I. ARRANGEMENT OF BID :
Proposals are invited from the interested bidders for the following scope of works in two part bid. Supply, Installation, Testing and Comprehensive Warranty support (3 Years) for Unified Storage.
The quote for the above requirement should be quoted in two part bid.
Part-1 Technical and Commercial bid
Part-2 Price bid.
PART –I (Technical and Commercial bid):
a. Technical bid should contain duly filled Company Evaluation sheet.
(Given in Section – III).
b. Supporting documents should be attached.
c. Technical brochures, Brand name and model number of the Quoted items should be attached / mentioned.
d. The Commercial Compliance Statement attached along with this tender is mandatory. Hence, you are requested to submit the same along with your Technical & Commercial offer (PART-I) duly filled-in and signed.
e. The tax structure (VAT and Service tax) should be clearly spelt out. SDSC SHAR will provide CDEC for imported items. SDSC SHAR being a Govt. of India Department, No insurance charge will be borne by us.
PART –II (Price bid):
a. In Price bid, the price for all the items Quoted should be given.
b. The quotation should clearly mention all the charges for “FORto SDSC SHAR”.A Performance Bank Guarantee (PBG) with a claim period of 2 months must be executed for 10% of the Order value.
II. MINIMUM CRITERIA FOR QUALIFICATION:
1) The firm should be registered with Registrar of companies OR Sales/Trade tax/Service Tax department. Copies of PAN Number/TAN number/Sales Tax number along with registration certificate /service tax number along with registration certificate and Income-tax clearance certificate/Returns for last 03 years must be attached.
2) Establishment of the firm must be more than 5 years old and the company turn over should be more than 2 crores.
3) The firm / OEM should be an ISO certified organization with the scope of work covering capable of Supply, Installation, Testing and Comprehensive Warranty support. The ISO certificate should be one year old and must be alive. The copy of ISO certificate should be attached.
4) The firm should have at least three years’ experience by 01.11.15 in Supply, Installation, Testing and Comprehensive Warranty support of Unified Storage systems. A list of clients where Supply, Installation, Testing and Comprehensive Warranty support of Unified Storage systems are carried out must be attached along with work award contract or Purchase Order.
5) The Firm must provide customer satisfaction letter from at least one customer preferable from a State/Central Govt. /Quasi Govt./PSU while submitting the technical bids.
6) The Firm should provide one purchase order where they supplied Unified Storage systems. The details of the above order which includes client name, Quantity of supply, contract value and email address of contract manager should be provided. The copy of the purchase order should be attached.
7) The Supplier should attach Authorized Letter from OEM, authorizing the supplier to quote.
8) A self-declaration must be furnished by firm that there is no complaint/vigilance inquiry against them in any Govt./Department /PSU and they have not been black listed by any Govt. Department/PSU.
III. COMPANY EVALUATION SHEET
The following questionnaire need to be filled and should be signed by a responsible and authorized person of the Company /Agency. Firm should provide only genuine data and any discrepancy found at a later point of time may result in rejection of the bidder from purchase process. Furnishing of data cannot be construed as automatic qualification for participation in the tender.

IV. DETAILED SPECIFICATIONS for Unified storage
Make / Netapp / EMC / FujitsuHardware features
Storage system should be a unified storage should support file and block protocols. System should be configured with dual controller configuration offering redundancy at all levels viz., controllers, power supply, network ports, FC ports, fans, drives, etc.,Storage system should support SAN (FC protocol), IP-SAN (iSCSI protocol) and NFS (NFS and CIFS protocol) simultaneously.
Controller should work in active – active mode with automatic fail over to each other.
Storage system should have two processors with one (1) processor per controller
Storage System should have 16 GB or more RAM per controller, 32 GB or more in total. Storage system should support cache storage to disk to avoid any data loss.
Storage system should support RAID levels 5 or 6 and RAID 1
Storage system Should have 24 (2.5” DE) or more hot-swappable internal drive bays. Should be possible 72 or more expansion disk drives.
System should support 6 Gbps SAS (15000 rpm and 10000 rpm) and SSD and NL-SAS (7200rpm) drive technology types. Disk enclosure should be able to host different type of disks.
RAID-5 configuration:
Proposed system should be configured with two logical groups. Each controller will govern one logical group. Each logical group should be configured with 9 X 4 TB NL-SAS (7200 rpm) drives with one hot spare.
RAID-6 configuration:
Proposed system should be configured with two logical groups. Each controller will govern one logical group. Each logical group should be configured with 10 X 4 TB NL-SAS (7200 rpm) drives.
Vendor should configure disk drives for any one of the above configurations.
If the storage operating system requires, any hard drives it should be configured separately. It should not be loaded as part of above mentioned hard drives.
The software feature like fast cache requires any hard disks; it should be configured as additional disks.
System should have 4 numbers of Gigabit Ethernet ports per controller and eight for dual controllers.
Proposed appliance should have two or more 10G ports per controller and four or more for dual controllers apart from on-board Gigabit ports
Proposed appliance should have two or more FC (16 Gbps / 8 Gbps) ports per controller and four or more for dual controllers.
System should have Hot-swappable AC Redundant Power Supply Modules and fans.
Storage appliance should be a rack mountable appliance and rack mounting kit should be supplied.

Software features
The offered storage system should be based on specialized operating system and should not be based on general purpose operating system on standard servers. (If separate disks are required for storage operating system, it should be extra disks.)Storage system should be configured with licenses for snapshots, thin provisioning, de-duplication and performance monitoring software.
Storage system should support Thin Provisioning
Storage system should support 512 or more LUNs
Storage system should support network teaming
Storage system should support iSCSI, NFS, CIFS and FC protocol. It also should support NLM, SNMP, NDMP, LDAP, SMTP, RIP and protocols.
Storage system should have Storage Resource Management (SRM) tools for detailed reporting on usage and performance.
Storage system should be offered with fast cache license and any other license which are mandatory for the best performance of the storage.
Storage system should support asynchronous / synchronous replication between two storage appliances
Asynchronous / synchronous replication should have software features like de-duplication, compression and Encryption.
System should support operating system like windows 2003 server, Windows 2008 server, Windows 2012 server, Linux, Solaris and Vmware ESXI.
Storage system should be web, CLI and SNMP manageable. Separate management Ethernet for monitoring the health of hardware.
Three years software support.
Note:
The supplier has to configure these two storage systems to work in synchronous replication mode mutually.
General1 / Performance bank guarantee at 10% of the quoted value with claim period of two months should be provided for 3 years of warranty.
2 / The Unified Storage Systems are to be covered by three years comprehensive onsite warranty.
3 / During warranty period repair/ rectification works should be attended within three working days after the complaint. Replacement, if any, should be attended within next five working days. Whenever parts replacement is warranted as part of repair/maintenance, the parts replaced should of the same age or younger.
4 / SDSC-SHAR will have option to extend the warranty period if the performance is not satisfactory during warranty period. It may be noted that at least 95% availability of each system should be ensured. If systems are not working SDSC-SHAR will have option to recover the cost of the systems.
5 / Supplier should use his own transport for internal movements inside SDSC-SHAR during warranty maintenance. Stationing of a maintenance Engineer along with spares in SDSC-SHAR is desirable.
6 / Name and address of the office or agency that is going to provide the warranty support, with phone, email-id and Fax No. should be clearly indicated, in the quote.
7 / The selected party should follow the security procedures applicable at SDSC-SHAR.
8 / The Price basis for all the items should be for supply, installation and warranty support at SDSC-SHAR.
9 / The quote should contain response to all points listed. Compliances should be clearly indicated to all the Technical specifications, for all the points mentioned under 'Note' and also for points given above under 'General'. IF COMPLIANCE IS NOT CLEARLY INDICATED THE QUOTATION MAY BE REJECTED.
10 / SDSC SHAR can provide Customs Duty Exemption certificate for 100% duty exemption. The offer should clearly indicate whether it is local supply or direct import supply or High Sea Sales supply. More than one quote can be submitted. The offer should be clear about any other taxes and duties.
11 / As per IT security policy of SDSC-SHAR, if HDD of Unified Storage system fails during warranty period, vendor has to replace the same at free of cost. Moreover faulty HDD will not be returned to the vendor, Vendor not meeting this requirement will not be considered.
V. TERMS & CONDITIONS
1. The scope of the work involves Supply, Installation, Testing and Comprehensive Warranty support for three years (3-3-3) to Unified Storage System.
2. The vendor should clearly mention the make and model of the quoted Unified Storage System.
3. The vendor should attach the technical brochure of all the items that are quoted in their offer.
4. The vendor should provide compliance statement for all the specifications. An offer without compliance statement will not be considered.
5. Installation and commissioning charges (if any) should be clearly mentioned in the tender.
6. SDSC, SHAR will identify one Contract coordinator. The coordinator will monitor, register warranty calls and coordinate with the party for warranty support.
7. The supplier should arrange their own means of transport both for Personnel and spares movement.
8. The Supplier should observe the security procedures applicable at SDSC SHAR. SDSC SHAR, Sriharikota is declared as Prohibited Place under Official Secrets Act, 1923 and infiltrators in to the Premises of SDSC SHAR are liable for prosecution. The supplier is required to ensure that persons of trustworthy bearing good Character, discipline and Antecedents only deputed to carry out warranty support and take the responsibility for their proper conduct during the period of warranty. The engineers deputed to SDSC SHAR must display his Identity, issued by the agency along with the entry permit issued by SDSC SHAR while moving in SDSC SHAR.
9. SDSC-SHAR will not be responsible for any injury to your personnel, damage to your property, caused at site.
10. The security regulations of the center should be faithfully observed and any loss or damage incurred by us on account of your failure of any nature to follow such security regulations will be to your account.
11. Entry pass will be issued to your service Engineer identified to attend the warranty calls at SDSC-SHAR. For this purpose, please furnish the personal details of the service Engineer by email well in advance along with vehicle number. Please note that SDSC SHAR is observing 5 days week i.e. Monday to Friday only and remain closed on all Central Govt. and National holidays.
