REQUEST FOR PROPOSALS

DEVELOPMENT OF 228 WEST MICHIGAN AVE PARCEL

The City of Marshall is requesting Development Proposals for 228 West Michigan Avenue. This is the site of the former Roma’s Restaurant. The City currently owns this vacant parcel. The parcel is described as:

53-000-396-02 - Marshall City, Lower Village Part of Lot 6 Block 14 Commencing at the Southwest corner of Block 14 North 57 feet thence East 46 feet thence south 57 feet thence west 46 feet to the Point of Beginning.

The lot dimensions are 46’ on West Michigan Ave and 57’ on North Grand Street. The current zoning is B3. The City of Marshall Zoning Ordinance can be researched at

The proposal shall include:

  • Purchase price offer
  • A business plan which includes:
  • Employment projections
  • Project schedule
  • Business description
  • Business model
  • Pro-forma financials
  • Business Experience of Proposer
  • Hours and days of business operation
  • Schematic building renderings & floor plans (if applicable)
  • Signage plan
  • Estimated project cost
  • Proposer contact information
  • Business parking requirements

Proposals will be evaluated based on the following criteria:

  • Business integration with Marshall Downtown
  • Financial viability
  • Creativity
  • Purchase price
  • Employment
  • Past business experience
  • Time table
  • Propertyuse
  • Building Property designaesthetics
  • Taxable value
  • Other criteria as to be determined

The minimum bid is $15,000.The buyer will be responsible for all closing costs. The Buyer will enter into a Binding Development Agreement with the City.

Proposals are due by January 15, 2016. Proposals are to be delivered to City Clerk Trisha Nelson at 323 West Michigan Avenue Marshall, Michigan 49068. Electronic or faxed proposals will not be accepted. The proposal must be signed by the Buyer and signature notarized.

The City reserves the right to accept or reject any or all bids, waive any informalities and accept the proposal which best suits the City. The City of Marshall reserves the right to take other action before a contract is signed or a purchase order is approved; even after City Council accepts or approves the bid.
