This is work supervising Regulatory Analysts. The primary duty of the employee(s) in the position(s) allocated to this class is to spend the majority of time communicating with, motivating, training and evaluating employees, planning and directing their work; and having the authority to hire, transfer, suspend, layoff, recall, promote, discharge, assign, reward or discipline subordinate employees or to effectively recommend such actions.

  • Motivates employees to improve the quality and quantity of work performed.
  • Plans work loads, work flows, deadlines, work objectives and time utilization with employees.
  • Evaluates employees through establishing evaluation criteria and responsibilities and meeting regularly with employees to ensure the established criteria are met.
  • Trains employees in methods for performing an effective and efficient job.
  • Communicates on a regular basis with employees both individually and in staff meetings.
  • Directs the work of employees to ensure best use of time and resources.
  • Reviews work of subordinates for technical accuracy, adequacy of professional judgment and treatment of unusual or complex problems.
  • Applies technical knowledge and regulatory knowledge to supervise the planning and conduct of research, audit, and analytical work.
  • Evaluates regulatory related training deficiencies, prepares and implements local training programs, and recommends formal training to correct these deficiencies.
  • Prepares and presents expert technical testimony and reviews prepared testimony of subordinates.
  • Confers and corresponds with the Commission and regulated company officials concerning the results of research, audit, analysis, or other regulatory matters.
  • Finalizes audit services requests.
  • Initiates show cause investigations.
  • Interprets system of accounts.
  • Makes recommendations to the Commission on pricing and accounting policies.
  • Supervises and participates in analyzing revenues and expenses of companies seeking rate changes.
  • Supervises the maintenance and reviews of company tariffs.
  • Drafts rules on matters relating to financial analysis of regulated companies.
  • Coordinates financial related activities with other Commission personnel in matters affecting rates of regulated companies.
  • Supervises and prepares analyses and recommendations for the board on hospital financial reports and budgets.
  • Attends hearings, and serves as advisor to the Board in proceedings involving hospital budgets and reports.
  • Supervises and coordinates the issuance, processing, and filing of hospital assessment reports and payments.
  • Consults with hospitals on technical questions and compliance issues related to the assessment program.
  • Conducts investigations of consumer complaints dealing with hospital charges.
  • Supervises and conducts field investigations and audits of hospital finances and operations.
  • Provides information and consultation concerning board regulations and programs to hospital trustees, administrators, controllers, and legal representatives.
  • Provides technical consultations to the hospitals on financial reporting and accounting systems and related health care cost containment issues.
  • Represents the Board at legislative hearings, conferences, and other meetings related to hospital containment.
  • Performs related work as required.
