  • The Preliminary Plan Fee payment of $250 should be submitted to HCDPU.
  • The calculated water and sewer usage should be noted on the site plan. These figures will assist with existing system impact analysis.

  • The water and sewer extension must be approved by HCDPU and all required permits from NCDENR must be received prior to installing infrastructure.
  • Final Construction drawings must be submitted to HCDPU for review and approval prior to permitting with NCDENR. A construction fee payment of $40 per Residential Equivalent Unit must accompany the Plan Review Packet.
  • All landscaping must be installed off of HCDPU easements and utility mains.
HCDPU Review Comments concerning the line work should be incorporated into the revised site plans.

LONG RANGE CONDITIONS

  • Capacity fees for the water and sewer must be paid prior to permits being processed for water and sewer extensions.
  • Utility Improvements must be designed and installed in accordance with the latest Harnett County and State requirements.
  • The proposed water main and the sanitary sewer collection lines for the proposed
  • development must be installed by a licensed utility contractor and certified by the P.E. of record before the lots can be served by water and sanitary sewer.
  • The Engineer of record must submit a material list to HCDPU with the Engineers approval that the materials meet HCDPU specifications.
  • The EOR must submit all Engineering Final Documents prior to HCDPU approval of the water and sewer extensions.
  • All existing Harnett County easements and proposed easements must be conveyed and recorded and noted on the proposed plat prior to activation of the utility system.
  • Professional Engineer (P.E.) must provide HCDPU with a set of As-Built Record Drawings (in mylar, bond, and digital formats), the P.E. certification that the taps and associated utilities were installed in accordance with approved plans marked as "Released for Construction" by HCDPU.
  • The Developer must provide HCDPU a Cost Statement indicating the cost to install the water lines (materials and labor) that will serve this site.
  • The Utility Contractor must provide HCDPU with a one (1) year warranty on the water and sanitary sewer utilities to cover any and all repairs due to poor workmanship, defective materials or anything that does not meet HCDPU Standards and Specifications at the time the work was performed to install the water and sanitary sewer utilities.
  • No services will be activated until all utilites are approved in accordance with State regulation and the latest HCDPU rules a regulations.

  • IfAPPROVED, your signed plat/plan may be picked up at the Planning Department or will be mailed to you within two (2) business days.
  • IfAPPROVED WITH CONDITIONS, you must submit 5 copies of the plat/plan to the Planning Department showing that all items listed under Short Term Conditions have been rectified. Please be aware that review will not be done while you wait, as all DRB members will have to review the plat/plan for compliance.
  • If HELD, you must submit 5 copies of the plat/plan showing that all items listed under Short Term Conditions have been rectified. To attend the next DRB meeting, revised plat/plans must be submitted by noon on Wednesday following the meeting the application was put on hold.
  • IfDENIED, you may appeal the Board’s Decision to the Harnett County Planning Board within 30 days or meet with Planning Staff to discuss other potential options.
