On 9th July, 2017 our members from each and every branch moved toward Com Krishan Lal Harish Babuta Complex (Kumari Rukmani Devi Hall) Ambala Cantt, the venue for XIth Conference. They were full of zeal enthusiasm and expressing their unity and solidarity towards their organization by raising slogans of UCBEU Zindabad, AIBEA Zindabad, PBEF Zindabad.HBEF Zindabad and Workers Unity Zindabad. Most of the audiences were attending event like a conference first time and were anxiously participating in it.More than seven hundered comrades gathered there and hall was jam packed .

Veteran leaders representing All India Bank Employees Association (AIBEA),Punjab Bank Employees Federation (PBEF} ,Haryana Bank Employees Federation (HBEF),All India UCO Bank Employees Federation( AIUCBEF) and other fraternal organizations of other states graced the occasion with their presence.

Patel and Sushil Gautam Joint Secretary AIBEA, and Gen Secretary PBEF Com.Rajesh Bansal Asstt Treasurer AIBEA,General Secretary HBEF and Com.R.K.walia,General Secretary UCBEU ,unfurled the flag of union. INAUGURAL SESSION:Inaugural session was started under the presidentship of Com Raj Kumar Bhagat and the galaxy of leaders were present on the dais .Firstly all the leaders paid the homage to Com..H. L. Parwana, Com.Parbhatkar, Com.Tarekeshwar Chakarvorty , Com Krishan Lal and Com Harish Babuta.. During this ceremony comrades pay the tributes by raising the slogans like Com Krishan Lal Amar Rahe, Com.Harish Babuta Amar rahe. Com.Parvana, Com.Tarek Da ,and Com Parbhatkar Amar rahe.

Com. R .K.Gulati, Chairman Reception Committee welcomed the delegates, observers, guests and participants and greeted the comrades and leadership of UCBEU on holding of their conference.

Com. Sushil Gautam was requested to start commencement of Inaugural Session. He during his address expressed the plight of Comrades of SBI Subsidiaries after merger with SBI. He also appealed the comrades to be vigilant and be united under the banner of their beloved organization so that their rights are kept intact. Banking Industry is facing big challenges .After the merger of State Bank Group now the target of Govt is public sector Banks. At the time of recession when our Govt was defending the strong public sector now serves the cause of Corporate houses and selling the public sector to Private Houses . Air India is the first target now. Balance sheets of Banks are showing huge NPA’s. Who is responsible for NPA ? Govt is denying welfare benefits , going for merger and and there is shadow of NPA is also on Bi- Partite settlement. Be ready for another fight alike fight for nationalization. Nationalisation day is on 19th July. Take oath to defend nationalization and to defeat Privatisation, Liberisation and Globalisation.

Com. Kapil Seth,Zonal Manager, Haryana Zone greeted the conference and said that to work for our beloved institution.UCO Bank is our identity .

Com. K.Vijhayan General Secretary ,AIUCBEF also addressed the members and informed that AIUCBEF is fully seized of the issues and problems being faced by UCO Bank employees especially depriving them of adequate compensation on account of their working for implementation of Denomination . He said Federation is taking up matter with management to get the due compensation for the employees. He at the same time cautioned the employees to be united and militant to desist any attack on their legitimate rights and the harassment at the hands of management. He made clear only unity and militancy amongst the comrades is panacea of all the problems being inflicted by Govt,/Management. He said that our Punjab Unit is Biggest unit and the roll of North Zone comrades can not be deny .It is unit of militant stalwart comrades Com Krishan Lal and Com Com Harish Babuta. We are expecting same Zeal and enthusiasm from all of you. He appealed to defeat rival forces.

At this junction Com H.S. Veer informed the house that our union is now in majority in J&K in a thunderous applaud.

Sh U.C. Sharma Circle Head and General Manager Chandigarh Circle also addressed the conference. While congratulating UCBEU on their holding he prevailed upon the employees for working hard and cooperate with management for improving business of the bank. He said NPA is major concern and need of the hour is that all must be united to bring down the NPA and ensure that there is no further slippage of accounts to NPA. We all are not responsible for this but now it is our duty to bring down the NPA for the noble cause of our Institution.

Com C.M. Patel told that our All India federation has clinched the issue of VRS , Compassionate appointments, compensation to staff members in lieu of demonetization and other matters relating to staff welfare by exemplary fight against management. We hold the dharnas demonstrations successfully at all Zonal level centers and finally a successful full day DHARNA at HO level attended by more than 200 comrades from all over India. He congratulate the north zone unit for its roll and participation in this struggle.

Com. Amrit Lal appreciated the roll of UCO comrades in all federation level programmes of AIBEA. He stressed on unity and militancy. He cautioned that a grim battle is ahead to fight against anti labour policies and communal forces of the country.

Com V .K .Kaura our senior comrade entertained the audience with his song dedicated to Union. He won big applause from the members

Com Naresh Gaur explained the situation of State Bank Group after the merger with State Bank of India. He said that now it is right time to fight for their own existence.

Com Rajesh Bansal in his address thanked the UCBEU comrades for holding a conference in Haryana state . It shows the unity and integrity of workers and only with unity we can achieve the success.

Com Ram Avtar Sharma,Com Rajesh Sharma . Com Anil Vashisht HP, Veteren HP Leader Com M L Khosla and Com O P Badhu also addressed , greeted the comrades and wished the conference a great success.

Inaugural session was concluded with the thanks address by Com. R K Bhagat President.

DELEGATE SESSION

After Lunch Delegate Session commenced at 4.00 pm. All the comrades in the hall observed silence to pay their homage to the comrades/office bearers and all other national and international personalities who expired during the intervening period of Xth Conference in the year 2009 till date.

Then Com. President R.K. Bhagat commenced the proceedings of delegation session and Com. R K Walia General Secretgary, UCBEU- NZ read the General Secretary Report which was approved by voice vote without any opposition.

Then Com. S.K.Khurana, Treasurer submitted statement of account which was also approved with voice vote.

M/s Anand and Anand Chartered Accountants were nominated as Auditors for auditing the accounts of the union for the next term. Same was also approved.

Com. R.K.walia, General Secretary submitted 10 resolutions, and the same were approved unanimously seconded by Com.H.S.Veer .

Com R K Walia Gen Secy then put some amendments regarding to increase the posts of office bearers and CC members due to big geographical area and expansion of branches more than 300 in Punjab Haryana Chandigarh and J&K. The House accepted the amendments unanimously and also accepted the Hony membership of Com R K Walia and Com.V. K.Verma.This proposal seconded by Com.Manoranjan Singh.

Com R K Walia General Secretary also informed the house that operating area of UCBEU-NZ is Punjab, Haryana ,Chandigarh and J&K.

Before holding the election, working committee stood dissolved.

Before announcing the List of new team The house also accepted that all the retired comrades who were the members of last team will treated as permanent special invitees for all central committee meetings in future. House appealed all retirees to participate actively in all programs as in the past.
