JOB TITLE: LAW ENFORCEMENT VICTIM ADVOCATE

POLICE DEPARTMENT

EXEMPT STATUS - NON EXEMPT

GENERAL STATEMENT OF JOB

Under limited supervision, performs professional counseling and advocacy work to assist victims of crimes and their families. Will be required to obtain warrants and make arrests. Reports to the L.T. of Investigations.

SPECIFIC DUTIES AND RESPONSIBILITIES

ESSENTIAL JOB FUNCTIONS

Identifies the needs of victims that request service of the City of Chester Police Department; ensures their immediate safety.

Counsel victims; provides support; refers victim to crisis counseling in cases of physical, social, and/or psychological injuries or anxieties.

Provides applications and information to victims concerning South Carolina Crime Victims Compensation; explains purpose, procedures, and policies; assists in completion of forms; assists in investigating cases in which victim has applied for compensation.

Advises victims of violent crimes of grand jury dates and other court details; maintains contact with victim and/or family members throughout the court process.

Assists in preparing victims for courtroom testimony; provides courtroom orientation to victims; accompanies victim in court when support is requested.

Provides parole and probation boards with copies of a victim impact statement; corresponds with parole board on behalf of the victim and to request notification of hearings.

Assists in planning and executing interagency meetings with other victim advocates and assistance groups to discuss victim’s= rights, needs, and services available.

Develops and presents educational programs concerning victim=s rights, adult and child victimization, and methods to reduce the risk of victimization; promotes awareness of victim advocacy; trains Police Department personnel and volunteers to assist in the advocacy program.

Prepares, reviews, types, files, and/or distributes records and reports, including victim sheets, client files, intake sheets, logs, correspondence, victim impact statements, statement of loss, victim compensation application, monthly reports, annual budget reports, medical records, monthly ledger sheets, etc.

Compiles written evaluations completed by participants at the end of the interagency meetings to gauge the effectiveness of the program.

Forecasts City fiscal and budget requirements; provides assistance with annual audits and reports.

Remains on-call for emergencies.

ADDITIONAL JOB FUNCTIONS

Performs various administrative/clerical duties as necessary, including typing reports and correspondence, copying and filing documents, answering the telephone, faxing information, etc.

Performs related duties as required.

MINIMUM TRAINING AND EXPERIENCE

Requires a Bachelor=s degree in psychology, social work, criminal justice or related field supplemented by one to two years of experience in human services program development, law enforcement, and general administrative work, or an equivalent combination of education, training and experience that provides the required knowledge, skills and abilities. Must possess S.C. Law Enforcement Class I certification and a valid state driver's license.

MINIMUM QUALIFICATIONS OR STANDARDS REQUIRED

TO PERFORM ESSENTIAL JOB FUNCTIONS

Physical Requirements: Must be physically able to operate a variety of machines and equipment including a computer, calculator, telephone, copier, etc. Must be able to exert up to five pounds of force occasionally and/or a negligible amount of force frequently or constantly to lift, carry, push, pull or otherwise move objects. Sedentary work involves sitting most of the time, but may involve walking or standing for periods of time. Must be able to lift and/or carry weights of up to thirty pounds.

Data Conception: Requires the ability to compare and/or judge the readily observable functional, structural or compositional characteristics (whether similar to or divergent from obvious standards) of data, people or things.

Interpersonal Communications: Requires the ability of speaking and/or signaling people to convey or exchange information. Includes giving assignments and/or directions to subordinates and receiving assignments and/or directions from supervisor.

Language Ability: Requires ability to read a variety of legal documents, forms and applications, etc. Requires the ability to prepare moderately complex reports, forms, records, etc. with proper format, punctuation, spelling and grammar, using all parts of speech. Requires the ability to speak with and before others with poise, voice control and confidence.

Intelligence: Requires the ability to apply principles of logical thinking to define problems, collect data, establish facts and draw valid conclusions; to make independent judgments in absence of supervision; to acquire knowledge of topics related to primary occupation. Must have the ability to comprehend and interpret received information and to understand and implement basic office machinery functions.

Verbal Aptitude: Requires the ability to record and deliver information, to explain procedures, to follow and give verbal and written instructions; to counsel and teach employees. Must be able to communicate effectively and efficiently with persons of varying educational and cultural backgrounds and in a variety of technical and/or professional languages including legal, budgeting/accounting, personnel, etc.

Numerical Aptitude: Requires the ability to add and subtract totals, to multiply and divide, to determine percentages and decimals and to determine time.

Form/Spatial Aptitude: Requires the ability to inspect items for proper length, width and shape, and visually read various information.

Motor Coordination: Requires the ability to coordinate hands and eyes using office machinery; to operate motor vehicles.

Manual Dexterity: Requires the ability to handle a variety of items, keyboards, office equipment, control knobs, buttons, switches, catches, etc. Must have minimal levels of eye/hand/foot coordination.

Color Discrimination: Requires the ability to differentiate colors and shades of color.

Interpersonal Temperament: Requires the ability to deal with people beyond giving and receiving instructions. Must be adaptable to performing under stress when confronted with emergency situations or tight deadlines. The worker may be subject to tension as a regular, consistent part of the job.

Physical Communications: Requires the ability to talk and hear: (talking: expressing or exchanging ideas by means of spoken words; hearing: perceiving nature of sounds by ear).

PERFORMANCE INDICATORS

Knowledge of Job: Has thorough knowledge of the methods, procedures and policies of the City as they pertain to the performance of duties of the Law Enforcement Victim Advocate. Has considerable knowledge of the functions and interrelationships of the City and other governmental agencies. Is knowledgeable in the laws, ordinances, standards and regulations pertaining to the specific duties and responsibilities of the position. Has thorough knowledge of proper English usage, vocabulary, spelling and basic mathematics. Has thorough knowledge of modern office practices and technology. Has knowledge of and skill in the use of computers for data and word processing. Has considerable knowledge in the areas of law enforcement, court procedures, human services delivery, and victim=s rights. Is knowledgeable of the functions and objectives of other state, county, and federal victim’s advocacy organizations. Has the ability to offer training, instruction and assistance to volunteers, co-workers and employees. Is able to take the initiative to complete the duties of the position without the need of direct supervision. Has the ability to plan, organize and prioritize daily assignments and work activities. Has the ability to learn and utilize new skills and information to improve job performance and efficiency. Is able to read and interpret complex materials pertaining to the responsibilities of the job. Is able to assemble and analyze information and make written reports and records in a concise, clear and effective manner. Has comprehensive knowledge of the terminology and various professional languages used within the department. Has the ability to console, comfort, and counsel individuals in distress. Knows how to maintain effective relationships with personnel of other departments, professionals and members of the public through contact and cooperation.
