TOWN OF ELBRIDGE

TOWN BOARD MEETING

APRIL 23rd, 2015

The Elbridge Town Board met on April 23rd at 7PM at the Town Municipal Building, 5 Rte. 31, Jordan, NY to conduct their regular meeting.

CALL TO ORDER: Supervisor Bush called the meeting to order at 7PM and led the Pledge of Allegiance.

PRESENT: Councilor Rita Dygert, Councilor Vern Richardson, Councilor Robert Decker, Councilor Doug Blumer, and Supervisor Ken Bush.

OTHERS PRESENT: Town Attorney Dirk Oudemool, Highway Superintendent Jim White, Floyd Duger, and Clerk Deb Stapleton. JFD Chief Doug Milton entered at 7:12 and Anthony DeMarco entered at 7:15.

ADOPT MINUTES: On a motion by Councilor Richardson, seconded by Councilor Dygert the minutes from April 9th, 2015 were approved.

MOTION TO PAY BILLS: On a motion by Councilor Dygert, seconded by Councilor Richardson, General Bills Abstract #4, Vouchers #159-203, in the amount of $47,139.37 were ordered paid, and Highway Bills, Abstract #4, Vouchers #1064- 1078, in the amount of $14,145.78 were ordered paid with a total disbursement of $61,285.46.

BUDGET MODIFICATIONS: On a motion by Councilor Blumer, seconded by Councilor Decker the following was approved:

From: A1990.0 Contingency 200.

To: A1320.4 Auditors- Contractual

COMMUNICATIONS:

1)  A request from a resident of Skaneateles to petition to have the speed limit reduced on the Town of Elbridge’s portion of Clark Road to 40 MPH as she uses the road often to walk and drive and cars travel at a high rate of speed.

2)  An email from a former resident, Floyd Godfrey, sent to voicing his frustration regarding the lack of commitment from NYS DOT to widen Route 5 at Hamilton Road after originally saying they would begin the work in 2015. He also commented on the accidents near Sunview Drive going west toward the Village of Elbridge.

NEW BUSINESS:

On a motion of Councilor Decker, seconded by Councilor Richardson the following

resolution was

Resolution 67-15

Resolved: Based on the recommendation of the Highway Superintendent, the Elbridge Town Board accepts WeCare Waste and Recycling Services as the lowest responsible bidder for the 2015 trash season at an estimated cost of $5100.00.

On a motion of Councilor Decker, seconded by Councilor Richardson the following

resolution was

Resolution 68-15

Resolved: on the recommendation of the Highway Superintendent, the Town Board approves the purchase of a new Western Star dump/plow truck at an estimated cost of $111,119. to replace truck #114.

On a motion of Councilor Blumer, seconded by Councilor Richardson the following

resolution was

Resolved: the Elbridge Town Board resolves to amend the previous resolution by adding the Western Star truck was purchased through the County bid list.

Resolved: the Elbridge Town Board resolves to advocate for a speed limit reduction on Clark Road for the town’s portion to be 40 mph.

On a motion of Councilor Decker, seconded by Councilor Blumer the following

resolution was

Resolution 71-15

Resolved: the Elbridge Town Board resolves to contract with Heritage Masonry to repair and repoint the exterior wall of the Highway Garage at a cost of $20,852.00 beginning May 4th.

COMMITTEE REPORTS:

Councilor Blumer: short discussion on mowing town property.

Councilor Decker: ongoing dog issues

Councilor Richardson: attended boy scouts program on composting

Councilor Dygert: repair made on JET lift

Supervisor Bush: discussed purchasing through the county, shared services and government efficiency. Also solar energy for businesses and residents and consolidated funding applications.

AUDIENCE PARTICIPATION:

Jordan Fire Chief Doug Milton presented his annual report and discussed the fire department at length. Chief Milton complimented Robert Herrmann, Town Codes Enforcement Officer, for his positive impact and ease to work with.

ADJOURNMENT: On a motion of Councilor Decker, seconded by Councilor Richardson the meeting was adjourned at 8:34PM.
