POSITION OBJECTIVES:

Reporting to the General Manager Strategy and Performance, this position is responsible for the management of Council’s community infrastructure capital project delivery. The manager will develop a strategic program of works, lead a team of project management staff, and provide quality strategic, financial and policy development advice to management.

POSITION RESPONSIBILITIES:

Key Responsibilities:

Project Delivery

1.  Effective planning and delivery of the Council’s community infrastructure capital projects program, including building construction projects, landscaping projects, sports ovals and sports reserve developments, playgrounds, skate parks, waste management, information systems and toilet blocks.

2.  Develop a strategic program of works that reflects strategic infrastructure planning, Councillor and community aspirations and considers project schedules, scoping and estimating costs, preparing cost plans, risk assessment and project management plans.

3.  Provide leadership, advice and guidance to project management staff within the department in relation to project delivery, project formulation (scope planning, budgeting and programming), the development of consultant and design briefs, management of subsequent engagements and, as necessary, conflict and issue resolution.

4.  Provide quality strategic and operational advice to management on Capital Projects including writing project reports and briefs in line with Council’s Plan and associated policies and procedures.

5.  Ensure effective communication and liaison processes with stakeholders including service managers, Councillors and end user groups are implemented.

6.  Improve the effectiveness and efficiency of all service provisions.

7.  Delivery of contracted goods and services complying with Council’s Purchasing and Procurement Policy.

8.  Represent Council as required in public forums, Council committees, and Advisory bodies.

9.  Analyse complex organisational development issues, their likely impact on council and then develop solutions to the issues using all sources of information and expertise available for Council to be able to manage its resources in a responsible and accountable manner for the community.

10.  Adopt an objective balanced approach in dealing with conflicting perspectives and exercising judgment in achieving resolutions, departmental objectives and Council’s strategic goals

Quality and Risk

11.  Develop and maintain a continuous improvement culture in which staff anticipate and deliver services in a responsive manner and implement best practice.

12.  Ensure adherence to OHS and all policies of Council.

13.  Adopt a proactive risk management approach to ensure risks are identified, quantified and controlled and that employees, contractors and the community are protected.

Financial Management

14.  Develop and monitor the Department budget ensuring specific budget programs are implemented on time and within budget allocation and ensuring proper organisational financial procedures are followed.

15.  Authorise payment and expenditure of funds in accordance with Council’s budgets and consistent with Councils delegations of authority.

16.  Maximise funding opportunities and ensure continuing competitiveness of Council provided services.

Operations

17.  Provide strong leadership and management to the Department, ensuring planning for staff development and fostering an atmosphere of customer responsiveness and accountability.

18.  Manage the department in an effective and efficient way to maximise resources and ensuring a strong user/provider customer service focus.

19.  Ensure that staff understand and demonstrate behaviors that are consistent with Council’s agreed values.

20.  Engage with the Executive Leadership Team and other leaders cross-departmentally to achieve organisational objectives and implement organisation wide projects and change.

21.  Act as a conduit of ideas and information sharing between own department and the wider organisation.

22.  Understand the diverse internal and external environment in which Council manages its Capital Projects and demonstrate high levels of negotiation skills in an environment that is often complex and ambiguous in order to achieve Council objectives.

23.  Ensure that effective project reporting mechanisms are implemented to meet the needs of the General Manager, corporate reporting requirements, Councillors and key stakeholders.

24.  Adhere to all Council’s policies and procedures relevant to this position.

25.  Carry out other duties as deemed reasonable and appropriate to the role as directed from time to time.

·  Dealing with difficult clients and situations.

·  Demanding deadlines.

KEY SELECTION CRITERIA:

Essential:

1.  Demonstrated experience in project management with proven skills in delivering project outcomes within specific timelines and within allocated budgets.

2.  Expert knowledge of construction industry, project management practices and construction contracts.

3.  Proven ability to lead, supervise, motivate, support and influence teams in own department and organisation wide to achieve organisational goals.

4.  Superior communication skills with particular strength in building, managing and maintaining a relationship with stakeholders, motivating a team and participating as part of a larger team in a corporate environment.

5.  Previous record of success in implementing organisation wide projects in collaboration with others outside immediate team/work area.

6.  Proven ability to work under pressure, managing time, setting priorities and delegating tasks.

7.  Excellent interpersonal, negotiation and persuasion skills with maturity, discretion and judgement in a complex environment.

8.  A good understanding of local government.

9.  Demonstrated ability to work both independently and as a member/leader of a team on infrastructure projects of a social and cultural nature.

10.  Experience in the preparation and assessment of tenders for large projects.

11.  Tertiary qualification or extensive experience in building, project management, architecture, engineering or related discipline.

12.  Current Victorian Driver’s Licence.

Desirable:

13.  Post graduate qualifications in business planning, financial management or administration systems.
