A MEETING OF HUTTOFT PARISH COUNCIL WAS HELD ON THURSDAY 14TH JULY 2016.

3969.APOLOGIES
Apologies were received from Cllrs. D. Robinson & R. Briggs and accepted.
PUBLIC PARTICIPATION
Resident asked if churchyard bench could be refurbished. Advised to contact PCC.
Reported that vehicles were parking on pavements in Mumby Rd. PC aware of this.
Grass cutting in churchyard & around village hall – grass had been left over paths.
Letter to grass cutter asking that paths kept clear after cutting.

3971.CLERK’S REPORT
Speed Indicator Device (SID) had been place on A52/Jolly Common Junction for 2
weeks in June (144 hours). Data sent to Road Safety Partnership, Lincoln.
Huttoft Car Terrace/Toilets – Clerk & Chairman met Cllrs.S. Harrison, N. Guyatt
Victoria Burgess for a briefing – to date information still being collated.
Pumping Station, Church Lane has been replaced & adopted by AWA in May 2016.
Monitoring of large overweight vehicles in Alford Road – police had received no data but agreed to leave on priority list for another 3 months.
3972.REPORT FROM OUTSIDE BODIES
Cllr. Palmer informed PC that he had met reps. from LCC regarding traffic/parking
issues around school. To report back to next PC meeting with further information.
Devolution – voting for Mayor on ELDC or LCC website.
Cllr. Devereux informed PC that CAP’s consultation had closed & ELDC Exec. Board
to make decision.
3973.CORRESPONDENCE
LCC – from 1st July 2016 all overnight roadworks to be published on website.
LCC – summer edition of Travel & Transport briefing.
Lincs. Police – information regarding crime in rural communities.
ELDC – Huttoft have no footway lighting & parish not affected by proposals.

LCC – to turn off certain street lights & convert others to low energy LED lighting –
PC will be informed if these changes affect the parish.
ELDC – information from Cllr. Marsh on services provided by ELDC.
LCC- horse & carts racing from Moggs Eye to Marsh Yard. Lock to be put back on
Barrier at southern end of Marsh Yard to deter this activity.
Sir Robert Christopher’s Almhouses Charity – notification of property to let for
pensionable person/couple. Letter displayed in noticeboard.
Lincs. Police – Slow down posters, to be erected in village.

3976.ELDC- LOCAL PLAN 2016 – CONSULTATION
Consultation for draft Local Plan from 27th June to 8th August 2016. Available to view
on line, libraries & Customer Access Points. Cllr. Devereux advised PC to send their
views by letter. A briefing to be arranged.
3977.VIKING LINK
Phase 1 consultation of site options for converter station & landfall point had been
completed. Public events had been well attended & provided useful information.
Environmental & engineering survey was to be carried out – summary programme
displayed in noticeboard.
Future public participation events to take place & one to be held at Huttoft Village
Hall.
3978.ANY OTHER MATTERS
Village Emergency Plan – briefing 28th July.
Mid. Lincs. Local Access Forum meeting, Tuesday 19th July at 6 p.m.in Village Hall.
LALC – AGM at Waddington on 18th October 2016. P Cllrs. to inform Clerk if they wishto attend.
Litter Pick in village on Tuesday 19th July at 6 p.m. Helpers welcome.

Dog Fouling Posters – to be displayed in village.
Village sign requires cleaning – Chairman to investigate and report back.
Old graveyard, Church Lane overgrown. As this is private land, PC are unable
to do anything.
Resident asked if speed camera could be placed along Sutton Road. As the property
was within the national speed limit the PCwere advised that it didn’t meet the criteria needed & no further action could be taken.
Cllrs. Lapczuk & Price attended Code of Conduct meeting at ELDC & reported –
Data Protection Act to be included in Code of Conduct
Any PC correspondence sent to a Councillor’s email should not be a shared site
& they should look at setting up a separate email address.
Standing Orders to be present at meetings if Clerk unable to attend.
Chairman thanked them for attending & information received.
There being no further business the meeting closed at 8.10 p.m.
