Community Choice Aggregation En Banc Hearing

The California Public Utilities Commission (CPUC) will hold a Community Choice Aggregation (CCA) En Banc hearing on February 1, 2017. CCAs are local governmental entities authorized by statute to procure electricity on behalf of their customers, delivered via the investor-owned utility transmission and distribution system. CCAs have been expanding and are expected to continue to expand. This creates regulatory questions including: What entities will be responsible for electricity procurement, contracting and reliability in the future? Are there likely to be stranded utility assets? How will CCA expansion impact regulatory oversight of environmental and public purpose programs? The En Banc hearing will assemble a diverse panel of experts to consider these and related issues. An agenda and a staff issue paper will be available before the En Banc hearing.

Although a quorum of Commissioners and/or their staff may be in attendance, no official CPUC action will be taken at this event.

Commission Decision 16-06-008 (“the Decision”) resolves issues related to customer authorization for the utility to share data with third party Demand Response providers. This includes completing the Customer Information Service Request Demand Response Provider Form (CISR-DRP Form) in paper form or through a “Click-Through” process.
Pursuant to the Decision, the utilities held working group meetings to “develop a consensus proposal to streamline and simplify the direct participation enrollment process, including adding more automation, mitigating enrollment fatigue, and resolving any remaining electronic signature issues.” (See Ordering Paragraph 9, D.16-06-008).

The morning session will focus on examining the obstacles and challenges to resolving GRC proceedings in a timely manner within the current Rate Case Plan framework. Proceeding A.12-08-007 is providing direction to the Statewide Marketing, Education and Outreach program known as “Energy Upgrade California.” Decision 16-03-029, from September, 2016, states “…we endorse and establish a collaborative, record-based process to be followed by the statewide implementer, local program administrators, and other stakeholders to develop the five-year ME&O Strategic Roadmap and Annual Joint Consumer Action Plans. We direct the statewide implementer and other stakeholders to ensure that this process results in final “deliverables” including: (1) revised strategies to implement the adopted short- and long-term goals of the program; (2) revised measurable objectives to determine success in implementing the strategies; (3) specific metrics to be used to evaluate the progress and success of the program; and (4) the five-year Strategic Roadmap and the first Annual Joint Consumer Action Plan.” A competitive RFP process led to the selection of DDB as the implementer for Statewide ME&O as of January 1, 2017.
On November 29, 2016, the Commission held an initial workshop to present evaluation results, and to initiate a discussion regarding vision, strategies, objectives, and metrics for the program. The focus of the January 12, 2017 workshop will be the development of the 5 year Strategic Roadmap and the integration between statewide ME&O and that implemented by program administrators. This will be followed by a third workshop on February 8, 2017, to discuss the 1 year Joint Consumer Action Plan. Energy Division staff convened the Integrated Resource Planning (IRP) Modeling Advisory Group (MAG) to ensure the modeling work undertaken by Energy Division and by individual LSEs as part of the 2017 IRP process is performed in a manner that is as transparent and objective as possible. Participation is open to the public on the condition that the ground rules detailed in the advisory group charter are observed.

NOTICE OF DRAFT RESOLUTIONS(Pursuant to PU Code § 311(g))

The ALJ Division has prepared Resolution ALJ-335 for the January 19, 2017, Commission Meeting. This resolution resolves the appeal of Citation No. CPED FC-834 issued to J&I Transportation LLC, doing business as (dba) Apollo Shuttle VIP Transportation Services (Apollo) by the California Public Utilities Commission’s Consumer Protection and Enforcement Division Citation No.CPED FC-834 issues a fine of $4,000 for fiveviolations (15 counts) of the Public Utilities Code and the Commission’s General Orders 157-D and 158-A during the period of January 1, 2016 through May 9, 2016. The citation is sustained. Recovery of $2,000 is suspended provided that Apollo does not receive any future violations in the next 36months. The amount that is now due and payable is $2,000. The Energy Division has prepared Draft Resolution E-4817 for the January 19, 2017, Commission Meeting. This Draft Resolution approves, with modifications, the proposal of SCE, SDG&E, and PG&E, to create an auction mechanism for demand response capacity, called the Demand Response Auction Mechanism.
