CONSTRUCTION SERVICES Deputy Chief of Mission Residence Roof Replacement

1.0 Introduction

1.1  The U.S. American Embassy in Colombo [Embassy] has a requirement to obtain Construction Services for replacing the roof on the Deputy Chief of Mission Residence [DCR]. The proposed roof replacement shall comprise removal of the existing clay tile, upgrading the roof structure, installing plywood substrate with self-adhesive waterproofing membrane, and installing new clay tiles on 2-way wood batten system.

1.2  The Contractor shall provide construction personnel as needed to complete the services that meet the technical requirements in this Statement of Work [SOW]. It is expected that the Contractor shall partner closely with Embassy personnel and Overseas Buildings Operations [OBO].

2.0  SCOPE OF WORK

2.1 The work consists of, but is not limited to, the following:

1.  Temporarily remove mechanical and electrical equipment.

2.  Remove existing clay tile and roof structure.

3.  Install new roof structure.

4.  Install plywood substrate.

5.  Install self-adhesive waterproofing membrane.

6.  Install 2-way wood batten system.

7.  Install new clay tile.

8.  Install new gutters and downspouts

9.  Re-install mechanical and electrical equipment.

2.2  The Contractor shall provide the Embassy with the facilities support to provide material procurement and construction to complete this project. The work shall be executed in a diligent manner in accordance with a negotiated firm fixed price and performance period. The period of performance for project completion shall be 100 days on site.

2.3  The Contractor shall address the impact of the consequent disruption and provide for a continuing level of operation of the residential functions caused by the proposed construction.

2.4 The Contractor shall be required to prepare reports, bill of materials, quality control schedules and construction costs. These documents shall provide the necessary interfaces, coordination, and communication among the Embassy, OBO, constructor, and special disciplines for the delivery of a completed roof replacement project.

3.0  CONTRACT ADMINISTRATION

3.1  The Contractor shall not conduct any work that is beyond this Statement of Work unless directed in writing by the Contracting Officer [CO]. Any work done by the Contractor beyond this SOW without direction from the CO will be at the Contractor’s own risk and at no cost to the Embassy.

3.2  The Contracting Officer shall provide a Notice to Proceed [NTP] to the Contractor. No work shall be initiated until the NTP is issued by the CO.

3.3  The Embassy has the right to inspect and test all services called for by the contract, to the extent practicable at all times and places during the term of the contract. OBO may perform quality assurance inspections [QAI] and tests during construction to confirm the work is installed according to the Statement of Work.

4.0 RESPONSIBILITY OF THE CONTRACTOR

4.1 The Contractor shall be responsible for the professional quality, technical accuracy, and the coordination of all construction and other services furnished under this contract. The Contractor shall, without additional compensation, correct or revise any errors or deficiencies in its construction and other services.

4.2  The Contractor shall identify a Project Site Manager who shall be responsible for the overall management of the project and shall represent the Contractor on the site during construction. The Project Site Manager shall be approved by the COR.

4.3  The Contractor is responsible for safety and shall comply with all local labor laws, regulations, customs and practices pertaining to labor, safety and similar matters. The Contractor shall promptly report all accidents resulting in lost time, disabling, or fatal injuries to the COR.

5.0 CONSTRUCTION REQUIREMENTS

5.1 All materials and equipment incorporated into the project shall be new. The Contractor shall transport and safeguard all materials and equipment required for construction. Obtain primary roofing products and flashings from a single manufacturer which has successfully produced these materials for ten years.

5.2 The Contractor will be permitted to use the area within the compound for operation of his construction equipment and temporary facilities. The Contractor is responsible for obtaining any additional off compound storage areas required.

5.3 The Contractor shall be responsible for connection of temporary utilities to existing utilities including water, power, and telephone lines. All temporary connections to local water, power, and telephone lines shall be coordinated with the Embassy.

6.0 CRITERIA

6.1 The contractor shall construct the roof replacement project in accordance with U.S. codes and standards. OBO will review and comment on the Contractor’s submissions using the following codes and standards:

·  Underwriters Laboratory Requirements for a Class A fire-rated roof assembly

·  Factory Mutual wind uplift requirements

·  National Roofing and Contractors Association, Roofing and Waterproofing Manual

·  Sheet Metal and Air Conditioning Contractors National Association for roof system details

·  American Society for Testing & Materials, roofing, waterproofing & bituminous materials

·  Uniform Building Code, to include structural load and roof drainage requirements

·  International Building Code

7.0 PERIOD OF PERFORMANCE

7.1 The Contractor shall commence work under this contract promptly, execute the work diligently, and achieve final completion and acceptance of the roof replacement project including final cleanup of the premises within the contract period specified.

7.2 Milestones:

Pre-proposal Site Visit 3 months

Award of Contract Day Zero

Pre-construction Submittals Within 60 days of Award

Embassy & OBO Review 20 days

Procurement 60 days

Construction 100 days

Final Cleanup Begins 10 days prior to Completion

Period of Performance to Completion 240 days with 100 days on-site
