18MAINTENANCE OF TRAFFIC
The Developer shall be responsible for designing, providing, and maintaining safe and effective traffic control 24 hours a day for the duration of theProject. All traffic control devices shall be furnished, erected, maintained, and removed by the Developer. Maintenance of traffic (MOT) shall be implemented in a manner that minimizes both construction duration and impact to the traveling public. This section defines specific requirements, restrictions, and allowable closure durations for travel lanes. If in the opinion of the Department, the Developer fails to comply with the requirements of the Traffic Management Plan (TMP) and the Contract, the Departmentshall suspend Work until all requirements are met. Any costs or delays incurred as a result of the failure shall be the full responsibility of the Developer.
This section includes the requirements for allowable outages and number of lanes to maintain; many of these requirements affect the construction of the tie-ins and the mainline bridge rehabilitations.
At the commencement of the Project, I-90 traffic will be operating in the Bi-Directional Condition. This configuration provides two eastbound lanes and four westbound lanes on the viaduct bridge constructed in CCG1. Alternate route plansdescribed later in this Section 18 will be in place at commencement of the Project. The Westbound Alternate Route Plan (WARP) shall remain in place until the Bi-Directional Condition is removed from I-90 westbound. The Eastbound Alternate Route Plan (EARP)shall remainin place until Substantial Completion.
The construction of the interchanges in the Tremont and Gateway Districts and the tie-in to the original I-90 alignments at each end of the Project will require a clear and well communicated MOT scheme that addresses the phase construction of the ramps to and from these districts and the tie-ins. Due to the ramp closures, impacts to the local street grid beyond the Project Limits are anticipated. The Developer shall perform additional traffic counts and analysis at intersections to be determined. These locations will be dependent upon the TMP proposed by the Developer. The Department will provide the original Synchro model for downtown traffic and the CCG1 Synchro model updated for the Bi-Directional Condition prior to implementation.The Developer shall provide updates to theSynchro modeling data so the City of Cleveland Traffic Engineering can adjust existing signal timings on the local street grid for the anticipated changes in traffic patterns during construction.
Work being performed under the CCG1 contract will be substantially complete at the commencement of this Project. However, the CCG1 contractor may have work remaining to complete. The DBT shall coordinate and cooperate with the CCG1 contractor and contractors for other projects that may be active in the Project area. The Developer shall notify the Department when potential conflicts arise that impact Work schedule or MOT.
18.1NOTIFICATION and COORDINATION REQUIREMENTS
The Developer shall provideto the agencies listed below 14 Days advance notice of pending changes in MOT or traffic patterns, including changes to any of the following: MOT configuration, access, schedule, duration, or other modifications that affect messaging and operations of Cleveland’s Freeway Management System (FMS). The notice shall include existing and proposed MOT configuration and all applicable changes affecting access, schedule, duration, and FMS.
Updates to the FMS may be required due to incidents or other unplanned events. The Developer shall complywith Section 4 (Public Communications and Involvement) and the Public Information Plan (PIP) for notifications and communication procedures.

18.2TRAFFIC MANAGEMENT PLAN (TMP)
The Developer shall develop a Traffic Management Plan (TMP) that serves as a manual for the Department and affected stakeholders of all components of the Developer’s plan for maintaining traffic during construction. The TMP shall cover all phases of construction, from Project start to completion, defining and detailing specific MOT plans for each construction phase. The TMP shall include, at a minimum:
- Cover page/title sheet signed and sealed by an Ohio-registered professional engineer.
- Name, all contact information, and applicable certifications for the Workzone Traffic Supervisor.
- PIP sections relevant to the TMP.
- Incident Management Plan.
- Contact information included in Section 18.1 and additional contacts as deemed necessary by the Developer and Department.
- Schedule showing MOT phases and durations, including closure durations. The schedule shall take into consideration snow and ice operations from December 1 through March 31. Lane shifts, restrictions, and closures may not be Approved if they adversely affect snow removal operations.
- Discussion of sequence of operations and MOT procedures,identifying all-long term lane closures and all complete directional roadway closures (short term or long term).
- Traffic data and analysis.
- Plans at an appropriate scale showing: the Work area; begin/end tapers; temporary pavement and/or structures; locations of signs (existing overhead signs and all proposed, covered, or modified signs); locations of typical sections; detour routes; alternate routes;portable changeable message sign (PCMS) locations; and references to applicable SCDs.
- Typical sections showing: lane widths; pavement markings; drums; portable concrete barrier (PCB); limiting stations; work area; and drop-offs.
- Sign details for proposed signs and overlays/modifications.
- Information and guidance for signing and detour routes, including color-coded definitions of detour routes.
- Identification and use of Law Enforcement Officers (LEO).
Any changes to the TMP must be approved by the IQFand submitted to the Department a minimum of seven Days prior to desired implementation of the proposed change(s).
18.3MAINTENANCE OF TRAFFIC REQUIREMENTS
The Developershallmaintain all existing lanes of traffic, including the Bi-Directional Condition,at all times on existing, temporary, or new pavements and/or structures until the I-90 eastbound traffic is shifted to the new eastbound I-90 Viaduct Structure, except as noted herein. Allowable durations for lane closures, ramp closures, and road closures are defined below in Tables 18-1, 18-2, and 18-3.
The Developer shall show all MOT signing required for each MOT phase in each MOT plan set. This includes existing signs to remain in place, signing from the previous phase, and new signing required to support MOT movements.
Pedestrian traffic shall be maintained at all times per the OMUTCD, TEM Section 640-25, C&MS 614.02, and ADA requirements.
Widened structures for maintaining traffic shall meet the requirements of Section 14(Structures). The Developer shall maintain or provide lighting for all travelled lanes and pedestrian routes, except for pedestrian routes along Orange Avenue, Broadway Avenue, East 9th Street, and East 14th Street, by use of existing, temporary, or new lighting facilities.
18.3.1Disincentives for Closures
Disincentives shall be applied at a rate of $500per minute. Disincentives shall be applied to the Developer for the following closures:
- Closures that exceed closure duration limits set forth in the allowable closures tables in this Section 18.
- Closures not identified in allowable closures tables in this Section 18.
18.3.2Closure Requirements
Lane closures or restrictions over segments of the Project in which no Work is anticipated within a reasonable time frame, as determined by the Department, shall not be permitted. The level of utilization of MOT devices shall be commensurate with the Work in progress.
A long-term stationary closure is defined as a lane closure greater than 24 hours in duration.
Special Events shall be considered events at venues with a seating capacity greater than 25,000 or events at any downtown venue with a projected attendance of 20,000 or greater. The Developer shall not have any lane closure, except for long-term stationary closures, in the inbound direction from two hours before an eventstarts to one-half hour after it starts. For Cleveland Browns games, the Developer shall not have any lane closures, except for long-term stationary closures in the inbound direction, from four hours before the event to one-half hour after it starts. The Developer shall not have any lane closure except for long-term stationary closuresin the outbound direction from two hours after an event ends.

The PLCT and notes, effective date October 10, 2012, shall apply to lane closures on roadways not otherwise included in Tables 18-1, 18-2,or 18-3 or in other requirements of this Section 18.
The Developer shall not close any lanes (except allowable long-term stationary closures) during periods when snow accumulation is probable. During these periods, daily isolated lane closures may be used during non-peak hours, weather permitting. The Developer shall be responsible for clearing snow and salting the roadway prior to reopening an isolated lane closure during a snow event.
A Holiday Weekend, for traffic maintenance purposes, begins at noon on the last normal weekday preceding the weekend. The Holiday Weekend is considered to end at 12:00 a.m. on the first normal weekday following the Holiday. A day between the Holiday and Saturday or Sunday is considered part of the Holiday Weekend.
The Developer shall not close lanes (except for long-term stationary closures) during Holidays and Holiday Weekends. Holidays include New Year’s Day, Memorial Day, Fourth of July, Labor Day, Thanksgiving, Christmas, and Easter.

Access between Fire Station on Central Viaduct Way Road and Canal Road for emergency egress / Shall be maintained at all times, with a minimum lane width of 12 feet andcurves widened to accommodate outbound emergency response vehicles.
Canal Road / A signalized two-way operation on one lane shall be used for theconstruction of the Canal Road relocation tie-ins.
May be closed for 15-minute periodsfor the removal of the existing superstructure and the erection of superstructure elements. It shall remain open a minimum of 15 minutes between closures or until traffic has returned to normal. / Emergency vehicle access through the site must be provided during any and all closures of Canal Road. The Project shall be able to accommodate emergency vehicle passage on Canal Road.
18.3.3Alternate Route Plan Requirements
All long-term stationary lane closures on I-90 will require concurrent implementation of an alternate route plan (ARP) along I-490 and I-77. Westbound implementation of the ARP will be referred to as the Westbound Alternative Route Plan (WARP). Eastbound implementation of the ARP will be referred to as the Eastbound Alternative Route Plan (EARP). Both the WARP and the EARP will bein place prior to commencement of the Project.
