1.  Key purpose of job
1.1.  To undertake inspections of Council owned land to determine maintenance needs, management of licences, assist in operation of the New Roads and Street Works Act and dealing with enquiries.
2.  Anticipated outcomes of the post
2.1.  Fulfil the duty of the Council in the maintenance of public highway, car parks, parks and recreational land.
2.2.  To secure the safe use of Council owned land where there are ongoing works, co-ordinate the use of the highway and other Council land by statutory undertakers, licence holders.
2.3.  Ensure the observance of all the relevant provisions of the New Roads and Street Works Act 1991, Highways Act 1980 and Occupiers Liability Act 1957.
3.  List key duties and accountabilities of the post
3.1.  Undertaking cyclic and non-planned inspections of Council land including identification recording and processing of information relating to maintenance requirements or defects.
3.2.  Have the necessary knowledge of legal documents, Codes of Practice etc to enable effective discharge of duties.
3.3.  Processing and authorisation of licences and permits for work and encroachment on the highways as provided by the Highways Act 1980.
3.4.  Administration and serving of notices for offenders in contravention of the Highways Act 1980.
3.5.  Instruction and supervision of the Council’s term maintenance contractor.
3.6.  Investigation and reporting on claims for damages against the Authority in liaison with the Council’s Legal Services Group.
3.7.  Ensuring observance of all the relevant provisions of the New Roads and Street Works Act, Highways Act and Occupiers’ Liability Act including inspecting reinstatements, issuing Defect Notices.
3.8.  Assisting in the maintenance of an efficient administration system relating to street works and maintenance works, including use of computer based systems.
3.9.  Ensuring that any signing, guarding and traffic control complies with Chapter 8 of the Traffic Signs Manual, and that Health and Safety legislation is observed.
3.10.  Maintaining an appropriate level of liaison with representatives of the Statutory Undertakers.
3.11.  Standing in for other members of the street scene team during times of absence and undertaking duties commensurate with the post in covering other team’s responsibilities during times of absence.
3.12.  Dealing with enquiries and complaints from members, officers, other agencies and authorities and the public. Attending community group meetings as required to consider queries in relation to highway maintenance.
3.13.  Involvement as directed by the Service Manager (Street Scene) in dealing with emergencies including supervising the Council’s winter maintenance and emergency service provider. Including out of hours working.
3.14.  Undertaking other similar or associated duties as may be assigned, commensurate with the level of the post.

4.1.  Whether to instruct maintenance works to be completed on areas of Council land in accordance with Council policy.
4.2.  If work sites comply with legislation in regards site safety and reinstatement.

4.4.  When to serve notices upon members of the public, Statutory Undertakers or contractors who may be working in contravention of legislation or Council policy.
4.5.  Issuing of works and supervision of Council’s term maintenance contractor.
4.6.  Co-ordination of works on the public highway and other Council owned land.
4.7.  Deciding on whether to action gritting of Council land in accordance with the Winter Maintenance Plan.
4.8.  If Council land is in a safe condition to be used by members of the public in accordance with Council policy.

7.  Working Environment & Conditions of the post
7.1.  Officer will be required to work outside of the office environment in varying weather conditions and on the highway adjacent to live traffic.
7.2.  The Street Scene Inspectors will be expected to provide cover with at least one officer on duty both in and out of office hours.
8.  Physical Demands of the post
8.1.  Some physical duties including clearing debris from Council land.
8.2.  Walking long distances in varying weather conditions and potentially on uneven ground.

10. Key Contacts and Relationships
10.1.  External
Dealing with enquiries/complaints from stakeholders including Contractors, statutory undertakers, legal representatives, members of the public.
Liaising with parks groups/community groups in relation infrastructure maintenance.
10.2.  Internal
Dealing with enquiries from Elected Members, providing advice to other departments and officers within Street Scene and Place.
11. Other Duties
To undertake additional duties as required, commensurate with the level of the job.

b)  The Council operates a Smoke-Free Policy and the post-holder is prohibited from smoking in any of the Council's buildings (including Council owned and Council leased buildings, but excluding designated areas in residential schemes), enclosed spaces within the curtilage of buildings, and Council vehicles. The Council does not permit smoking breaks within work time, however, in services where the flexi-scheme is in operation, employees may take reasonable break times outside of core hours, in accordance with flexi-time arrangements. Employees should follow the flexi-scheme procedure for agreeing time away from their duties in the normal manner with their immediate colleagues and line manager, with break start and finish times being recorded, as with any other break-time arrangement.
c)  The post-holder is expected to familiarise themselves with and adhere to all relevant Council Policies and Procedures.
d)  The post-holder must comply with the Council’s Health and Safety requirements as outlined in the H&S policy appropriate to the role.
e)  This post is based at Aspen Way, Paignton but the post holder may be required to move their base to any other location within the Council at a future date.

g)  If you are required to use your own vehicle on Council business or drive a council vehicle you will be asked to provide information on any driving endorsements by accessing www.gov.uk/view-driving-licence and providing a code to your Line Manager in order to share your driving licence information with the Council.
h) You will be asked to complete a Criminal Records Self Declaration Form. Criminal convictions will only be taken into account when they are relevant to the post. You will only be asked to disclose ‘unspent’ convictions
