OVERVIEW

The County of Fresno, on behalf of the Department of Behavioral Health, is requesting proposals from qualified organizations to provide evening, weekend and holiday mobile emergency room response services to an estimated 4,000 consumers annually. This program will be responsible to respond to the designated hospital emergency departments within FresnoCounty in which a mental health consumer is deemed appropriate for an assessment for involuntary psychiatric treatment pursuant to California Welfare and Institutions Code Section 5150. The successful bidder will provide services to six (6) local FresnoCounty hospitals: CommunityMedicalRegionalCenter in Fresno, Community Regional in Clovis, SierraKingsHospital in Reedley, Selma, St. Agnes, and CoalingaRegionalMedicalCenter.

The Emergency Room Response Team (ERRT) would provide for two licensed clinical social workers (LCSW’s) or licensed marriage and family therapist (MFT’s) to be available Monday through Friday from 3:00 p.m. to 7:30 a.m. and twenty four hours on weekend and County declared holidays. It is anticipated that one staff from the ERRT will respond to the emergency departments as referred. The policies and procedures mentioned in the Scope of Work are required to be in the County’s possession prior to the commencement of the resulting contract.

The County will operate a Mobile Emergency Room (ER) Response Team with County staff during the 7:00 a.m. to 3:30 p.m. shift, Monday through Friday.

Services are to commence July 1, 2009. The initial term of the resulting contract will be July 1, 2009 through June 30, 2010 and will contain four (4) automatic one (1) year renewals, making this a potential five (5) year contract. Proposed budgets are to consist of program costs and estimated revenues (i.e. Medi-Cal or other sources) as further described in the Cost Proposal section of this Request for Proposal.
