Call to Order: Chairman Foxcalled the meeting to order at 12:30p.m.
Approval of Minutes of Last Meeting: Chairman Fox called for any corrections to the minutes as written, after hearing none, he asked for a motion to approve the Minutes ofDecember 15, 2016 and the Minutes of January 23, 2017. Upon appropriate motion by Jim Trott and seconded by Velma Bright, the minutes were approved. Chairman Fox stated that the minutes for February 28, 2017 will be approved at the next meeting.
Staff Reports
President’s Report
Lorette Hoover’s Report:
•Ms. Hoover made the following updates and announcements:
- Quick Start is working with Pratt and Whitney and has also completed the job task analysis. The training plan will be announced soon.
- Renovationswill begin on TheEconomic Development buildinglocated in the Industrial Park. Contractors have been interviewed and four out of twelve contractors were selected as finalists. A panel of five will meet in Atlanta to review and select the final contractor who willhead the renovation project.
- The Technical College System of Georgia (TCSG) will host a Golf Tournament called “The Last Mile” on September 15, 2017, at the Stone Mountain Golf Club.
- The 2017 TCDA Leadership Conference is scheduled to be held in Savannah on November 5-8.
- Natalie Miller, Adult Education studentat Columbus Technical College (CTC), was a finalist at the State competition for the EAGLE Award.
- Melissa Forsythe, GOAL Student of-the-Year and Heather Morgan, Rick Perkins’ Instructor of-the-Year , will bothattend the 2017 TCSG Leadership Summit/GOAL/Rick Perkins Award Conference next month on April 10-12.
- The high school student, who won the Art Contest, was announced at the Manufacturing Appreciation Week’s ceremony.
- The SkillsUSA competition was held this past weekend in Atlanta on March 23-24. The CTC students won a total of 10 medals combined(4 gold, 4silver and 2 bronze).
Ms. Hoover also mentioned that she would like to invite all the student winners of various competitions to next Local Board Meeting in April 2017.

Cheryl Myers’ report:
News Coverage
•On-going news coverage on various college events.
•The Welding Lab’s grand opening was held February 28, 2017.
Social Media
•Facebook’sfans as of March is 9,286
•Twitterfollowers as of March is 559
•The Instagram page which started in December now has up to 84 followers.
Institutional Advancement
David Fletcher’s report:
•As of March 15, 2017, CTC Foundation funds totaling $36,052 has been donated as following:
- Student Assistance -- $21,428
- Emergency Loans --$5,893
- CTC Family Scholarships --$4,624
- Faculty Grants--$10,000
•The Foundation Executive Committee is preparing to roll-out the Bob Jones’ Endowment Scholarship for Student Success.
•The Executive Committee is also preparing to roll out the Astrid Baker Scholarship Fund for students in School of Health Science that are in good standing.
•We have a total of 16 scholarship funds that we are currently working on with the donors.
Economic Development
Jamie Loyd’s report:
Customized Training
•Due to the Pratt & Whitney expansion announcement, an increase of interest in manufacturing training has been requested by Chattahoochee County, Northside, Jordan, and Spencer High Schools.
•Customized training is on-going.
•Future Trainings:
- High Performance Engineering (HPPE) – OSHA 30 hour safety training
- High Performance Engineering (HPPE) – Fall Prevention, Personal Protective
- Columbus Police Department – Leadership Seminars
Continuing Education:
•The first Driver’s Education training since January will start today, March 27 and April 10.
Other
•Monique and I are in the process of writing the HDCI grant application for the Lower Chattahoochee and Middle Flint Workforce Boards to develop regional LMI and Career Exploration system.
•A new program coordinator for the Military Workforce Transitioning Program has been hired.
Operations
Tommy Wilson’s report:
Mr. Wilson thanked everyone for attending the Welding Lab’s Grand Opening on February 28, 2016. We had a great time and it was standing room only at the event.
•Information Technology continues to upgrade computers and software throughout the campus..
•All CTC forms and workflow projects have been migrated to Team Connect.
•Laptops for the Muscogee County jail have all been configured for GED testing.

•The Welding Lab’s Grand Opening event was held on February 28, 2016.
•The last four welding booths have been installed in the welding lab.
•The fire suppression and campus fire system passed inspection and has been approved for the year 2017.
•Other interior and exterior projects with the building are on-going.
Administrative Services
Karen Thomas’ report:
•Ms. Thomas gave the financial report for the period ending February 28, 2017.
•The new P-Card Plan has been received from TCSG. Training for the new P-Card procedures started today. Training for the P-Card holders will begin tomorrow, Tuesday, March 28.
Chairman Fox asked Ms. Thomas if we were on track with our federal grant budget. Ms. Thomas answered that we are on track with the budget.
Student Affairs
Tara Askew’s report:
Enrollment
•The total enrollment for Spring Semester is 3,052 (down by 9%).
•A total of 309 applications have been received for the Summer Semester. Registration started today, March 27. Faculty has been asked to be more aggressive in getting students to complete their register early.
Ms. Askew stated that, as requested by Ms. Hoover (at the last meeting), she researched the 9% decrease in spring enrollmentto determine if the decrease were of high school students or of adults. She found that the 9% decrease in the spring enrollment did include the MOWR students.
Ms. Hoover discussed reasons why the MOWR students were no longer being served by CTC. She also stated that a process has now been worked out so that high school students can now be served which was her biggest concern.
Recruitment and Student Activities
- The Student Leadership Council will be hosting an Award Celebration event at the end of the semester for everyone on campus. The events that will be celebrated includes:
- SkillsUSA
- PBL
- GOAL
- Fall Leadership Competition
- Winter Conference Leadership
Office of Disability and Special Services
The office of Disability and Special Services (DSS) hosted Disability Information Sessions on Tuesday, March 14, 2017, for students who are registered with the disability services. The information sessions included a PowerPoint presentation on Reasonable Accommodations, ADA and Section 505, student and faculty responsibilities, and student rights and responsibilities.
Registrar’s Office
- Spring commencement exercises will be held on Tuesday, June 20, 2017 at the Columbus Civic Center at7:00 pm.
Financial Aid Services
- The Financial Aid Office participated in the Annual College Goal Georgia Initiative sponsored by the Georgia Student Finance Commission on Saturday, February 25th.

- Financial Aid received four more programs that are now Pell eligible for students to receive the Federal Pell Grant. Thestudents will also be eligible to apply for the Federal Work Study program for:
- Culinary Arts Diploma
- Nurse Technician Certificate
- Business Technology Diploma
- Computer Forensic & Investigation Certificate
Academic Affairs
Melanie Thornton’s report:
Division of Health Science and Nursing
•The Academic Council met on March 16, 2017 to review proposed new programs requests. The council approved the following new programs for the Division of Health Science and Nursing:
- Hemodialysis Patient Care Specialist – Technical Certificate of Credit
- Hemodialysis Reuse or Reprocessing Technician – Technical Certificate of Credit
- Hemodialysis Technologist – Technical Certificate of Credit
Division of Prof. and Technical Services
- The Academic Council approved the following new programs for the Division of Professional and Technical Services:
- Appliance Apprentice Technician – Technical Certificate of Credit
- Food Production Worker I – Technical Certificate of Credit
- Prep Cook – Technical Certificate of Credit
Division of Business & General Studies
•The Academic Council approved the following new programs for the Division of Business:
- Information Technology Professional - Degree
- Information Technology Professional – Diploma
Institutional Effectiveness
Monique Baucham’s report:
Institutional Effectiveness
- Ms. Baucham discussed the Proposed Perkins One-Year Local Application Budget for FY 2018. The proposed budget will be submitted to TCSG for review and to State Board for final approval.
Ms. Baucham commented that the Planning Day Event held on March 16thwas a success.
