Call for Proposals: Security Services in South Sudan

Abt Associates is seeking the services of an established risk management organization to provide an in-country Security Manager and operational reach-back capability in the Republic of South Sudan (RSS). The requested services will support the security infrastructure we intend to establish upon deployment of personnel and assets to implement the MAGIC program subsequent to a contract award by USAID. We invite qualified organizations to partner with Abt and welcome the submission of detailed proposalsaddressing their capabilities to provide the following:
- A full-time security professional experienced in South Sudan to fill the position of Security Manager for the Abt/MAGIC program sponsored by USAID. It is recommended that this position be filled by two personnel in a “back to back” (B2B) rotation as a full time equivalent (FTE) in a continuous rotation interval agreeable to both Abt and the provider.
- Ideally, the Security Manager will have reach-back capability to an operations center with the capability to provide alert reporting, road reconnaissance, current risk assessment, and predictive analysis.
- Reach-back capability should also be capable of providing staff training in first aid, incident response, and driver training by designated, qualified Subject Matter Expert (SME) personnel on an “as needed” basis.
- A proposed budget including compensation, travel costs, and expenses for all required services. While cost will not be the controlling factor in this award, it will play a role so clarity in budget development is required.
