BOARD OF ELECTIONS FOR NEW CASTLE COUNTY

MINUTES FROM BOARD MEETING AUGUST 1, 2006

Members Present: Mr. Steele, Mr. Austin, Mr. Brady, Mrs. Dudlek, Mr. Krzyzanowski, Mr. Kuhrt, Mr. Lanouette, Ms. Parks, Mr. Sterling

1. Mr. Steele called the meeting to order. The minutes from the July 11 meeting were approved as presented.

2. Mrs. Manlove reviewed the Financial Report for the previous month as well as major expenditures for FY 2007.

3. Corrections to voter records:

·  Mr. Sterling moved that the 83 names on the “Moved from State” list dated August 1, be removed from the voter rolls. Mr. Brady seconded the motion. Passed unanimously.

·  Mr. Lanouette moved that the 27 names on the “Address Verification” list dated

August 1, 2006, be removed from the voter rolls. Ms. Parks seconded the motion. Passed unanimously.

·  Mr. Kuhrt moved that 3 names be removed from the voter records as personally requested. Ms. Dudlek seconded the motion. Passed unanimously.

·  Ms. Parks moved that the 11 requested birthdate changes be made. Mr. Brady seconded the motion. Passed unanimously.

4. Mrs. Manlove reviewed the increase in voter registration. The Board was given the numbers of deceased removed from the rolls generated by the June list from Vital Statistics as well as the names we acquired from obituaries and written requests. Processing and filing are current.

5. Mrs. Manlove informed the Board of the following upcoming elections:

September 12 – Primary Election

September 23 – Trustees of New Castle Common

September 26 – City of Newark – Special Election

November 7 – General Election

November 18 - Trustees of New Castle Common

6. Mrs. Manlove updated the Board on the installation of the new phone system. The call center is now complete and the IVR implementation is in progress. The IVR will help callers find their Polling Place, absentee ballot status and poll worker information.

7. Mrs. Manlove pointed out that WEB site activity has increased.

8. Regarding Voting System Upgrade: Upgraded voting machines have been accepted as well as the 350 new machines. We are still waiting for replacement parts and have at least one outstanding RMA.

9. Central Count Absentee System: Diebold is still working on the export of election results. Diebold will build our Primary Ballot this week. Testing New Castle County was successful. There were issues in Kent County.

10. Help America Vote Act of 2002: We are cleaning up the UOCAVA (Uniformed and Overseas Citizens Absentee Voting Act) data as well as using WEB tools to make sure addresses are formatted properly. DTI is assisting in making necessary changes. We will develop requirements to automate the process based on this experience. Numbers of ballots: General – 850 Primary – 540

11. The Board was given a calendar indicating the preparations necessary for the Primary Election.

12. The following polling place changes were recommended to the Board:

·  10-01 – MLK Elementary School to East Side Charter

·  02-02 – Crestview Apts. to Girls, Inc., Kiwanis Branch

·  16-02 – St. Hedwig’s to Claymore Senior Center

·  07-03 – St. Hedwig’s to Claymore Senior Center

·  03-04 – Immanuel Church to unnamed location

·  03-09 – Corbit-Calloway Library to Odessa Bank

·  11-17 – DMV (Airport Road) to Connor Building

Mr. Kuhrt made a motion to implement these polling place changes, allow the Department to find a new polling place for Immanuel Church, and to give the Department the authority to change polling places where required due to unavoidable circumstances. Mrs. Dudlek seconded the motion. Passed unanimously.

13. Mr. Sterling moved the meeting be adjourned. Ms. Parks seconded the motion. Passed unanimously.
