Alternative Housing and Urban Planning (AHUP) Project

1. Background

The Alternative Housing and Urban Planning (AHUP) project provides alternative pro-poor options to urban development plans using a participatory approach. As part of a two year start-up project (phase I in 2017 and phase II in 2018), AHUP is focusing on the development of smart design for urban poor communities to integrate climate change adaptation and mitigation into their daily lives.During phase I, in collaboration with two pilot target communitiesthe process anticipated for this project consists of three phases:

a. Community engagement and participation;

b. Approaching and engaging partners;

c. Supporting and advising communities with the integration of climate smart design in small-scale upgrades.

Sahmakum Teang Tnaut’s (STT) long-term vision consists of community-led development, whereby our initiatives empower the communities’ capacity to advocate for tenure security and adequate living conditions.

2. Objective

Urban poor communities obtain adequate housing with functioning infrastructures in accordance to Cambodian policies and international human rights standards.

3. Outputs

Phase I in 2017 consists of three outputs:

  • Output 1:Climate smart design guidelines and climate smart pro-poor development plans are developed using a participatory approach with two target communities;
  • Output 2: Develop training packages, conduct training (partners and staff) and climate smart labs based on the climate smart guidelines developed;
  • Output 3: two target communities receive support to implement climate smart small-scale upgrades and engage multi-stakeholders in the process.

4. Activities

Output 1: Climate smart design guidelines and climate smart pro-poor development plans are developed using a participatory approach with two target communities

  • Review Climate Smart Design & AHUP project proposal (2016-18) and activity plan 2017;
  • Introductory meeting with two pilot communities and their Local Authorities;
  • Planning sessions with each of the two target communities, followed by drafting, reviewing and finalizing the action plan;
  • Consultation meetings with various partners and stakeholders to discuss climate smart design and guidelines;
  • Draft Climate Smart Guidelines; present to partners and communities; and finalise.

Output 2: Develop training packages, conduct training (partners and staff) and climate smart labs based on the climate smart guidelines developed

  • Develop Climate Smart Design training packages;
  • Conduct one climate smart lab;
  • Conduct two site visits;
  • Conduct two training workshops for partners, stakeholders and staff.

Output 3: two target communities receive support to implement climate smart small-scale upgrades and engage multi-stakeholders in the process

  • Conduct a needs assessment of small-scale upgrading on individual households and community infrastructure in two target communities;
  • Conduct meetings with each community to identify potential stakeholders for financial support;
  • Assist and advise the communities with planning the next steps and implementation of action plan;
  • Develop seed funding/sub-grant scheme to assist with efforts to acquire support for their upgrades;
  • Engage stakeholders and community representatives to garner support for the implementation of climate smart small-scale upgrading;
  • Organise two mobile exhibitions (students and in communities) to engage stakeholders to steward their support for climate smart upgrades;
  • Continue to monitor and support the communities with small-scale upgrading efforts.

5. Staffing

5.1. Qualification

The Climate Smart Design Guidelines draws on the expertise of the Technical Advisor, who would contribute in the following profile and areas:

  • Climate change adaptation and mitigation architecture and/or engineering;
  • Community engagement and participatory methods;
  • Participatory housing design, ideally with a focus on the dwelling needs and aspirations of the urban poor;
  • Experience and skills in critical analysis of development initiatives and provision of recommendations to inform future programmes;
  • Experience in the evaluation of the achievement of results at the output, outcome and impact levels;
  • Fluency in English and some Khmer is an advantage.

5.2. Honorarium

The total USD$7,000 honorarium is based on the expected outputs of this consultancy which are:

February-May under Output 1: USD $3,000

  • Draft the community action plan;
  • Draft the climate smart guidelines; present to partners and communities; and finalise;

May – July under Output 2: USD $2,500

  • Develop training packages;
  • Assist with the planning, design and delivery of the climate smart lab and training workshops.

July – August under Output 3: USD$1,500

  • Assist and advise the communities with planning the next steps and implementation of the action plan.

A detailed schedule/activity plan for the consultancy will be prepared by the Technical Advisor in close consultation with Technical Programme Manager and Programme Advisor shortly after the initiation of the consultancy.
