NewJersey’s people andvariedresourceshave helped shape the mid-Atlantic region, the Nation,and the world for more than 350years.Itsnotable diversityofinhabitantswasevident from itsbeginningin 1664. Duein no smallpart to its location, it hasseenall the greatthemes oftheNation’s historyplayoutwithin its borders.Its pivotal role duringthe American Revolution andearlyindustrialization, andcontinuinglegacyof technologicalinnovation,distinguishit in thehistoricalrecord.For these andmanyother reasons, the studyof New Jerseyhistoryis bothengagingandrelevant tothe state’sresidentsandvisitors.

Mission:

TheNew JerseyHistorical Commission (NJHC)is a state agencydedicated to theadvancementofpublic knowledge andpreservation of New Jerseyhistory.Establishedbylawin 1967, itswork is founded on the fundamental beliefthatanunderstandingof our shared heritageisessential to sustainingacohesive androbustdemocracy.

TheNJHC receives its fundingprimarilybylegislative appropriation.Itfulfills its missionthrough various initiatives, as wellas anactivegrantprogram.Itsgrantprogramincludes avarietyof differenttypesof grants, in addition to prizes anda freearchivalevaluationservicecalledCaucusArchival Projects EvaluationService (CAPES).

Goal of the Grant Program:

Thegoal of thegrantprogram is to engage diverse audiencesandpractitioners in the activeexploration,enjoyment,interpretation,understanding, andpreservation ofNew Jerseyhistory.Grants are awarded toactivities and organizationsthatachievethat objective.Successfulproposalsmaydo so through oneormore of thefollowing:

1.Broadening,deepening, and diversifyingtheaudience forNew Jerseyhistory;

2.StrengtheningexistingNew Jerseyhistoryorganizations or programs;

3.Initiatingnew programmingon New Jerseyhistory;

4.Increasing accessibilityofhistoricalresources to diverse communities;

5.Increasingthebodyandqualityof information on New Jerseyhistoryavailable to thepublic; and

6.Preservingmaterials forthestudyofNew Jerseyhistory.

County HistoryPartnershipProgramOverview

TheCountyHistoryPartnershipProgram(CHPP)wascreated in 2015 to extend local re-grantingprograms to allofthe state’stwenty-onecounties. The program enables the NJHCto support both existingand emerginglocal historyorganizations andpractitionersservingdiverse audiences.Through the partnership with countyre-grantingagencies,NJHCsupportcan more effectivelyreach historyorganizations, andprojects in communitiesthroughout thestate.

Re-grantingagencies,byresolution of the Board of ChosenFreeholders oftheir respectivecounties,bearresponsibilityforfosteringthe preservation,understanding, and enjoyment ofthe local historyoftheirrespective counties.Theymaysimultaneouslyseeksupport fortheirown historyprogramming and historyre-grants.TheNJHC permitsre-grants to be used forgeneral operatingsupport(historyorganizations only) or forprojects(organizations andindividuals).Agenciesmayapplyfor up to a$5,000 administrative allowance to administerthe re-grantprogram.

TheBoards ofChosenFreeholders in all 21 counties haveformallydesignated anagencyoragencies in theirrespective jurisdictions to functionas the officialculturalandheritageagencyforthe service and support ofthe artsandhistory.Onlythose designatedagenciesmayseeksupport through this program.

MatchingRequirements:Thematch foroperational grantsmust bein cash.For everydollar($1)awarded, theagencymust match it with three dollars($3).Forexample, aCHPP grant for

$50,000 would require an organizationalmatch of$150,000.Non-state resources devoted to thecareofand/or preservation of historic sites andcollections maybeused tomeet theCHPPmatch.

FundingCycle:TheCHPPoperates on athree-year fundingcycle.Successfulapplicants willreceive agrant forFY 2017, and a commitment to fund forFY 2018 andFY 2019 pendingtheavailabilityoffunding.Futureawardsare alsocontingent upon thetimelyand satisfactorysubmission of interimandfinalreports, in addition to meetingallCHPP eligibilitycriteria foreachyearof thefunding cycle. New applications forNJHC GOSfundingwill not be accepteduntil FY 2020.

NJHCCounty HistoryPartnershipProgram (CHPP):Eligible andIneligibleExpensesforOperations and Re-grants

CHPP grants forhistoryprogrammingandoperationshelp tounderwrite operatingaspects of anagency’sNew Jerseyhistoryservicesand need not be applied to anyoneaspect,program,service, orexpense. There is no requirement to specifyhowgrant funds will be spent in the grantproposal.Successfulapplicants will providethatinformationwhentheycomplete theirgrantcontracts.

CHPP grant fundingmaynotbe expended on anyofthe following:

  • Purchase ofrealestate,motor vehicles, or leasehold improvements
  • Acquisitions(includingartifactsandcollections)
  • Hospitality
  • Deficits and debtservice
  • Retroactive funding
  • Endowment
  • Mortgage or loan principal

NJHC FY 2017FundingPriorities andEvaluationCriteria

Sinceits mission is ambitiousand its grant funding limited, theNJHCseeks totarget its supportin a mannerthatmaximizes its impact.As aresult,the NJHC supports excellence in ongoingactivitiesand innovativeideas and strategies that advanceanorganization’soverall missionwhile offering a high likelihood of success.

Applications forFY 2017 CHPP fundingmust includethe following:

1.A detailedexplanation ofhow the agencyorproposed activitywill benefit thepublicincludingthe following:

a.A substantive descriptionof current and potentialaudiences

b.A detailedplan for engagingcurrent and potential audiences

c.A clearandpersuasive statement of the benefit ofthe proposed activityororganizationtodiverse audiences

d.A well-developed plan for assessingthe impact ofthe grant-funded activityororganization on audiences

e.A commitment to increasingdiversityin audiences forNew Jerseyhistory,in the subjectmatterto be addressed inthe proposedproject, and in the composition of project andorganizationalpersonnelandleadership

2.Application ofthe highest professionalstandardsto theplanning and execution ofproposedactivities, particularlyasit relates to non-profitmanagement, careofcollections,andhistoricalresearch

3.A realistic andappropriate budget

4.Effective useof partnerships and collaborationatthe local,state, ornational level whereverpossible

5.A strategyforconsistentlyandeffectivelycommunicatingthe benefit offunded programsandactivities to a broadanddiverseaudience.

6.Strategiesforusingthematerials of New Jerseyhistorytoaddress contemporaryissues,wheneverpossible.

These andall otherelements of eachapplicationwill be evaluated on howeffectivelytheyaddress the statedgoal ofthe NJHC grant program, their demonstratedadherence to professionalstandards,and thedegreeto which innovationandon-goingself-assessmenthave been applied toorganizationalplanningand development.

Restrictions on MultipleRequests forNJHC GrantSupport

Inaddition to CHPP funding, agenciesmayapplyforone projectgrant.Agencies can have nomorethanoneopen project grantfrom theNJHCat a time.

Review Panels and Committees

The ReviewProcess

All applicationsreceived bythe deadline aredistributed to independent evaluation panelscomposed ofexperts familiarwithagencies ofcountygovernment,nonprofits, theirmanagement,and the challengestheyface.It is theapplicant’sresponsibilityto submit acompleteapplication. Panels will evaluate all proposals against the statedcriteriaandachieveconsensus on the meritsof each. Panelists will make recommendations tothe NJHC’s Committeeon Grants, Prizes, and Awards.Therecommendations of theCommitteewill be forwarded to theNJHC forfinaldecision.Awardswill be voted onin public session.

EthicalStandards

Staff,reviewpanelists, and NJHC membersadhere to thestateguidelines on ethicalstandards.Theyabstainfromcommentingor votingon aproposal if theyhave:

1.Anyrecentrelationship,financial orotherwise,with the applicant organization oranypersonsconnectedwith the proposal; or

2.Playeda meaningful rolein the development of the proposal.

Notification

Applicants will beformallynotified in writingof thedecisionsbytheNJHC. Awardsmaycomewith specificconditions.These conditions will beexplained in the awardletterandcontract.

Appeal Procedure

Applicants who wish to challenge awarddecisions maymakea formal appeal. The appealpackage must besubmitted in writing within 30 daysof thedate of theletter informingtheapplicant of the award decision. Direct the appealto theNJHC careof SaraR. Cureton,Director,andmark the package asanappeal.All appeals must be sent via CertifiedMail or othertrackabledeliveryservice.

Theappealpackage mustcontain a document thatdiscusses whythe applicantbelieves theNJHC’s decisionwas in error. With the exception ofthe document describingtheapplicant’sargumentforappeal, thepackage maynot includedocumentsthat should havebeen part oftheoriginalapplication, but werenot includedforanyreason, or documents that havebeen amendedsincethe originalapplication.

Theappeal will be forwarded to everymember ofthe NJHC forconsiderationat thenextregularlyscheduled board meeting. TheNJHC’s decision on the appeal will be based on thefollowingelements: the appealletter, the assessment of the originalreviewpanel, and anyexplanatorymaterialrequested bytheNJHC chairfrom the Grants and PrizesCommitteeand/orthe staff.TheNJHC has the discretion to request an oralpresentation. Theapplicant will beinformed in writing about theNJHC’s decisionat the earliestopportunity.Should theNJHCrevise its original decision and makeanaward, the amount would depend upon the availabilityoffunding.

SpecialGuidance Regarding the NeedsAssessmentProject

As part ofthe fundingfor thenewthree-yearcycle the NJHC hasaskedre-grantingagencies toconductneedsassessments of their counties.The goal of the needsassessment is to assistagencies in identifyingadiversegroup ofeligibleapplicantsthat havebotha needandinterest intheNJHC historyre-grant program. TheNJHC acknowledges that the project is a processthatwill occur over the three-year funding cycle.At thetime ofsubmittingthis application weaskthat counties at least identifyall of thehistorygroupsthatare eligibleandinterested in applyingforfundingto their countyre-grantprogram. In the application we will ask foralist of theorganizationsidentified. In the narrative we will askyou to describethe processyouemployed,the progress made, anythingyoulearned,andyourplan forfinishingthe project overthe three-yearcycle.

It is expectedthatbythetimeyou areapplyingforthenewthree-yearcycle(FY20-22)you willhave madeprogressidentifying adiverse group of potential applicants,includingsomethat maynot have missions solelydevoted to New Jerseyhistory.

The ApplicationPackage

Applicationsmustbesubmitted electronicallyby3:00 p.m. on the stateddeadline. It is theapplicant’s responsibilityto present a complete proposal for review.TheNJHC willnot contactapplicants in regard to missingportions of proposals. Theformrequests essential information about the applicantorganization and provides spaceinwhich to compose anorganizationalprofile and the benefits ofreceivingthe grant (150 words orless). Please note that this organizationalprofilewill beusedbyNJHC members andstaffthroughout thereview process to identifyapplicants.

IncomeandExpense Forms

Agencies should use these forms to document income andexpenditures forthehistoryre-grantprogram only, includingthe administrative allowance.

The Narrative

Narrative Requirements

Thenarrative is theheartof theapplication. Applicants should assume thatthe readerknowsnothingabout theagency, andtherefore must become totallyinformed. When the reviewer hasfinished readingthe narrative, heor sheshould havea complete pictureof the re-grantprogram,its strengths and challenges, how theprogramaddresses the NJHC’s priorities, howgrant fundswill be used,and how theywill help theagencyfulfill its mission.

1.All narratives must be typed with no smallerthan12 point font, haveaminimum of 1”margins onfoursides, and spacing at no less than1.5 lines perlineof text.

2.Pages must be numbered.

3.Thenarrative maybeuptofive(5) pages.

4.Thenarrative must beformatted in awaythat addresses each topic and its relatedquestionsin the orderpresented below. Thetopics should also be clearlylabeled.

TheNarrative

1)Providea demographic overview ofyour countyand discuss whatyou havelearnedthrough thecountyneedsassessmentthus far.Brieflydescribethecountyin terms ofitslocationand unique assets or challenges.Describe the residentpopulationof thecountyin terms of race/ethnicity,age,income,and education. Please also explain anyuniquecharacteristics specific toyourcounty, i.e., newimmigrantcommunities, primarilyruralenvironment, business atmosphere,etc.

2)Describethe processthat will be employed to seek applications forre-grant funding, toevaluate proposals,award funds,and monitor results. Explain how this process willuphold highstandards ofquality,fairness,inclusiveness, and accountability; and howconflicts of interest willbe prevented.Present a timeline for accomplishingall that isdescribed in point #1. Bear in mind thatyou will not be notified ofthe success or failureofthe proposal until lateJuly,and theNJHC cannot fund retroactively.

3)Reference the needsassessmentfindings to present an argumentfor theamount offundingrequested in terms of numbers of eligible organizationsandestimateddemand.

4)Explain how the worksupported will beevaluated, i.e., sitevisits or someothermeans ofevaluation. A meansofevaluation is a requirement.Reviewerswill lookfor evidence ofsuch evaluation.

5)Describethe qualifications of the staffmember who will oversee the historyprogram andits re-grantactivity.

Thenarrative must benomorethan ten pages in length, includingthe re-grantnarrative. Usingthe guidelines on page9,discuss the re-grantprogram.Inadditiondiscuss the topicsoutlinedbelow. Thenarrative is the heart of theapplication.Applicants should assume that the readerknows nothingabout theagency,andtherefore must become totallyinformed. 4)ForPrivateNonprofit Agencies - CurrentEvidence ofNot-for-ProfitStatus

Applicants must be registeredasnot-for-profitcorporations or theymust bemunicipal orcountygovernmentagencies, commissions, orotherorganizationsbased in NewJersey.Unlessapplicants are entities oflocalgovernment, documentation of current evidenceof not-for-profitstatus must be supplied.Applicants mayshow either anIRSdetermination ora document fromtheStateof New Jerseyshowingnon-profit status.

All applicantsthat havean ADAPlan currentlyapprovedbythe New JerseyState Council on theArts do not need to provideaplan with this application.Applicants who do notyet have anapproved planareasked toprovideanupdate on thestatus of theirplan. The Commission willwithhold payments if plans are not approved, orrequireupdates.

9)Long Range andStrategicPlans

Indicate when theseplans wereapprovedbytheboard.If theplans arein draftform,attach thedrafts. Agencies without theseplans must explaintheir absence. A sound long-rangeand/orstrategicplan should describe: the agency’splanningprocess and includewhenand how it isundertaken, who leads the process,who has input into the process, and howcommunityinput isachieved.

10)Disaster and/or EmergencyPreparednessPlan

Provideacopyof theagency’scurrentdisasterand/or emergencypreparedness plan.If aplan isin thedraftingstage, pleasediscuss when theagencyenvisions its completionandimplementation.If theorganizationdoes not currentlyhaveadisasterpreparednessplan in place,

pleaseexplain the specific reason(s)whyand when such aplan will be developed.You maysubmit the countyplan, but ifyouragencymaintains its own collection besurethe countyplanhas provisions foryourholdings.
