Internet Safety Policy
It is the policy of the Woodbridge School District (WSD) to:
1. Prevent user access over its computer network to, or transmission of, inappropriate material via
Internet, electronic mail, or other forms of direct electronic communications.
2. Prevent unauthorized access and other unlawful online activity.
3. Prevent unauthorized online disclosure, use, or dissemination of personal identification information
of minors.
4. Comply with the Children’s Internet Protection Act. Please refer to the Children’s Internet Protection
Act for more information.
Education, Supervision and Monitoring
It shall be the responsibility of all members of the WoodbridgeSchool District staff to educate, supervise and monitor appropriate usage of the online computer network and access to the Internet in accordance with this policy, the Children’s Internet Protection Act and the Protecting Children in the 21st Century Act.
The Instructional Technology Coach, Library Media Specialist, Computer Teachers, or designated representatives will provide age-appropriate training for students who use the Woodbridge School District Internet facilities. The training provided will be designed to promote the WSD commitment to:
a. The standards and acceptable use of Internet services as set forth in the Woodbridge School District Internet Safety Policy and Curriculum designed to reflect;
b. Student safety with regard to:
i. safety on the Internet;
ii. appropriate behavior while on online, on social networking Web sites, and in chat rooms; and
iii. cyberbullying awareness and response.
c. Compliance with the E-rate requirements of the Children’s Internet Protection Act (“CIPA”).
Following receipt of this training, the student will acknowledge that he/she received the training, understood it, and will follow the provisions of the WSD and DTI’s acceptable use policies.
We are pleased to offer the students of the WoodbridgeSchool District access to the district computer network for the Internet. To gain access to the network, the student must sign and return this form to their homeroom teacher or Instructional Technology Coach. All students under the age of eighteen (18 must also obtain parental permission, signified by a parent or legal guardian signature on this form.
The Internet is a collection of more than 10,000 interconnected computer networks around this world that makes it possible to share information almost instantly. The networks are owned by commercial, research, governmental, and correspond through e-mail, discussion groups, and conferencing.
Access to the Internet will enable students to explore thousands of libraries, databases, and bulletin boards throughout the world. Families should be warned that some materials accessible via the Internet may contain items that are illegal, defamatory, inaccurate or potentially offensive to some people. While our intent is to make Internet access available to further education goals and objectives, students may find ways to access other materials as well. We believe that the benefits to students from access to the Internet, in the form of information resources and opportunities for collaboration, exceed any disadvantages. But ultimately, parents or guardians are responsible for setting and conveying standards that their children should follow when using media and information resources. To that end, the WoodbridgeSchool District respects each family’s right to decide whether or not to apply for access.
District Internet Rules
Students are responsible for good behavior on school computers and computer networks just as they are in a classroom or school hallway. Communications on the network are often public in nature. General rules for behavior and communications, as defined in the WoodbridgeSchool District’s Parent/Student Handbook and Code of Conduct apply.
The network is provided for students to conduct research and communicate with others. Access to network services is given to students who agree to act in a considerate and responsible manner. Parent permission is required for students under the age of eighteen (18). Access is a privilege – not a right. Access entails responsibility.
Individual users of the district computer networks are responsible for their behavior and communications over those networks. It is essential that users comply with district standards and federal and state laws governing the use of computers and information security. Users are expected to honor the agreements they have signed. Beyond the clarification of such standards, the communication of individuals utilizing the network.
Network administrators will review files and communications to maintain system integrity, monitor file server space, and insure that users are using the system responsibly. Users should not expect that files stored on district servers will always be private.
Within reason, freedom of speech and access to information will be honored. During school, teachers, library media specialists, or the staff will guide users toward appropriate materials. Outside of school, families bear the same responsibility for such guidance as they exercise with information resources such as television, telephone, movies, radio, and other potentially offensive media.
The WSD AUP follows and includes Delaware’s Department of Technology and Information AUP.
The following are not permitted on any district computer, district network or Internet:
- Sending, receiving or displaying offensive messages, images or materials
- Using obscene language
- Harassing, insulting, or attacking others
- Damaging computers, computer systems or computer networks
- Violating copyright laws
- Using another’s password
- Trespassing in another’s folders, work or files
- Intentionally wasting limited resources
- Employing the networks for commercial purposes
- Making unauthorized charges to school accounts
STUDENT DUTIES
Students have a duty to take reasonable steps to protect their privacy and personal information when using Electronic Resources. Students must not disclose personal contact information, except to educational institutions for educational purposes, without prior advance approval. Students also must promptly disclose to a teacher or other appropriate District employee any violation of this Policy, including any message received that the student believes to be inappropriate or makes the student feel uncomfortable.
STUDENT VIOLATIONS
Violation of this Policy by a student may result in the revocation or suspension of access to the WSD Network, as well as other disciplinary or legal action. For a first violation, the student’s parent or guardian must be contacted and a reprimand must be issued. For any subsequent violation, the student’s parent or guardian must be contacted, a reprimand must be issued, and the student will be subject to disciplinary probation. Other possible actions may include any combination of the following alternatives as determined by the District: restitution, detention, probation, in-school alternative, suspension, referral to law enforcement, and expulsion. In the case of a subsequent violation, District officials also may elect to refer the student to an alternative program.
The particular consequences shall be determined by the school administrators. The Superintendent or her designee, in conjunction with the Board, shall determine when expulsion or legal action is warranted.
