risk and personal danger in attempting to enter a burning vehicle in order to save the life of the occupant who had set himself and the vehicle alight. CCTV footage showed Mr Gurmin making determined efforts to enter the vehicle despite being engulfed himself at one stage by a fire ball. Unfortunately his efforts were unsuccessful and the male died in the vehicle.

Commended by the Chief Constable for their considerable courage in entering a smoke-filled building at Ryde, Isle of Wight in order to safely evacuate a number of residents. Having made a risk assessment, they entered the building in the absence of the Fire Service. This decisive action resulted in just one resident suffering from smoke inhalation and therefore a successful outcome to what could otherwise have become a very serious incident.

PC 3280 Mark Alexander POTTER‘TA’ Andover

Commended by the Chief Constable for rescuing a vulnerable woman and risking their own safety by entering the water of Peril’s Lake and wading through deep mud in order to rescue the female who had become trapped in the lake. They supported and assisted her in getting out of the lake providing immediate first aid which prevented hypothermia and completed a successful rescue.

PC 1347 Martin Peter Lawrence JACOBS‘OW’ Whitehill

Commended by the Chief Constable for showing considerable courage and determination to administer first aid to an unconscious man who had been seriously assaulted. After being confronted and threatened by a large and hostile group the officer continued to open the man’s airway and thus saved his life.

PC 651 Stephen Paul POSTLETHWAITE‘CQ’ Headquarters

Commended by the Chief Constable as over the last 5 years he has demonstrated exceptional commitment and determination in developing the PRIME IT system and made significant contributions in implementing a problem oriented philosophy within Hampshire and the Isle of Wight.

PC 3708 Andrew John GAMBLIN‘SW’ Southampton

Commended by the Chief Constable for arresting a male, who was part of a small group, for criminal damage. Whilst cautioning the offender, the male punched PC Gamblin in the face and ran off. PC Gamblin chased and detained him but he continued to punch the officer whilst they were on the ground. He managed to detain the offender despite suffering a violent assault and maintained a thoroughly calm and professional composure whilst booking him into custody.
