LANCASTER TOWNSHIP BOARD OF SUPERVISORS MEETING
Minutes—November 9, 2009

I. PLEDGE OF ALLEGIANCE, CALL TO ORDER, AND ROLL CALL
The duly advertised Lancaster Township Board of Supervisors meeting was held on November 9, 2009 in the township building at 1240 Maple Avenue, Lancaster, PA. Chair Anthony J. Allen called the meeting to order at 7:00PM. Vice Chair Thomas H. Schaller and Treasurer Kathleen M. Wasong were also present. Others in attendance included township management staff and interested parties. Mr. Allen led those assembled in the Pledge of Allegiance.

II. PUBLIC COMMENT ON AGENDA ITEMS
Al Eckert, Terrie Finger, David Smith, and a few others expressed their unhappiness with the board’s decision to accept a contract for police services from Manheim Township. Mr. Smith also expressed concern about losing the school resource officer at Wheatland Middle School. William H. Laudien, township manager, explained that the filling of that position depends entirely on what the city decides. Mr. Laudien felt this particular situation would be worked out satisfactorily.

III. SECRETARY’S REPORT
The minutes of the October 12, 2009 board of supervisors meeting were approved as presented by general consent.

IV. TREASURER’S REPORT
Ms. Wasong presented the treasurer’s report with the following amounts as of October 31, 2009:
General Fund $3,048,768.73
Highway Aid Fund 477,962.75
Parks and Open Space Fund 38,874.15
Capital Reserve Fund 506,066.60
TOTAL $4,071,672.23
Mr. Allen stated the treasurer’s report would be filed for audit.

V. PAYMENT OF BILLS
On a motion by Ms. Wasong, seconded by Mr. Schaller, the board approved the payment of bills (10/12/09–11/9/09):
General Fund $222,940.56
Highway Aid Fund 331.61
Park and Open Space Fund 161.59
Capital Reserve Fund 4,903.16
TOTAL $228,336.92

VI. REPORTS
A. Lancaster Township Fire Department: There were 45 emergency calls in October for a year-to-date total of 405.
B. Police, Sewer, and Subsidiary Reports: These reports are available for public inspection before and after this meeting as well as during regular business hours.
C. Recycling Report: A recycling rate of 14.68% was reported for September along with the collection of 3,900 biobags of yard waste and 130 yard waste bundles.
D. Lancaster Inter-Municipal Committee: The October LIMC meeting consisted of a tour of the LCSWMA facilities. The next meeting will be November 18, 2009 at Manor Township.
E. Questions & Comments for Community Police Officer: Lieutenant Brent Oberholtzer was present; however, there were no questions or comments.

VII. ANNOUNCEMENTS
A. Lancaster County Solid Waste Management Authority Quarterly Rebate: $11,946.55
B. A Meeting regarding the proposed LTFD/Emergency Facility at Lancaster Community Park will be held on Monday, November 16, 2009, 7:30PM at 1420 Columbia Avenue.
C. The next regular board meeting will be held December 14, 2009, 7:00PM. The public is invited to attend the workshop session at 5:30PM.

The Lancaster Township Supervisors are committed to the goals
as established by the adoption of the Regional Comprehensive Plan
and the following actions are consistent with the directives of that document

VIII. OLD BUSINESS: There was none.

VIII. PLANNING/ZONING BUSINESS: There was none.

X. NEW BUSINESS
A. Certificate of Appreciation for Richard Khuu
The board presented a certificate of appreciation to Richard Khuu for his Eagle Scout project where he renewed the softball/kickball field and installed a new flagpole and landscaping at Hamilton Park thereby making a significant contribution to all township residents.
B. Presentation of 2010 Proposed Lancaster Township Budget
Mr. Allen presented the 2010 draft budget, which will be on public display until December 14, 2009 at which time there will be a public hearing and action will be taken. Mr. Laudien went over the budget briefly, adding that there is no plan to increase township taxes.
C. Ordinance No. 2009-02
Mr. Schaller presented the above-mentioned ordinance authorizing Manheim Township Police and other law enforcement personnel to enforce laws and ordinances within Lancaster Township and approving an agreement for police services to be provided by Manheim Township. This ordinance will be acted upon at the December 14, 2009 board meeting.

XI. GUEST RECOGNITION AND PARTICIPATION
* Cheryl Desmond spoke of her concerns with speeding, dangerous curves, and general safety on Wabank Road. She would like better signage installed. It was explained that Wabank Road is a state highway and as such the township cannot do anything without their approval. We will help in any way possible, including asking for police speed monitoring, and let Ms. Desmond know the results. *Al Eckert wanted to know what to do with yard waste. Yard waste may be taken to the maintenance facility at 1357 Meadowcreek Lane until November 25. After that date it should be included with regular trash.

With no further business brought before the board, the meeting was adjourned at 7:38PM.
