CONTRACT GUIDELINES FOR

NATIONAL CHAMPIONSHIP

HOST CLUBS

TRACK FACILITY

The racing surface shall be raceable and used on a regular basis, having been used in the last year for both sanctions and regular races and during the last five years have been used for a states race or a reasonably large event to show the durability to stand up under a large amount of racing.

Such events shall have been run during daylight hours similar to the procedures at a Grand National event. Properly installed speed breakers shall also be permanently installed and have been used for a large event.

The locations of the start-finish line and flagman shall be discussed before a Grand National event and approved by the QMA president. This decision will be permanently fixed at that time. Location and number of cornermen shall be determined in advance of the Grand National event and approved by the QMA Safety Director.

All future bids for the Grand National Host Club will be submitted to the QMA President by December 15, the preceding year for track inspection by a QMA Board Member or a representative, before awarding of the Grands at the Regional Director’s meeting.

PROPERTY

The Host Club shall have available space to pit every trailer, space that will allow lean to type construction, tents and other protections for the quarter midgets. In-addition the space shall be available for parking of trailers that can be used for storage of the quarter midgets when not in use.

The facilities shall be located so that it is convenient to work out of trailers or the open space pitting.

Regulations and convenience ELECTRlCAL shall be made available to participants to reduce problem areas.

Any preference pitting shall be made public along with all other facilities provided by the host club well in advance of the event (at least by May 15 prior to the event).

The host club shall provide security in pit area to protect the participants from theft and or vandalism to quarter midgets and other equipment on site. The security times will be properly announced and enforced.

The Host Club will not charge for normal pit area which is guaranteed to each entry.

TRACK FENCE

The fence around the race track shall be reviewed and people who have participated at the track events should express their feelings to assist the Safety Director in making a decision about safety.

All ends of the fence shall be adequately protected. Materials used for protection shall he approved prior to granting the event. The layout of the ON CHUTE, OFF CHUTE, AND STAGING AREA shall be provided and approved and provide a high degree of protection for the drivers, handlers and officials.

The approximate area for lining up races (staging area) shall be laid out and approved. This area should be capable of holding at least 30 cars with reasonable space to work around the cars.

Spectator fencing shall be spaced a distance in back of track fence and provide adequate protection to the spectators by keeping the cars from going into the viewing areas.

All of the above must be approved by the QMA Safety Director.

SCALES

The Host Club shall provide scales that are not easily moved and that have received a weighing certification within the prior three months of the event or have a known weight provided that can be used for verification.

The location shall be convenient to coming off the track but away from other traffic such as pit area, staging area, or race line up areas. The scales shall be capable of weighing. objects from 95 to 300 pounds. The scales shall have been used for a previous large event with assurance that they will function with the accuracy required.

TECH AREA

The Host club shall furnish adequate facilities for teching engines. This shall consist of space to dismantle at least five engines

simultaneously. There should be a work bench type area with handlers on one side and tech officials on the other side. There will

be other work areas required on tech official's side for special tools(cam checker, spring tester,scales,etc.).

There shall be at least one area where oil can. be properly disposed of. The Regional Director and club shall submit a list of capable

persons for the Tech Committee. The Tech Director will be the National QMA Tech Director or his designee. The QMA Tech

Director will approve all members of the Tech Committee.

The tech area shall be located in the vicinity of the track and pit area with reasonable access. It is preferable to have the area under a

roof providing protection from the weather.

The tech area shall have lighting available.

The Host Club shall furnish names of individuals capable of performing the duties adequately for large events,for the following

positions:

JUDGING AREA

The Chief judge will be appointed by QMA. The individuals considered must be QMA members.

There shall be a designated judging area that shall include good vision for all areas of the race track and handler area.

The total space shall accommodate five persons, 4 judges and one Chief judge comfortably. Access should be fairly easy, the stand

should also be in clear view of the flagman and have voice communication with the flagman and scorers.

The judges shall have all 0 - 9 flags at least six inches high with broad lines so they can be easily distinguished at a reasonable

distance. The judges shall be supplied with clipboards and pens to be used to mark judging sheets.

ALL.JUDGES MUST SIGN JUDGING SHEET AT THE COMPLETION OF EACH RACE.

TOWER AREA

The tower area shall be capable of comfortably seating five scorers, one lap counter, and one announcer. The area shall be well

lighted and provide good circulation of air. Air conditioning is preferred in most climates. There shall be a work area. provided for

the five scorers to have scoring sheets and writing instruments. There should be a good supply of writing instruments for each

scorer.

The announcer should have sufficient area to lay out race line ups, cards, and other things to facilitate announcing the races and

program.

The lap counting area should have space enough for one person to sit. The lap cards should be. easily turned and numbered 40-1 with a card signifying one lap remaining and the race completion. These cards should be in a location and large enough in size and clarity

to be seen across and at both ends of the track.

The tower area should be elevated to allow good visibility of the entire track and start finish line, and flagman.

QMA SCORING PROCEDURES ARE TO BE FOLLOWED!

SNACK BAR FACILITIES

The Host club shall have snack bar facilities that will provide the race participant and observers adequate food supplies and drinks.

Equally important is to provide financial support for the host club to support other expenses. The food serving area should be clean

and sanitary. Care should be taken to prevent spoiling and deterioration of food to be served. Drink containers and ice should be clean and free of unhealthy material. The host club should have some idea of the crowd demands and provide simple but adequate service. Long waits in line should be avoided if at all possible.

Alternative drink and concession areas may be provided around the track (spectators) and in the pit area.

Prices should be comparable to or less than that in surrounding food establishments.

AWARDS

The Host club should provide some remembrance to each participant at the Grand National. This can be a memento in the GOODIE

BAG or an award handed out at the trophy presentation area. These special awards need only be presented to those not receiving

other trophies from the races. The GOODIE BAGS should primarily consist of commercial items, advertising, certificates, or other

items that can be gathered from local merchants.

Each sign in should receive one GOODIE BAG and not especiallyone per class, but one per driver.

Material pertaining to local interesting information -such as motels,eating, and places to see can be handed. out in this manner.

A record of attendance at recent Grand National races canbe provided to the host club by the President for use in estimation of the

number of awards needed.

QMA will provide a checkered flag for each winner of the Main Event. This will be either 15 or 18 depending on the need for awards in senior half - four cycle and senior half - two cycle.

The trophies for the non-racing events to be provided by the host club are as follows: FAST TIME each class, PRETTY CAR,

LONGEST HAUL, PRETTY CREW.

Other categories as host club desires, but to be approved by QMA prior to June 1 of that year.

E feature - one place

D feature - two places

C feature - 3 places

B feature - 4 places

A MAIN - 5 places

I MADE THE MAIN awards should be given to those not receiving trophies in the Main. Suggestions for I MADE THE MAIN are

plaque or trophy.

A report of the amount of money to be spent,overall height of trophies,construction materials,number of tiers, and somewhat

detailed description of the trophies should be provided. This should be done for each feature with size differential for the different

places. This is to be furnished by April 1 to the President. If no response is received within 30 days the host club can assume the proposal is approved.

TRAILERS, MOTOR HOMES, AND TENT AREAS

THE MEMBERSHIP SHOULD BE MADE AWARE IN ADVANCE OF THE NUMBER OF SPACES AND TYPES OF SERVICES

AVAILABLE.

Advanced deposits, location of each reservation, and other arrangements are to be the responsibility of the host club.

A general map of the areas to be designated for each type of living should be provided. Types of surroundings should also be shown

( trees, shrubs, fences, roads, etc. ).

Prices and all financial arrangements for these facilities are to be between the member and host club. Price levels should be at or

below similar facilities in the vicinity. These types of living areas should be convenient to the track facilities. They should be mostly free of hazards for all children. Roads should be blocked and access limited if necessary.

Adequate precautions from fire should be taken. Access for fire and other emergency vehicles should be conveniently available to all sites.

Precautions should be taken to prevent electrical shock as well. Water and electrical equipment should be underground if at all

possible. Dumping services or facilities should be provided at a minimum of every other day during the race meet.

INSURANCE

ALL QMA CURRENT INSURANCE REQUIREMENTS WILL BE FOLLOWED.

EMERGENCY MEDICAL FACILITIES AND REPORTS

The host club must furnish a plan to the QMA Safety Director and QMA President for approval. This plan must provide first aid for

participants and spectators during all days of the event.

This does include practice days.

The first aid tent shall include one paramedic/EMT equipped with normal first aid equipment. This facility should be located within reasonable access to the track but where spectators can also be cared for.

The plan should also include access to ambulance service, procedures to contact them available, and have contacted ambulance service so they know where the facilities are and how to get into the track if necessary. Dry runs for ambulance is desirable, these services are to be paid by the host club. REPORTS on each incident serviced by the EMT is to be recorded on a appropriate form and signed by the EMT. At the end of the race meet, onecopy is to be furnished to QMA Safety Director.

ON SITE AMBULANCE DURING ALL RACING EVENT DAYS IS MANDATORY.

IF AMBULANCE LEAVES, RACES WILL BE HELD UP UNTIL REPLACEMENT AMBULANCE IS ON SITE OR AMBULANCE RETURNS.

FIRE EQUIPMENT

The fire department nearest the track should be contacted and notified of the dates of the event, and location of the track.

Fire extinguishers (4) located on track and equally accessible to all corner men.

LOCATION OF ALL FIRE EXTINGUISHERS TO BE CLEARLY MARKED.

FUEL

Fuel is to be furnished for all participants race cars for qualifying and all racing. Fuel similar to that furnished for racing events should be on sale to participants for practice. This includes gas and methanol.Two - cycle mix will be furnished by participants subject to technical review.

The fuel area should be well ventilated, away from other fire hazards, and adequately protected. Adequate fire extinguishing capability must be near the fuel area. The area should be fenced so as to keep participants back from direct exposure to hazards.

Safe methods of fueling cars should be reviewed and approved by QMA Safety Director.

Procedures of draining, sealing, testing, and fueling cars are to be approved by the QMA Tech Director.

GRANDS FORMAT/QMA SCORING PROCEDURES/QMA JUDGING PROCEDURES

The host club will be furnished by QMA the procedures and format for conducting the Grand National event. There will be two Grand Nationals until the membership wants to return to one grand. The two events will be the Eastern and Western Grand National races. The format of time trials, feature races, and main events will continue the 1992 Grands format, until the Regional Directors vote a change.

QMA will furnish the race procedures and format to the host club by April 1of the year of the race. This will be discussed with the host club,but QMA has the final decision if complete agreement cannot be reached.

QMA Grand National Format must be followed without deviation.

AREAS OF INTEREST

The Host club should provide through mailings or the QUARTER REPORTER areas of interest in the locality of the Grand National races. Anything of general interest may attract certain to the area to participate. Final details may be given to the participants inthe GOODIE BAGS, or may be made available in the sign in area.

NUMBERS - SCORING SHEETS - JUDGING SHEETS

These needs will be furnished by QMA in sufficient supply for the event. The numbers furnished will be for racing events. These shall be furnished at least two weeks prior to the event. The host club should furnish qualifying and sign in numbers (these can be one and the same). The sign in numbers should be given by class:

00-25 Jr. Novice 301-350 Hvy Modified

26-50 Sr. Novice 351-400 Light B

51-75 Jr. Rigid 401-450 Hvy B

75-100 Sr. Rigid, 451-500 Light A

101-150 Jr. Stock: 501-550 Heavy A

151-200 Sr. Stock 551-600 Jr. 1/2 4 cycle

201-250 Hvy Stock 601-650 Jr. 1/2 2 cycle

251-300 Lt. Mod 651-700 Sr. 1/2 4 cycle

These sign in numbers will designate classes and qualifying order.

Practice and qualifying will be according to the QMA format.

SIGN IN

The pre-registration will be under the rules established by the host club. These rules will be published in the Quarter

Reporter and will be posted and anyone not obeying the rules can be removed from the premises by club officials.

Sign-ins will start at least one half day prior to opening of official practice. The official practice will be the start of the Grand National event. Sign-in will be conducted by club officials with the aid of QMA appointed sign- in officials.

The list of eligible participants will be supplied by QMA, all decisionsconcerning eligibility will be the responsibility of the QMAofficials (President, Tech- Director, and Sign-In Director).

The host club will be responsible for all financial collections and final disbursements. The host club will pay the designated amount per sign-in to QMA at the completion of the event.

Any host club having difficulty collecting on bad debts of members will be assisted by QMA by denying all future participation until host club is fully satisfied as far as money due. Amount of sign-in is determined by QMA members and listed as firm in the QMA Rule Book.
