INVITATION FOR EXPRESSIONS OF INTEREST
ChildFund Papua New Guineainvites Expressions of Interest (EoI) from consultants to design and deliver a training of Secondary School teachers in introduction to supporting student wellbeing and responding to wellbeing issues. The training will provide information and skills on the kinds of issues children face (including child protection and SRGBV issues), building positive teacher-student relationships, recognizing students who might need support, communicating with students in need and making referrals where possible.
ChildFund PNG is seeking a consultant with experience in designing and delivering contextually appropriate, evidence-informed and participatory training. The successful consultant should also have appropriate experience in the Asia-Pacific region.
Key activities include:
- Development of manual and tools to support a 4-day Teacher Training targeting Secondary School teachers (including a simple teacher handbook)
- Preparatory work with the project team to prepare for the first round of Teacher training
- Lead delivery of first round of teacher training (providing coaching and mentoring throughout to the project team)
The training package will be used to deliver further trainings in the future and will be owned by ChildFund PNG and the National Department of Education.
The consultant should be available to work on dates to be agreed between May and July 2018.
The EoI should include a consultant CV, rate, proposal based on ToR, days required to complete the work and availability.

1. Background & Introduction
ChildFund Australia is an international development agency that works in partnership with children and their communities to create lasting and meaningful change by supporting long‐term community development and promoting children’s rights.
ChildFund Australia directly implements child‐focused development programs in Vietnam, Papua New Guinea (PNG), Cambodia, Laos, Myanmar, and the Pacific region and also works in conjunction with the ChildFund Alliance global partnership to deliver programs in countries throughout Asia, Africa and the Americas. The ChildFund Australia Strategic Plan 2015-2020 directs our efforts intensively to children in the Asia Pacific region, including extending support to children in Pacific Island nations, and actively seeking opportunities to undertake regional projects that advance children’s rights. Programs are funded by sponsorship contributions, grants, donations and other revenue including Australian NGO Cooperation Partnership (ANCP) funds. ChildFund Australia’s goals are to deliver quality development programs that are respectful, responsive and effective in eliminating or reducing poverty for children, their families and communities.
ChildFund Papua New Guinea (PNG) is a representative office of ChildFund Australia and has been working in PNG since 1994. ChildFund PNG implements projects on health (WASH, Maternal and Child Health and nutrition), education (child friendly schools) and resilience and protection (gender, child protection and disaster risk reduction). ChildFund PNG is also strongly committed to the Global Program on Elimination of Violence Against Children. Implementation of projects is either done directly or by working through local partners. ChildFund has a significant presence in PNG’s development sector and receives funding for its work from the Governments of Australia, New Zealand and the United States of America, in addition to the European Union. ChildFund’s work in PNG is also supported financially by corporate and individual donors from Australia and abroad.
ChildFund PNG has established a family and sexual violence (FSV) Counselling Hotline (1-Tok Kaunselin Helpim Lain–7150 8000) which operates in Port Moresby and provides national coverage for survivors.
Under a Gender Action Platform Grant from the Australian government, ChildFund is currently implementing a project:Rights Respect Resilience: skills for safe, equitable and respectful relationships. The project is a partnership with the Young Women’s Christian Association (YWCA) and the National Department of Education and aims to build the knowledge, skills and attitudes that contribute to fostering respectful gender relationships and reducing Gender Based Violence (GBV). This includes:
- Design of a locally appropriate Sexual Reproductive Health (SRH) and gender rights classroom program drawing on a range of existing educational resources.
- Implementation of the classroom programs in a range of schools in Central Province and National Capital District.
- Design and delivery of teacher and duty-bearer training in supporting student wellbeing and responding to wellbeing issues.
The classroom program has been developed and is currently being implemented by teachers in eight Secondary Schools. During the Teacher Training for the classroom in March 2018, teachers were consulted on what they would like to see in the second training (on supporting student wellbeing and responding to wellbeing issues). They reported that they would like skills in basic counselling, positive discipline, child protection and referral. ChildFund is now seeking an expert consultant to assist in the delivery of this training.
This training is being designed and delivered in a context where there has typically been little attention to student wellbeing within schools. Therefore, it will need to be introductory. The participants in the training will include:
•Personal Development subject teachers
•School Guidance Teachers (typically these teachers have bene given a label of guidance teachers and expectation to support student welfare but have been given little or no training)
•Principals/Assistant Principals
•School Board of Management (SBoM) representatives
There will be a maximum of 25 participants in the training.
2. Scope of Work
To design and deliver a training of Secondary School teachers in introduction to supporting student wellbeing and responding to wellbeing issues, whilst building the capacity of the project team to deliver future trainings.
Specific activities include:
- Development of manual and tools to support a 4-day Teacher Training targeting Secondary School teachers (including a simple teacher handbook)
- Preparatory work with the project team to prepare for the first round of Teacher training
- Lead delivery of first round of teacher training (providing coaching and mentoring throughout to the project team)
The training will provide teachers with information and skills on the kinds of issues children face (including child protection and SRGBV issues), building positive teacher-student relationships, recognizing students who might need support, communicating with students in need and making referrals (keeping in mind the weak service system in places where many of the schools are operating).
Coverage Area:
The training will be delivered in Port Moresby to participants from National Capital District and Central Province.
Timeframe:
The activities are scheduled to take place between Mayand July2018, with final dates to be confirmed.
It is estimated that the consultant will require 15-20 working days to complete the assignment (including preparation). This will include:
•Development of a draft outline for a 4-day teacher training for feedback from the Project team (home base)
•Development of manual and tools to guide a 4-day training (including a simple teacher handbook) (home base)
•Submission of draft manual and tools to ChildFund
•Submission of final manual and tools incorporating feedback from ChildFund
•Preparatory meeting with the project team to prepare for the first round of Teacher training (2 days) (Port Moresby)
•Lead delivery of first round of teacher training (providing coaching and mentoring throughout to the project team)(Port Moresby)
•Submission of a brief report on the training including feedback and recommendations
Deliverables:
- Submission of final manual and tools incorporating feedback from ChildFund
- Brief report on the training including feedback and recommendations
Role of ChildFund Papua New Guinea:
- Provide relevant documents to the consultant (project documentation, available background information, relevant Department of Education policy documents)
- Be available for meetings over Skype/phone when needed
- Organise logistics (excluding flights)
Institutional Arrangement:
The consultant will work closely with ChildFund PNG’s Gender Action Platform project team, and ultimately under the supervision of ChildFund PNG’sProgram Team Leader – Gender, Child Protection and Resilience.
The consultant is responsible for their own travel to PNG, which is reimbursable.
ChildFund will arrange all required all travel and logistics within PNG. Accommodation and per diem will comply with ChildFund PNG’s relevant policy guidelines.
3. Required Qualifications and Experience
- Relevant qualifications associated witheducationand teacher training
- Experience working in the area of student wellbeing in a range of countries
- Documented experience in designing and implementing student wellbeing-focused training of teachers including in the Asia Pacific region.
- Basic knowledge of issues facing adolescents and youth in the Asia Pacific region.
- Excellent spoken and written communication skills in English.
- Excellent training skills.
- Excellent analytical and writing skills.
4. Management and Reporting Arrangements
The Consultant will report to ChildFund PNG’s Program Team Leader – Gender, Child Protection and Resilience. All reports must be written in English and provided in an electronic format (Microsoft Word).
Confidentiality:
All discussions and documents relating to this TOR will be treated as confidential by the parties.
Child Safeguarding:
The successful applicant will be required to comply with ChildFund Australia’s Child Safegaurding Policy and Procedures and to sign the Code of Conduct. If the consultant will be having direct, contact with children or having access to children’s personal information, an Australian Federal Policy Criminal Background Check must also be carried out.
Counter-Terrorism:
ChildFund Australia acknowledges its obligation under the Australian laws relating to counter-terrorism. In order to meet its obligation, the consultant’s name will be reviewed against Department of Foreign Affairs and Trade (DFAT) and National Security Australia lists at the onset of financial relationship.
Insurance:
The successful applicant will be required to have in place insurance arrangements appropriate to provision of the requirement in this TOR including (without limitation) travel insurance.

No contract will be created until a formal written contract is executed between ChildFund and a selected consultant.
