FURTHER EDUCATION LECTURERS’ PAY AWARD FROM 1 SEPTEMBER 2005

  1. In accordance with the provisions of Article 11, Schedule 3, paragraph 10.3 of the Further Education (Northern Ireland) Order 1997 and the Constitution for Negotiating the Salaries and Conditions of Service of Lecturers Employed in Incorporated Colleges of Further Education, it has been determined that from 1 September 2005, the rates of salaries and allowances to be paid to Lecturers in Institutions of Further Education shall be those set out in the Appendix 1 to this Circular.
  1. Summary of Changes:

This determination gives effect to a 2.95% increase in all lecturers’ salary rates from 1 September 2005.

1.1A lecturer who was entitled to an additional £993 per annum under paragraph 4, 5 or 6 of Schedule 1 to the Further Education Teachers’ Salaries Regulations (Northern Ireland) 1988 as they had effect on 31 March 1989 or would have been so entitled after that date but for the Further Education Teachers’ Salaries (Amendment) Regulations (Northern Ireland) 1990 shall now be entitled to an additional £1,023 per annum.

4.1Where, in an institution of further education, the full-time equivalent student number count for the previous academic year exceeds 2,900, any lecturer appointed to a promotion post which is below a vice-principal post, but which in the opinion of the employing institution includes duties which exceed those appropriate to a head of department post, shall, subject to the approval of the employing institution, be paid in 4-point scale, being 4 consecutive points within the range of points 16 – 24 of the Management Salary Spine, i.e. points 16 – 19 or 17 – 20 or 18 – 21 or 19 – 22 or 20 – 23 or 21 – 24 and such a lecturer shall be placed on either the minimum point on that scale or at a point at which he/she has been remunerated in his previous scale, whichever is the higher, or at such a point within the range set out below as the employing institution may determine where it considers that the salary calculated is inadequate.

6Payment of Unqualified Teachers

(i)Subject to paragraph 1.1 the minimum rate of salary for a full-time unqualified teacher shall be £10,461.

(ii)A full-time unqualified teacher who possesses qualifications entitling him/her to recognition as a qualified teacher in a grant-aided school shall be paid salary at the rate at which he/she would be paid if a qualified teacher.

7Payment of Part-time Hourly-Paid Teachers

(i)In such circumstances as the employing institution may approve, a part-time teacher may be paid a proportion of the annual salary that would be appropriate if he/she were employed full-time.

(ii)The hourly rates for part-time teaching shall be set out in the table below.

8Teachers in Service on 31 August 2005

A full-time teacher in recognised teaching service on 31 August 2005 who continues in the same post in the next academic year shall not receive by reason of the operation of this determination a lesser rate of salary than he/she received under the determination having effect on that date.
