CONDITIONS

This Equivalency Certificate authorizes Fogmaker North America, LLC to sell, offer for sale, distribute, deliver in Canada, and authorizes any person to handle, offer for transport, transport, or import into Canada, by road vehicle or by aircraft, dangerous goods that are UN3164, Articles, pressurized, pneumatic (containing non-flammable gas), Class 2.2, in a manner that does not comply with sections 5.1 and 5.2, subparagraphs 5.10(1)(a), 5.10(1)(c), and subsection 5.10(2) of the Transportation of Dangerous Goods Regulations, if:

Selection and Use

(a) each accumulator contains only water based solution and UN1066, NITROGEN, COMPRESSED, Class 2.2;

(b) accumulators that have been subjected to fire are not returned to service;

(c) accumulators involved in an accident or collision are subjected to requalification before being returned to service;

(d) each accumulator is transported in a double wall 125 kg box with foam inserts on both ends;

CONDITIONS

Manufacture and Requalification

(e) the parts of these vessels are manufactured at 4,352 45 Växjö, Sweden and assembled and pressurized at the 150 Gordon Drive, Exton, PA, USA, in accordance with the specific procedures, drawings and the design qualification test reports filed by Fogmaker North America, LLC., with the Director, Regulatory Affairs Branch, Transportation of Dangerous Goods Directorate, Transport Canada;

(f) each accumulator is certified and tested in accordance with PED 97/23EC and by the CE marking Directive 93/68/EEC, Category II as demonstrated by a CE marking on the vessel with notified body ÄF-Kontroll AB No.: 0640 in accordance with ‘Certificate of conformity for pressurized cylinders 2009’ submitted by Fogmaker North America, LLC;

(g) the method of manufacture is hot press followed by CNC machining. The body of the accumulator is seamless;

(h) the shell and cover of the accumulator are made of aluminum 6061-T6 with a modulus of elasticity of 70 Gpa, minimum tensile strength of 341 MPa and a yield strength of 240 MPa. he lockring is made of stainless steel SS 2333-27 with a modulus of elasticity of 200 GPa and a yield strength of 210 MPa in accordance with Rapport K1202737 dated September 11, 2012, and Inspection Certificate dated October 6, 2013;

(i) the accumulator is heat treated to T6 specifications;

(j) the valve housing conforms with submitted Fogmaker North America, LLC drawing 6000-113;

(k) the wall thickness and dimensions of the vessel are as per submitted Fogmaker North America, LLC drawing 2022-11;

(l) the suppression or water capacity of each cylinder is either 4 L or 7.5 L in accordance with drawing number 1042 and 1072-02_10 respectively, submitted by Fogmaker North America, LLC;

(m) each accumulator is equipped with valve protection that meets the requirements of Clause 4.2.2.3 of CSA Standard B340-08 “Selection and use of cylinders, spheres, tubes, and other containers for the transportation of dangerous goods, Class 2”, March 2008, and in accordance with cylinder drop test document ETLP130067;

CONDITIONS

(n) the relief valve on the accumulator is set to open at 14.5kPa (145 Bar);

(o) the service pressure of each accumulator does not exceed 6.5 MPa (65Bar);

(p) the hydrostatic test pressure is 19.5 MPa (195 Bar);

(q) the factor of safety of service pressure to burst pressure is at least 4 to 1 and the minimum required burst pressure is 35 MPa (350 Bar);

(r) at time of manufacture, each accumulator is pressure tested to 19.5 MPa (195 Bar) for 2 minutes and visually checked for leaks;

(s) once charged to service pressure, the accumulator will be held by the manufacturer for a minimum of 3 days to inspect for any pressure loss or leaks;

(t) testing of each accumulator is documented with serial numbers, date of manufacture and pressure test results;

(u) vessels will continue to meet defined criteria through on-going UL audits which will be performed on a quarterly basis;

(v) design qualification includes cycle testing the accumulator to 500 cycles in accordance with UL, as submitted in Fogmaker North America, LLC reports ETLP120108 Revision A and Appendix A;

(w) burst pressure testing for design approval requires that the accumulator withstand five times the service pressure without rupture for 1 minute with testing conducted by UL rupture as per Fogmaker North America, LLC 11CA46162 Cylinder testing status letter – 20130419;

(x) the accumulator must be hydrostatically proof pressure tested every 10 years at 19.5 MPa (195 Bar). The proof pressure testing must be done in accordance with CGA publication C-1, “Methods of Pressure Testing Compressed Gas Cylinders”, July 2009;

(y) requalification may only be done by personnel registered with Transport Canada pursuant to CSA Standard B339-08 “Cylinders, spheres, and tubes for the transportation of dangerous goods”, March 2008, and additionally certified by Fogmaker North America, LLC;

(z) the original testing reports are retained by the manufacturer and the requalification reports are retained by the requalifier for the service life of the accumulators;

CONDITIONS

Filling

(aa) the accumulator must be leak tested after every fill. Filling may only be done by dealers certified by Fogmaker North America, LLC;

Additional requirements

(ab) the certificate holder reports any incident involving loss of contents or failure of the accumulators to the Director, Regulatory Affairs Branch, Transportation of Dangerous Goods Directorate, Transport Canada; and

(ac) prior to applying for renewal of this certificate, the certificate holder reports a summary of the accumulator manufacturing and performance experience to the Director, Regulatory Affairs Branch, Transportation of Dangerous Goods Directorate, Transport Canada;

(ad) the shipping document that accompanies the dangerous goods includes the following information legibly and indelibly printed:

“Equivalency Certificate No. SU 11140 (Ren. 1)”

Note: The issuance of this Equivalency Certificate in no way reduces the certificate holder's responsibility to comply with any other requirements of the Transportation of Dangerous Goods Regulations, the Technical Instructions for the Safe Transportation of Dangerous Goods by Air, the International Maritime Dangerous Goods Code, and the Canadian Aviation Regulations not specifically addressed in this certificate.
