Announcements

Part C Regulations
  • The Part C grant is annual. The current grant ends in June 2012. The new Part C regulations will go into effect July 1, 2012. ODE is presently updating/revising OARs to include the new regulations.
Preschool Data Collection
  • Holly gave a brief review of some changes in the way preschool data will be collected this year. It will notbe necessary to contact all the childcare and preschool centers the way we have in previous years.
  • The data will includeall 3-5 year olds who attend a preschool that is attached to a private elementary.
  • Holly will provide additional information when it becomes available. It may even be possible use EC Data to collect this information.
Definition of private preschool
  • There are two applications for this information:
consultation[B1] with private schools
how ODEcalculates the 611 and 619 funds.
  • The data request form will be revised for next year.
  • Ask Ginna for the OAR[B2] to quote. Diane will correct Area 2 data.
New federal office for Early Learning
  • The U.S. Dept. of Education has proposed a dedicated Office for Early Learning within Office of Elementary and Secondary Education (OESE). Jacqueline Jones, Senior Advisor for Early Learning, has been named to head the new office. This office will also oversee the Race to the Top—Early Learning Challengecompetitive grant program jointly administered by the U.S. Departmentof Education and Health and Human Services. According to the U.S. Secretary of Education, Arne Duncan, this new office “will institutionalize, elevate and coordinate federal support for high-quality early learning, while enhancing support for state efforts to build high-performing early education systems.”

  • The EC Data Group spent some time reviewing child outcome data. They came up with a number of questions as a result.
  • Judy reviewed a handout that discussed their key findings and questions.
  • Oregon numbers show higher than nationalnumbers. It will be important to explore why. One reason may be that the data was extracted after the children exited the program.
  • If discrepancies are noted, let Bruce Sheppard, Judy Newman or Susan Graham know.
  • Judy asked the group to give any additional feedback to her and the team.

/ Information, discussion and sharing / Senate Bill 909 Work Group
  • Nancy Johnson-Dorn talked about the Oregon Education Investment Board (OEIB) and Early Learning Council(ELC) developments.
  • There are a number of work groups reviewing and developing different parts of the plan. Reports are due to the Governor in December and preliminary plans are to be available to the public by the first of the year.
  • Nancy is on the OEIBDatabase Team. One of the things they are exploring closely is “return on investment.”
  • The new members of the OEIB are to be sworn in this week. The ELC members do not have to be confirmed; they are overseen by the OEIB.

Data Teams
  • As the plans develop there is a deepening appreciation for the diversity of input and the balance of each component, such as education and health, and the understanding of the family managers around the diversity of culture, the breadth and scope of the issues being covered.
Stakeholders’ Meeting 2011
  • The focus this year was on outcomes and accountability rather than setting targets—more focused on information sharing.
  • Nancy Johnson-Dorn presented information about the Race to the Top grant and application process.
Home Visiting
  • Oregon has two grants.
  • Focus on “no wrong door.” There needs to be a basic intake step that all programs use so referrals can be made for the necessary services.
  • Several groups are looking at various aspects of such a process.
  • For Early Intervention, home visiting is a service delivery model—not just a program. One size does not fit all.
Professional Development Forum
  • This forum was sponsored by a grant from the National Professional Development Center on Inclusion which is funded by the Office of Special Education Programs, in the U.S. Department of Education. This center works with states to create systems of high quality, cross-sector professional development for early childhood personnel to support inclusion. Oregon was awarded the opportunity to participate and this Collaborative will be receiving technical assistance from the center over the next four years.
  • Hollyshared the forum mission and theme to support the Governor’s new education system.
  • There was discussion around forward progress; an integrated, comprehensive system; why a collaborative system is good but may not be the best or only solution, licensure and certification, pre-service, college course work and professional development classes, etc.. Many good ideas were generated by the discussion.
  • Forum sponsors are developing an Executive Summary of recommendations which will be made available to interested parties.
Early Childhood Health Policy Symposium
Nancy Anderson shared that Lynn Saxtondiscussed establishing the Early Learning Council and the transitions in the process.
Duke Shepard discussed the structure of the Council and the legislative processes.
Governor Kitzhaber stressed the importance of this change in direction and anticipated improvement based on outcomes, accountability and wise use of funding.

10:30 – 10:45 / Eligibility (Diane Tipton) / Question / Clarification was requested on hearing/vision impaired eligibility and DD: if a child is eligible as hearing or vision impaired, further eligibility does not need to be established.
10:45 – 11:00 / Targeted Case Management (Michael L.) / Question / Michael asked how many programs are using Targeted Case Management (TCM).
  • Josephine County is starting to use TCM.
  • Pam Arbogast is the lead on this. Teckla will send Pam’s phone number and email address to Michael.
  • Other counties are not using TCM because of funding issues, training needs and the amount of work involved.
  • Programs still have to submitTCM worksheet costs, per Linda Williams, Medicaid Office.Teckla will send Linda’s email to Michael.

11:00 – 11:30 / Autism Road Map (Caryn Fiedler) / Information /
  • Caryn gave an overview of this grant and distributed a handout. She would appreciate hearing from anyone who has comments/suggestions about other ways to share information.
  • The goal is to provide a resource/make it easy for families to navigate service systems without duplicating existing information significantly.
  • This tool should be provided to families when they receive identification and enter the system so they have a reference.
  • Part of the process is to review and analyze current tools across the nation.
  • The handouts they have developed are by region—four broad areas across the state. These are also available in Spanish—providing quick local resources.
  • These handouts were based on information gathered in focus groups held around the state in the represented areas.
  • The brochures are being piloted in Eugene and Portland.
  • These documents were made to easily slip into an envelope for mailing with other materials and will be posted online in a few days on the Oregon Family-to-Family website:
  • Caryn will correct the intake number for MESD to 503-262-4100.
  • There should be some kind of note added that links the brochures with the 211 statewide parent information line.

  • Intensity Levels
/ Information and discussion / Intensity Levels:
  • Nancy usesthis information in the new funding model to project the percentage of children funded at different levels for low, moderate, and high need children.
  • This is one of ODE’sKey Performance Measures (KPMs) and Nancy believes legislators will ask questions about it. She wants to verify current data and be prepared for the upcoming session with solid data for the category breakouts.
  • Nancy needs ECSE data in particular, but can also use EI data if programs have time to provide it by December 9.
  • Next steps: Look objectively at the data for your county. How would you sort the children into the low, moderate, high need categories in a way that makes sense.
  • In EC Data, compare to service hours on the cover sheet. There should be some correlation between those numbers and numbers in each intensity level.
  • Hopefully, programs will find natural breaks when looking at the numbers. Review the oddities to determine or verify why there are differences.
  • If you see obvious errors,do not use them in your calculations.
  • Breaking data out by county or region is fine.
  • DUE DATE is December 9.
  • Send your information to Judy. She will share with the team.
  • Judy and Kelly will do some initial review and get their finding to Nancy when she returns on December 13.
  • Dan will discuss more of the updates at the next contractors meeting in February.

  • Some nurses feel that is not part of their work area.
  • Douglas has a feeding team.
