This qualification has been reviewed. The last date to meet the requirements is 31 December 2018.

Version 2 of this qualification was republished in April 2016 to extend the last date of enrolment into programmes leading to this qualification from 31 December 2015 to 31 December 2016.

Transition Arrangements

This qualification has been reviewed and replaced by the New Zealand Certificate in Pipe Installations (Level 4) with strands in Trenched, and Trenchless [Ref: 2694] and the New Zealand Certificate in Utilities Maintenance (Level 4) with strands in Water, and Wastewater and Stormwater [Ref: 2695].

The last date for entry into training programmes for the replaced qualification is 31 December 2016. The last date of assessment for the replaced qualification is 31 December 2018.

People currently working towards achievement of this qualification may either complete the requirements for that qualification or transfer their results to the replacement. However, there are substantial differences between the new and the replaced qualifications, and it is recommended that candidates complete the qualification in which they are enrolled.

Purpose

People awarded with this qualification are, depending on the strand or strands chosen, able to carry out horizontal directional drilling (HDD) operations as a driller, tracker, and/or site supervisor. To support these roles people will have demonstrated knowledge in health, safety, and environmental legislation at civil infrastructure sites and in strike avoidance and strike response related to HDD and will be able to prepare for HDD operations, restore the site afterwards, and carry out bore exit and pipe entry tasks.

HDD site supervisors usually have experience as HDD trackers and so people pursuing the qualification with the Site Supervisor strand may also wish to achieve the qualification with the Tracker strand.

The elective section allows for candidates to demonstrate further knowledge and skills suited to their particular work situation.

This qualification may follow on from the National Certificate in Civil Infrastructure (General Introductory Skills) [Ref:1125]. People who complete the Site Supervisor strand may wish to progress to the National Certificate in Civil Plant Management [Ref:0234], the National Certificate in Civil Construction Supervision (Level4) [Ref:1324], the National Certificate in Business (First Line Management) (Level3) [Ref:0743], or the National Certificate in Business (First Line Management) (Level4) [Ref:0649], or any of their replacements.

Replacement Information

This qualification replaced the National Certificate in Civil Construction Works (Horizontal Directional Drilling) with strands in Driller and Tracker [Ref:1081] and the National Certificate in Civil Construction Works (Horizontal Directional Drilling Site Controller) [Ref:1082].

Unit standards and achievement standards that are equivalent in outcome are mutually exclusive for the purpose of award. Version 1

This qualification replaced the National Certificate in Civil Construction Works (Horizontal Directional Drilling) with strands in Driller, and Tracker [Ref:1081] and the National Certificate in Civil Construction Works (Horizontal Directional Drilling Site Controller) [Ref:1082].

There are substantial differences between the new and the two replaced qualifications. Changes include:

·  standards 5627-5629, 6436, 6452, 6454, 6467, 6470, 6472, 6475, 6476, 6478, 6479, 8559, 17327, 19675, 20479 and 20483 are not included in this qualification, but candidates credited with these standards may use them to count towards satisfying the credit requirement of the Elective section

·  standards 20480 and 20481 are included in the Compulsory section of this qualification

·  standards 6400-6402 are included in the Elective section of this qualification

·  standards 16703 and 20484 are included in the Driller strand of this qualification

·  standard 20485 is included in the Tracker strand of this qualification

·  standard 20482 is included in the Site Supervisor strand of this qualification.

People who hold a current New Zealand driver licence T endorsement are exempt from the requirement for the standard specified below. They are required to pay the credit fee associated with the standard and must apply for the exemption through InfraTrain NewZealand who will process the applications in accordance with the following table and forward the results and fees to NZQA for processing. The exemption must be applied for on the application form in the Appendix.
