Item 4: Mathematics Subject Matter Committee
A. Election of Vice Chair (Action)
Nominations for Vice Chair of the Mathematics Subject Matter Committee (Mathematics SMC) will be accepted and an election conducted.
B. Establish Goals for 2013 (Information/Action)
Review of Goals for 2012:
  1. Provide guidance and support for the 2013 revision of theMathematics Framework for California Public Schools, Kindergarten Through Grade Twelve.
  2. Recommend to the State Board of Education guidelines to inform the work of theCurriculum Framework and Evaluation Criteria Committee.
  3. Recommend Curriculum Framework and Evaluation Criteria Committee (CFCC) applicants for appointment by the State Board of Education.
  4. Support the implementation of the CCSS for Mathematics.
Proposed Goals for 2013
  1. After the first 60-day public review and comment period, make additional edits to the draft Mathematics Framework.
  2. Recommend to the State Board of Education the 2013 Revision of the Mathematics Framework, which will then be posted for a second 60-day public review and comment period.
  3. Conduct the 2014 Mathematics Instructional Materials Primary Adoption, including:
  1. Recommending Instructional Materials Reviewers and Content Review Experts to the State Board of Education
  2. Facilitating the training for reviewers
  3. Facilitating review panel deliberations
  4. Finalizing recommendations for adoption to the full Instructional Quality Commission
  5. Assisting in presenting the recommendations to the State Board of Education
C. The Mathematics Framework for California Public Schools, Kindergarten Through Grade Twelve (Mathematics Framework), 2013 Revision (Information)
The draft Mathematics Framework and online survey were posted for the first 60-day public review and comment period on April 17, 2013. The Curriculum Frameworks and Instructional Resources Division (CFIRD) staff will report on the comments received to date.
At its June 26 and July 12 meetings, the Mathematics Subject Matter Committee (MSMC) will review comments received from the field and develop recommended edits to present to the full Instructional Quality Commission (IQC). The full IQC will meet on July 30 to take action on the recommended edits and to recommend adoption of the draft Mathematics Framework to the State Board of Education.
D. 2014 Mathematics Instructional Materials Primary Adoption (Information/Action)
1. Review of Actions From the April 19 and 29, 2013 Meetings (Information)
On April 19, 2013, the MSMC recommended that the SBE approve 30 additional reviewers for the 2014 Primary Mathematics Adoption of Instructional Materials. On April 29, 2013, the MSMC recommended that the SBE approve additional reviewers and content review experts for the 2014 Primary Mathematics Adoption of Instructional Materials. The details of the April 29, 2013 meeting will be included as an addendum in the Red Action Folder on the morning of May 10, 2013.
2. California Code of Regulations, Title 5 (Information)
Commissioners were asked to review the California Code of Regulations, Title 5, as they pertain to IQC roles and responsibilities in the adoption process. Tom Adams will review these regulations with the committee.
3. Preparation for Training (Information)
We would like to remind the Commissioners to plan to attend the June 17–21, 2013 reviewer training and September 10–14, 2013 deliberations in Sacramento. Commissioners will train and then facilitate their review panel’s deliberations, including helping the panel reach consensus on a recommendation to adopt or not adopt the instructional materials reviewed and the completion of a report of findings to justify the panel’s recommendations.
4. Subject Matter Committee Meeting in May (Action)
The CDE staff will assign IMRs and CREs to panels on May 16, 2013, following the submission of publisher programs for the 2014 Mathematics Primary Adoption. The Mathematics Subject Matter Committee will convene a conference call on May 21, 2013 to review those panel assignments and assign IQC members to facilitate the panels.
