Comments on ICT System Plan:

1. GENERAL

The ICT System Plan should be separated from the Electrical Plan, organized as follows:

  • Part 13A : The Electrical Works
  • Part 13B : The ICT System Plan

The two plans should be combined when it comes to the cabling and wiring, both indoor and outdoor, so it is suggested to add a new part:

  • Part 13C : Cabling and Wiring diagrams (for both the Electrical Works and ICT System plan)

Regarding the Fire Alarm system, it is recommended to integrate it into the ICT System Plan – rather than the Electrical Works (considering the latest technology development) - and combine it with the Building Security System, the Personal Access and Attendance Management System, etc.

A document describing the Design Concept and Analysis should be submitted for both the ICT System Plan and the Electrical Works.

For the ICT System Plan, the design should cover detailed plans of an integrated service to provide for at least (probably more):

  • The Campus Network Control Center (CNCC) at the COT building
  • Fiber-Optic Network connected up to each floor at every building including to antenna pad at the roof of the COT building
  • The Voice Communication (Telephone) system, both internal (PABX) and external (PSTN) all integrated in one system, considering the use of Full IP Phone system (wired and/or wireless). No separate wiring system (ITC cable) is needed for both PABX and PSTN.
  • The Campus Area Network (CAN) for computer network services, all in one for the Campus Information System, the Internet (RJ45 sockets for UTP cable and Wireless Access Points, WAP) and Multi-Media (teleconferences, video-conferences, etc) services.
  • Full featured Audio-Visual (AV) Systems at all Lecture Rooms, also integrated to the CAN. An operating room should be provided for each room.
  • The Fire Alarm System (centralized), the Building Security System (including CCTV, Door Lock, etc.), Personal Attendance and Access Management Systems, etc.
  • ......

All detail drawings should clearly indicate the legends and notations (symbols) by omitting all unnecessary information.

2. The CENTER OF TECHNOLOGY (COT) Building.

The name of the control center is not “PABX”, substitute by “The CAMPUS NETWORK CONTROL CENTER”, may be abreviated as CNCC. It is located behind the Reception Room. The room size is only 6 m X 3 m (?), it is proposed to be enlarged to at least 6 m X 4 m, or it can take the whole 6 m X 6 m, by relocating the Reception Room (maybe a Desk is OK) somewhere else in the Hall area.

The schematic diagram should include the exact number of WAP (one for each floor???), IP Phone sets, LAN outlets (RJ45), etc, and also the length of the cables for each connection (considering the exact location of the each components). This is necessary to compose the analysis for the B/Q and Engineering Estimate documents.

 Cables from the CNCC are:

  • Fiber Optic Cables:
  • From the telecomm company (outdoor), provided from the main road side.
  • To the Library Building AND from the Class Room Building (outdoor), can be planned only 1 (one) underground cable duct for both. The cable should go to all buildings to form a RING (loop) configuration of the Fiber Optic Network.
  • To the First Floor of the COT building (indoor).
  • UTP Cable: To the entire Ground Floor
  • ITC Cable for the PABX/PSTN system is NOT necessary.

Ground Floor:

  • Detail plan for the AV-System (at least the schematic/wiring diagram) should be provided for the Seminar and Meeting Room, one of the rooms (Equipment Room ???) should be designated as the operating room for the Seminar and Meeting Room. The wall facing to the Seminar and Meeting room should be made transparent for operators to look into the room.
