Introduction:Film Hub South East (FHSE) was established in 2013 as one of the British Film Institute’s nine film audience development hubs in the UK. They form the BFI Film Audience Network (FAN).

With an award of £900,000 for the period 2013-17and led by a Brighton-based consortium (University of Brighton, Brighton & Hove City Council, Lighthouse and Picturehouse Cinemas), FHSE’s aim is to develop film audiences across the South East, a region of over eight million people. The local authorities served are Berkshire, East Sussex, Hampshire, Isle of Wight, Kent, Oxfordshire, Surrey and West Sussex.

The aim of FHSE and the BFI FAN is to encourage people to build a lifelong relationship with film, to help develop audiences for a broader range of films across all platforms, and ensure that film culture can be accessed and enjoyed by everyone across the region. We aim to do this by:

  • building a regional network of Hub members from all aspects of the film exhibition sector (e.g. commercial cinemas, community venues, arts centres & organisations, film societies, museums & art galleries, HE and schools);
  • developing an events programme dedicated to boosting the sector’s skills and capabilities;
  • fostering new and empowering relationships in an otherwise historically under-invested region.

The FilmHub South East Strategy & Development Manager is responsible for managing all aspects of FHSE’s work including being its lead representative and advocate both nationally and regionally.The role entails contributing to the FHSE’s strategyfor the development of a dynamic network, managing its relationships and partnerships; organising and delivering FHSE’s events and training programme; overseeing the communications strategy; managing the budget; overall responsibility for the FHSE Open Call Audience Development investment strands; representing FHSE at all national meetings; and reporting to the University, FHSE’s Management Board and the BFI. The manager is responsible for managing the Hub’s staff, including Administrator and all contracted staff including the Audience Development Producers and freelancers.

The contract for FHSE is to March 2017 however its progress to subject to satisfactory progress reviews by the BFI. The Film Hub Manager’s work will be assessed against the targets set out in the annual business plans submitted to the BFI.

Main areas of responsibility:

1.To lead onall aspects of FHSE’s activity and to shape its strategic direction.

2.To be responsible for the management for FHSE’s work including its regional events, its Open Call Audience Development investment strands, training & mentoring and advice.

3.To be responsible for FHSE’s communications strategy, its communications channels and its marketing activities.

4.To represent FHSE regionally and nationally through networking, public speaking, partnership development and relationship management in order to build a string network, develop projects, raise funds for Hub activity and raise the profile of FHSE.

5.To lead on all financial, monitoring and evaluation activities related to FHSE’s progress against its strategic aims.

6.To oversee and direct the work of the FHSE staff (Administrator), the Audience Development Producers (ADPs), and all other contracted staff, both fixed term and freelance.

Specific duties:

1.To lead on all aspects of FHSE’s activity and to shape its strategic direction.

1.1To work strategically to advance FHSE’s work, liaising regularly with the British Film Institute,FHSEManagement Board, the FHSE Advisory Groupand the membership to identify national and regional interests and priorities and shape the direction of FHSE.

1.2With direction from the Management Board on core operational activity, to prepare annual business plans for approval by the Boardand the BFI and manage these activities to ensure that FHSE’s aims and targets are met.

1.3To develop a strong membership base which reflects the diversity of the sector and ensures the network’s strength and vitality.

1.4To cultivate strategic alliances in order to develop with local authorities and cultural agencies such as Arts Council England and the National Trust.

1.5Lead on FHSE’s income generation strategy, taking actions as required and working to meet annual targets.

1.6To conduct research on subjects that are vital to FHSE’s interests and development.

1.7To chair the joint Management Board-Hub Staff meetings, design agendas, arrange presentations, delegate actions and coordinate responses.

1.8To facilitate and attend Advisory Group meetings and make themselves available to AG members.

2.To be responsible for the management for FHSE’s work including its regional events, investment schemes, training & mentoring and advice.

2.1To plan and deliver FHSE’s activity and investment programme.

2.2To design, organise and lead FHSE’s regional events programme (e.g. roadshows, screening days, training days and special events) in response to FHSE’s strategic plan and the needs of members.

2.3To plan, roll-out and manage all aspects of FHSE’s ‘investment’ programme (e.g. Programme Awards, Community Screen and Training & Travel Bursaries).

2.4To co-develop and co-deliverFHSE’s programme of special events (such as Screens Everywhere and pop-ups in the region).

2.5To lead on the provision of specialist advice and support for members especially when they are submitting applications to FHSE’s schemes.

3.To be responsible for FHSE’s communications strategy, its communications channels and its marketing activities.

3.1To develop, deliver and manage an effective communications system, making best use of website and social media to ensure FHSE has a dynamic presence.

3.2To lead on regular communications with members and partners and generate relevant content on FHSE, its activities and its members.

3.3To actively engage with members’ enquiries, interests and discussions.

3.4To prepare and deliver marketing and communications campaigns for each event/project.

4.To represent FHSE regionally and nationally through networking, public speaking, partnership development and relationship management in order to build a string network, develop projects, raise funds for Hub activity and raise the profile of FHSE.

4.1To represent FHSE at regional and national meetings and events including FAN Steering Group, FAN Forum and the FAN Working Groups.

4.2To be the ‘face’ of FHSE and have a strong commitment to developing productive and enabling relationships with partners and members.

4.3To cultivate partnerships with all of the BFI’s strategic partners (Independent Cinema Office, Cinema For All/British Federation of Film Societies, Cinema Arts Network, Into Film – the national education agency for film and children and young people) and with other organisations in the film production, distribution and exhibition sector (Creative England, Film Distributors Association, Cinema Exhibitors Association).

4.4To cultivate strategic alliances with local, regional and national cultural partners (e.g. local authorities and cultural agencies such as Arts Council England and the National Trust).

5.To lead on all financial, monitoring and evaluation activities related to FHSE’s progress against its strategic aims.

5.1Take responsibility forFHSE’s monitoring and evaluative processes both for its own activities and those organisations that benefit from ‘investments’ through its award schemes.

5.2To author quarterly evaluation, monitoring and financial reports for the Management Board and the BFI.

5.3To assess the impact of FHSE’s activities through routine data collection and analysis.

5.4To author an annual report for the Management Board, the University of Brighton and the British Film Institute, analysing the nature and effect of FHSE’s work highlighting the successes and any challenges faced by the FHSE and the network over the course of each year.

6.To oversee and direct the work of the FHSE staff (Administrator), the Audience Development Producers (ADPs), and any other contracted staff, both fixed term and freelance.

6.1To lead, in conjunction with the University’s Human Resources department, all recruitment of posts for the FHSE, including fixed term, contract or freelance work.

6.2To set schedules, deadlines, workflow practices for all working within FHSE.

6.3To work closely with, oversee and direct the Administrator to prioritise appropriate work objectives, devising appropriate schedules and workflows, and working to ensure that all targets are met.

6.4To work closely with, oversee and direct the work of the Audience Development Producers (ADPs) in ensure that it is shaped by FHSE’s strategic objectives.

6.5To work closely with and direct the work of all contracted staff working for the Hub, both fixed term contract and freelance.

Selection criteria:

Essential:

Knowledge/qualifications:

A higher degree or equivalent evidence of high-level understanding of a relevant academic area and/or context; a high level of analytical, communication and problem-solving ability with demonstrable knowledge and competence in the following areas:

­Proven experience of developing and implementing effective systems and procedures.

­A detailed understanding and conceptual knowledge of either the film exhibition sector and/or the creative and cultural sectors.

­Experience of providing project development expertise and advice to a range of stakeholders.

­Experience of successfully leading and managing projects that can deliver results under financial and time pressures, including high-level partnership working.

­Sound competency and experience of financial management and an ability to write informed reports for senior managers.

­Sound understanding of the full range of marketing tools, including web and social media.

  • Experience of leading film or cultural audience development projects.
  • Significant work experience within the film industry, ideally film exhibition.
