Board Minutes for October 16, 2017

Open Session and Roll Call

The meeting was called to order at 6:35pm. President Kathy Garcia adjourned to Closed Session. Members present were Kathy Garcia, Jennifer Jones, and Hazel Brandt. Members absent were Bill Crain and Bruce Lindauer.

Closed Session

Open Session was reconvened at 7:03pm. Mrs. Garcia announced that there were no actions taken in closed session.

Approval of Agenda

Jennifer Jones made a motion to approve the agenda. Hazel Brandt seconded. Motion carried 3-0.

Approval of Minutes from the Previous Meeting on September 18, 2017

Jennifer Jones made a motion to approve the minutes. Hazel Brandt seconded. Motion carried 3-0.

Public Comment

Three 8th graders from the Lassen View Volleyball team presented on their season and careers. Each thanked their coaches over the years for helping them improve their abilities. They were presented with a plaque thanking them for representing the school in an outstanding way- on and off the court.

Warrants to Be Presented

Jennifer Jones made a motion to approve the warrants. Hazel Brandt seconded. Motion carried 3-0.

LCAP and Budget Approval by TCDE

Mr. Walker reported that the County Office approved both our LCAP and our Budget for the 17-18 school year.

MOU with TCDE for Tobacco Coordinator

Hazel Brandt approved the MOU with TCDE for Tobacco Coordinator services. Jennifer ones seconded. Motion carried 3-0.

Intercom System Update

Mr. Walker informed the Board that the installation of an intercom system in classrooms and the exterior of the school has begun. The expected date of completion is when we return from Christmas Break.

Saturday School

Mr. Walker explained that there is County confusion regarding Saturday School. Mrs. Heather Igarta, our Business Manager, was told that Apportionment (claiming ADA) was no longer allowed in California by other county business managers. Since she was in the process of sending emails into the State Department of Education, she wanted to ensure that was the case. Surprisingly, the State Department gave her information on how to claim apportionment for Saturday School.

Mr. Walker presented the rollout of how Saturday School would work at Lassen View. He also presented a calculation of how many students it would take so that Saturday School would break even financially. Saturday School will be brought to a future meeting for approval.

Hazel Brandt made a motion to approve all the policies. Jennifer Jones seconded. Motion carried 3-0.

LCAP Dashboard

Mr. Walker presented the Local Indicators update for the State Dashboard for Priorities 1, 2, 3, and 6.

Business Report

Mr. Walker presented for Mrs. Igarta who was absent. Key points from her Business Report included:

  • We are 25% through the school year and have received 29.3% of our revenue while spending 19.3% of our budgeted expenditures.
  • The school added 2 hours per day to the cafeteria for assistance with second supper which we took over from Red Bluff High. Even with the additional staffing, we are expecting to reduce the general fund contribution to our cafeteria this year by adding Second Chance Breakfast and Second Supper.
  • Our enrollment continues to climb.
  • Governor Brown signed SB751 which lifts the limits in ending fund school balances for school districts with ADA less than 2501. This will cover all schools in Tehama County.
  • Our ADA averaged 97.64% during our second month of attendance which is an improvement over previous months.
