QUALITATIVE RESULTS
Municipality: City of Hercules Permit Year: (2008/2009)
Introduction:
As part of the Public Education and Industrial Outreach, the City of Hercules has an on-going program that raise the level of knowledge of residences and industrial/commercial business owners and private developers on issues and requirements relating to clean water/City NPDES permit. The City of Hercules continuously provides informational items to the public through organized city events and WEB sites.
Implementation & Evaluation:
City of Hercules continues to sponsor “KIDS FOR THE BAY” program that draws special interest from the school and the community within the City of Hercules The program educates young students with regard to the environmental relationship between Bay Water and tributary creeks. The program also creates mini project for group of students to work on and take ownership.
The City of Hercules also distributes all informational/educational materials relating to clean water during city annual events. City staff is made available duration of the event activity to answer public inquiries relating to clean water issues and recycling questions. Educational materials are handed out to residence that informs them proper disposal of household hazardous waste, construction debris related to small private project improvements, and types of questions that homeowners should ask contractors when they are ready to embark private improvement. City also hands out educational materials geared to capture industrial type of business. The City of Hercules distributes informational flyers dealing with proper medical waste disposal. The flyers show locations and time schedule for the site accepting medical waste. The City also hands out to various contractor over-the-counter educational materials/flyers as part of issuance of building/construction permit. The flyers shows proper disposal of construction debris and left over concrete mix.
The city continuously noticed significant decrease in illegal dumping activities. Public is becoming more aware and involved in keeping the city and the bay water free from all toxic debris. City is receiving numerous phone inquiries from residence requesting contacts for debris removal and hazardous household disposal sites. At the July 4, 2007 City of Hercules scheduled event, staff distributed to the public the following clean water promotional items;

Attachment PE-2 is a list generated by Richmond Sanitary Hazardous disposal site for City of Hercules that shows annual quantities of paint, pesticides, oil, and other miscellaneous items delivered to the site. Compared to actual quantities that were collected and recorded 2 to 3 years ago, there is a significant reduction of paint, pesticides, oil and miscellaneous items. This just proves that through continuous public education and information outreach, citizens are willing to cooperate for the purpose of improving the environment.

Fiscal Year 2009/2010 Goals:
Continue to improve the reduction of illegal dumping activities by providing more public informational materials and expand support for the “KIDS for the Bay” program by involving more school in the City.
