Module 10: CMDP User Registration

Before using CMDP (either the Training version of CMDP or the Production version), each user must first register as a CMDP User with EPA’s Shared CROMERR Services (SCS) to receive a user name and password (credentials). Just like CMDP, there is a Test version of SCS and a Production version of SCS. Although both versions are identical in terms of how they function, users need to register in the Test version to access the CMDP Training system. Once familiar with SCS and CMDP, users should register in SCS Production to access CMDP Production. For either Test or Production, once the registrant is approved as aCMDP User (either by a sponsor or by a designated help desk), he or she will be able to access the CMDP using the credentials received from SCS.

There are 3 groups of users in CMDP:

-Water System Users

-State or Private Laboratory Users

-State Primacy Agency Users

There are different roles for each organization as follow:

Roles in CMDP are hierarchical as depicted in the figure above. This means, for example, that a user with a Laboratory CMDP Administrator role will have all rights that Certifiers, Reviewers and Preparers have in addition to rights as an Administrator.Please refer to the SCS Role Registration User Guide, available on the EPA’s CMDP Help Desk, for further details about each role.

The steps to register an account will depend on the role selected. In this module, we will show you how to register a new account for one of the CMDP roles, a Private Laboratory CMDP Administrator, using SCS Test. Please be aware that the steps demonstrated herefor the Private Lab Administrator are the same whether the user is registering in SCS Test or Production.

To register follow the steps below:

  1. Go to the EPA SCS main page
  2. Complete steps 2 through 9 below to establish an SCS account and have access to CMDP with the desired role.

Let’s look at each step in more detail.

1.Go to EPA SCS main page and click Register with SCS

In order to use CMDP, we need to create an account in SCS first. To do so, go to the following URL: On the home page, click on Register with SCS.

2.Select Partner, Program and Role

First we’ll choose our Partner (in the example above, the Rhode Island Department of Health was selected).

Second, we’ll choose"CMDP: Compliance Monitoring Data Portal" as the Program.

Third, we’ll choose our desired role, in this case a "Private Lab CMDP Administrator" role.

Click Continue.

3.Terms and Conditions and Rules of Behavior

We’ll be requested to accept the terms & conditions/privacy policy for the use of these services.

Click Accept to move forward.

Becauseour registration is for a Private Lab CMPD Administrator role, we are seeing the Rules of Behavior screen shown here. Only Lab Administrators (Private and State), PWS CMDP Administrators and State Administratorsare requested to accept the Rules of Behavior, because they are accessing SCS Registration maintenance and account management pages as Administrators.

Click Acceptto move forward.

4.Personal Information and account information

In the next step, you will have to enter your information as displayed above and enter your account information and security questions/answers.

5.Choose an organization

The next step is to choose your organization. Use the search feature to narrow down the list of organizations. Proceed by entering the organization name then click search. In this case, we entered “accutest” in the search field and selected Accutest Laboratories from the results list.

Add your phone number and extension (optional) and click Continue to move forward.

6.Email Validation Code

An email will be sent to the address entered previously during the registration. Use the validation code found in that email in this step. Once you entered the code, click Create Account.

7.LexisNexis Verification and Challenge Questions

In this example we are requesting a private laboratory CMDP Administrator role. Please note that Private Laboratory CMDP Admins, Private Laboratory Certifiers, PWS CMDP Administrators, and PWS Certifiers need to complete this LexisNexis verification step because they are requesting the authorization to electronically sign Sample Jobs in CMDP.Enter your personal information for the system to verify your identify. Once all the information is entered, click Verify.

Once the LexisNexis identity proofing is complete, you will be requested to choose 5 challenge questions that will be used randomly when using the electronic signature service in CMDP. This step is required in this case because we are creating an account with a Private Laboratory CMDP Administrator.

After picking five questions and providing answers, click Save Answers. You will be redirected to the Electronic Signature Agreement (ESA) screen (and you will receive an “eSig-PIN” e-mail from SCS).

8.Electronic Signature Agreement

If you agree to the conditions in the Electronic Signature Agreement, click Sign Electronically at the bottom of the page.

A Certification Acknowledgement dialog window will be displayed as seen above. Click Accept to move forward.

You will then be asked to enter the password you already set for this account previously and answer one of the challenge questions you chose for the LexisNexis identity verification.

9.Complete registration process

Because you are requesting an account as Private Laboratory CMDP Administrator, your request will be forwarded to the state CMDP Administrator. Once he/she activates your account, you will receive a notification that will let you know that you now can access the CMDP application with the Login and Password you defined during registration.

This completes the registration process for a Private Laboratory CMDP Administrator.
