Background Information

The “Justice for All” Coalition was established on July, 2016, initially by fourteen active organizations, coalitions and networks in the field of access to the justice, rule of law and human rights in Albania, all agreeing to cooperate and coordinate their advocacy and lobbying jointlytowards an efficient justice system.

As per its Vision to have “A justice system where all are equal, and human rights and freedoms are respected”, the Coalition contributes for a justice system that is transparent, independent and accountable, professional and reliable, serving the citizens, especially the disadvantaged groups, through monitoring of the justice institutions, advocacy, and public education. Its Strategic Goals are, as follows:

  1. Ensuring citizens’ engagement in establishing and functioning of new governing institutions of the justice system that are independent, transparent, and efficient; and
  1. Expanding and improving the access to justice for disadvantaged individuals and groups such as, Roma, women,children, people with disabilities, victims of trafficking and violence, LGBTI persons, etc.

To date, the Coalition has been very active in the monitoring of activities that are related to the Justice System Reform, with public statements released in delicate moments in the implementation of this reform, as well as concrete contribution with recommendations on the draft laws that were part of the Justice Reform Package, provided to the JR Commission, and participation in numerous consultative round table meetings.

The Coalition receives support fromtwo international donor projects, respectively USAID Justice for All Project - Albania and EU-funded project “Civic engagement for a functional judiciary system and access to justice in Albania”. The Projects closely cooperate and coordinate their support to enable the Coalition to achieve its goals and objectives as outlined in its Strategic Plan and Year 1 action plan.

Project /Action Description

The support for the Coalition has as a specific objective - the strengthening of the civil society organizations ability to affect change andincrease the transparency and accountability of the judiciary system and improve access to justice for vulnerable groups in Albania.

The target recipients of the proposed training event include the member organizations of the “Justice for All” Coalition, currently composed of 24 member organizations/networks/coalitions, as well as other CSOs, Community Based Organizations (CBOs), and other civil society actors (associations of young legal professionals, law student associations, and citizen’s initiatives).

Purpose of the service

Save the Children seeks to contract 1(one) International or National Expert on Advocacy and Public Outreach issues in order to design and deliver atraining Programentitled “Advocacy and Public Outreachfor Civil Society Organizations” All members of the Coalition will be invited to attend and other CSO’s will be invited up to a maximum of 30 participants

Based on the findings and recommendations of the Learning Needs Assessment(LNA) of CSOs in Albania and also on a Capacity Building Needs Assessment conducted with the Coalition “Justice for all”, the expert is expected to design and conduct a 3-day training program on Advocacy and Public Outreach for Civil Society Organizations based throughout Albania.

The training sessions will aim to enhance the skills of CSOs to plan and carry out effective advocacy initiatives and campaigns relating to transparency and accountability of the judiciary system.

The participants will be given the tools to identify concerns that resonate with constituents and policy-makers, to develop powerful, compelling and credible policy initiatives, and to mobilize support within and across sectors around these initiatives.

In more concrete terms theAdvocacy and Public Outreach training course must focus on different aspects and stages of these processes, as follows:

  • Selecting /identifying the advocacy issue;
  • Developing advocacy goals and objectives;
  • Identifying target audiences;
  • Developing and delivering advocacy messages;
  • Building support and coalitions for effective advocacy;
  • Fund-raising for advocacy;
  • Monitoring and evaluating the advocacy activities;
  • Preparing the action plan for Advocacy and Lobbing.
  • How to improve the communication with the public in order to ensure the proper visibility and support for the issue the CSO advocate

Responsibilities of the Expert

Under the direct supervision of the Save the Children and in coordination with USAID Justice for All Project – Albania, the expert is expected to:

1.Develop and discuss the structure and work plan with project staff;

2.Determine the most effective delivery methods and applicable training instruments for the participants to achieve the training objective and measurable outcomes, including appropriate adult learning techniques (interactive approach, short lectures, group work discussions, case studies, etc.).

3.Adhere to the timelines of the consultancy;

4.Design and deliver the training according to TOR, with the following main topics to be covered:

  1. Concepts of advocacy, public outreach and their respective elements;
  2. Stages of advocacy and public outreach process;
  3. Steps through which an effective advocacy and public outreach campaign is carried out;
  4. Successful national /local experiences of CSOs on advocacy and public outreach campaigns within the Albanian context;
  5. Role of CSOs and other stakeholders in planning and developing the necessary tools for lobbying and public outreach;
  6. Preparation of a practical assignment for participants by the trainer. Participants should be tasked to develop a public outreach and advocacy campaign for imposing social changes three months upon the full completion of the training program.

5.Prepare the training report as foreseen in the TOR.

Responsibilities of the implementing partners:

  • Provide all required background materials in a timely manner
  • Ensure good collaboration within the team work and participation of program staff and beneficiaries;
  • Facilitate the training organization and where possible consultation meetingswith the trainer.

Duty Station: Tirana

Indicative assignment date: April– May 2017

Main Activities and Time frame:

  • Development of the agenda, issues and training module to be presented in the training days (4 days) with the supportive materials that will be used during the training;
  • Delivering the specialized training for the team of the Coalition members(3days);
  • Delivering of the training report not later than 5 days after the training delivery. The report should highlight the training delivery process, the results achieved, participants’ satisfaction with the trainer and training methodology, main conclusions and recommendations for future activities.

The service is expected to be finalized by May 30th 2017.

Deliverables:

  • The training agenda, and the training module on Advocacy and Public Outreach;
  • Supported training materials in the form of handouts, case studies, poster presentations, etc.;
  • A report on content and results of training, including pre and post tests and their analytic summary.

Qualifications or Specialized Knowledge/Experience Required:

The expert should complete the following requirements, respectively:

  • Proven and similar experiences as a trainer/ with civil society and advocacy and public outreach issues in Balkan countries
  • Proficiency in written and spoken English, excellent report writing, and communication skills;
  • Ability to work with minimal supervision and under pressure;
  • Experience in working with different donor organizations supporting civil society development;
  • Demonstrated experience in developing tools and delivering training;
  • Very good knowledge on issues of advocacy, advocacy campaigns organizing, public outreach, etc;
  • Expertise in adult learning methodologies;
  • Very good planning and time management skills;
