APPROVED MINUTES OF THE 13TH SEDM-CC MEETING

TIRANA, 29SEPTEMBER 2005

The 13th SEDM-CC Meeting was held in Tirana on 29SEPTEMBER 2005. The following annexes are attached to this document.

ITEM I.ADOPTION OF THE AGENDA (CHAIRMAN)

The proposed agenda was adopted (See Annex A).

ITEM II.UPDATE ON SEDM-CC ACTIVITIES (CHAIRMAN)

The Chairman gave an outline of SEDM-CC activities since the last meeting.

ITEM IIIUPDATE ON SEDM-CC AND PMSC CHAIRMANSHIP AND COMSEEBRIG HANDOVER/TAKEOVER CEREMONY (PRESENTED BY CHAIRMAN, AND ROMANIA).

The Chairman and Romaniagave an overview of Handover/Takeover Ceremony of SEDM-CC and PMSC Chairmanship and COMSEEBRIG.

ITEM IV.UPDATE ON SEEBRIG ACTIVITIES (COMSEEBRIG)

COMSEEBRIG extended his gratitude to the former COMSEEBRIG for his efforts and assured that SEEBRIG is taking all necessary measures in order to be ready for deployment in a Peace Support Operation.

COMSEEBRIG presented a record of SEEBRIG activities since the 12thSEDM-CC Meeting and informed on the important activities accomplished stated herein below: COMSEEBRIG gave a situation report on the exercise COMBINED ENDEAVOR; CETATEA 05 and STAFFEX 05. He also underlined other activities and visits conducted from HQ SEEBRIG, including RECCE mission in Afghanistan 03-10 September 05 and High Level Experts Meeting conducted in Constanta on 20-21 September 05.

In order to not compromise the mission, and at the urging of MPFSEE Nations COMSEEBRIG will continue with its planning and preparations for an ISAF Mission.

ITEM V.UPDATE ON SEESIM PROJECT

STATUS REPORT ON EX SEESIM-06 (PRESENTED BY ROMANIA AND FYR OF MACEDONIA[*])

Romania and FYR of Macedonia* as co-hosts, gave a status report on EX SEESIM-06 and outlined the action plan and timeline of EX SEESIM 06. Theyheld two meetings: Pre-Concept Development Conference, on 19-21 April, Bucharest, Romania and Concept Development Conference on 20-22 September, Skopje developed the SEESIM-06 Terms of Reference (TOR), the time frame for the future, and issue it to the Nations for their approval in due course.

The next meeting, Initial Planning Conference, will be held on14-17 February 2006, Bucharest, Romania.

ITEM VI.UPDATE ON SIMIHO PROJECT (GREECE)

Greecegave an update on the SIMIHO project and delivered copies of the MOU to the participants. Copies of the MOU weredelivered to SEDM representatives together with the SEDM-CC minutes. (Annex D)

Following the update, Romanian representative stated that there are some comments on the MOU.

The SEDM-CC requested Nations to send their comments on the MOU to the SEDM-CC Secretariat, NLT 10 October. The comments will be processed in order to finalize the MOU at the SEDM-CC level, before the next SEDM MoDs meeting in December.

ITEM VII.STATUS REPORT ON CBSC PROJECT (CROATIA)

Croatia presented an update on CBSC project.

Croatiahas held two meeting, already. The 5th Working Group meeting on 18-19 May, Zagreb, Croatia, and the meeting on Non-Proliferation of WMD, held on 17-18 September, Dubrovnik, Croatia.

Croatia has proposed to invite the parliamentarians of SEDM Nations to the 6th CBSC WG meeting on 16-17 Nov 2005 in Zagreb/Croatia.

ITEM VIII.UPDATE ON SEEDIRET PROJECT INCLUDING THE NATIONAL VIEWS ON THE FUTURE OF THE PROJECT (BULGARIA)

Bulgaria presented an update on SEEDIRET project, and Nations expressed their will to continue and promote the project.Bulgaria proposed to hold a meeting on 21 October in Bulgaria to discus on the future of this initiative.

Taking into account the request raised by the Working Group Chairman in 2004 to close the “South Eastern Europe Cooperation on armaments, defense industries, research and technology” (SEEDIRET) Initiative, considering the limited participation and the lack of interest showed by Nations toward the Working Group activities, Italy requested to evaluate the future of the Working Group at the next SEDM–CC meeting scheduled in March 06.

ITEM IX.APPROVAL OF THE AGENDA FOR THE MOD MEETING, WASHINGTON, O5-07 DECEMBER 2005 (CHAIRMAN)

The Agenda for the MOD Meeting to be held in WashingtonDCon 05-07December 05 was revised and approved (See Annex-C).

ITEM X.MOD MEETING – ORGANIZATIONAL DETAILS (US)

US presented the organizational details of the MOD meeting to be held in WashingtonDC on 05-07December 2005.

US requested SEDM Nations to inform the national POC, in due course, about the scope of their delegations to participate in the MOD meeting NLT 25 October 05.

Nations are invited to present, during the MOD meeting in WashingtonDC, their proposals concerning the date and venue of MOD meeting in 2006.

ITEM XI.DISCUSSION OF THE WAY AHEAD OF THE MEMBERSHIP OF UKRAINE TO SEDM PROCESS (PRESENTATION BY THE CHAIRMAN)

The SEDM-CC asked Ukrainedelegation to send an official letter to explain their position regarding onfull membership in SEDM process, NLT 10 October 05. Ukraine will inform the SEDM-CC in the near future on its timeline for joining the MPFSEE.

ITEM XII.ANY OTHER BUSINESS

Slovenia stated that is not interested to fill slots in CE.

ITEM XIII.DATE OF THE NEXT MEETING

The SEDM-CC agreed to hold its next meeting in Tirana on 16 March 06.

ITEM XIV.APPROVAL OF THE MINUTES

The SEDM-CC approved the minutes of the 13th Meeting of SEDM-CC.

Before closing the meeting, the SEDM-CC Chairman expressed his gratitude to all nations, COMSEEBRIG and his staff and NATO officials for the excellent cooperation and strenuous efforts to bring the SEDM process further.

The Chairman of the SEDM-CC wished success to the new Commander of SEEBRIG in his tour of duty.
