A working presidium was elected with the following membership:

- A.B. Jusupov, Deputy Director, State Inspectorate on Veterinary and Phytosanitary Security under the Government of the Kyrgyz Republic;

- S.Sh. Mamaev, Head of the Livestock Development Department, Ministry of Agriculture and Melioration;

- R.Ph. Beishenkulov, Head of the Department on Agricultural Sector, Representation of the Government of the Kyrgyz Republic in Chui oblast;

- K.K. Anyvarbekov, Head of Chui oblast Inspection on Veterinary and Phytosanitary Security under the Government of the Kyrgyz Republic;

Key Speakers:

M. Tairov delivered a presentation on the Pasture and Livestock Management Improvement Project, its objectives, geographical coverage, project components, participants, and implementation period.

T. Volkova spoke of the Project’s requirements to environmental assessment and its key findings, including measures for potential environmental risk management.

Discussion of the Project’s Environmental Assessment:

S.Nurzhanov - Head of the Pasture Committee Association:

Will there be financing available for pasture re-grassing microprojects?

Question # 2:

E. Bokoshev, Head of Frunzenskiy Pasture Committee:

In our Panfilovskiy district (rayon), pastures are located in the mountains. Could the microproject funds be used for purchasing a horse for the Pasture Committee?

Question # 3:

K.Boronbaev - Head of Novopavlovskiy Pasture Committee:

Can several PUUs pool together their funds to purchase, for example, a special vehicle to transport livestock to summer pastures.

M. Tairov:

ARIS and the Pasture Department will prepare a short list of projects and preliminary cost estimates. A final selection of investment will be made based on the preliminary assessment and criteria to be determined by the Project (including financial impact, environmental impact, social impact, ownership and maintenance arrangements). ARIS will inform pasture committees of the selection results and will officially disseminate information regarding the selection criteria and project selection.

Question # 4:

T.Ishenov - A private veterinarian, Jaiyl rayon

Does the Project envisage assistance to private veterinarians in purchasing medicines?

The Project includes grants for private veterinarians for purchasing equipment, medicines, and vehicles. The Project will also pay for a part vaccination and dehelminthization services provided by private veterinarians.
