Allocating native vegetation credits

To use a credit to meet an offset requirement it must be ‘allocated’ against a specific planning permit number (or other development approval). Allocated credits can then be recognised by planning authorities as meeting offset requirements.

Why is allocation important?

Allocation ensures that credits are not used more than once to meet an offset requirement.

Once a credit has been allocated on the Native Vegetation Credit Register (NVCR), it cannot be traded or allocated to meet another offset requirement. Therefore, credit owners should double-check that they want to proceed with allocation before contacting the Native Vegetation Credit Registrar.

Responsible authorities, typically local councils, can be sure that credits allocated to a specific planning permit number are to be used for that purpose only. Credits that are unallocated can be traded again or allocated to meet the offset requirements of another development approval. Therefore it is important that the responsible authorities (or other approver if not a planning permit) is provided with an allocated credit extract before confirming that the offset obligation has been met.

How are credits allocated?

The process for allocating credits is outlined below. It includes the following steps:

  1. Submit allocation form to NVCR
  2. NVCR updated and allocated credit extracts issued

Submit allocation form to NVCR

Credits can only be allocated by the credit owner.

To allocate credits the credit owner must submit a signed allocation form to the NVCR. In this form the credit owner must specify the type and number of credits they wish to allocate and provide details of the development approval to which the credit will be allocated. This includes the planningpermit number (or other reference number if not a planning permit) and the responsible authority who issued the permit (or other approver if not a planning permit).

The Native Vegetation Credit Registrar will allocate what is specified in the allocationform. The Registrar does not have access to planning permits and will not check offset obligations. Therefore, it is important that credit owners check the offset requirements in their planning permit before submitting an allocation form.

NVCR updated and allocated credit extracts issued

The Registrar will record the allocation on the NVCR.

The Registrar will issue the credit owner with an allocated credit extract showing the credits have been allocated. The credit owner can then show the allocated credit extract to the responsible authority who issued the permit (or other approver if not a planning permit) as proof of meeting an offset obligation.If a responsible authority is unsure about whether a credit has been allocated they should ask to see the allocated credit extract.

The Registrar is not involved in assessing planning permits or approving other development applications. The Registrar does not confirm that offset obligations have been met. If a credit owner has any questions about their planning permit or offset obligations, it is recommended they contact the local council (or other approver if not a planning permit).
