Former Administrator (with the rank of Undersecretary) of PHILIPPINE OVERSEAS EMPLOYMENT ADMINISTRATION (POEA), Department of Labor and Employment (DOLE), and served as the leadership frontliner for Government in handling the overseas employment/deployment, protection, and welfare of 1,687,831 Overseas Filipino Workers (OFWs) deployed during his watch in the year 2011 in addition to the 8,579,378 OFWs and other Overseas Filipinos scattered in more than 200 countries all over the world as of Dec. 31, 2009; in licensing and regulation of 1,300 accredited private recruitment agencies deploying overseas workers; and in actively participating in the inter-agency coordination efforts in combatting illegal recruitment and human trafficking, for which he received the following awards and commendations:
- “Outstanding Government Official in Fighting Crime and Corruption”, awarded by the VOLUNTEERS AGAINST CRIME AND CORRUPTION (VACC), August 26, 2011.
- “Gen. Miguel Malvar Centennial Award for Outstanding Service to OFWs”, awarded by the CITIZENS CRIME WATCH (CCW), November 27, 2011.
