Mayor Thorpe called the regular monthly meeting to order at 5:30 PM with Council members Belmore, Fuher, Meidinger and Reis present.

Absent: Maunu

City Employees present were: Police Chief Knutson, Attorney Kelly, Public Works Director Flynnand Auditor Middlestead.

Also present: Newspaper reporter was not present.

Agenda additions: None.

Minutes: Motion by Belmore, second by Meidinger, to approve the minutes of the June13, 2016, Regular Council meeting and the June 28th reorganizational meeting. All members present, aye. Motion approved.

Operating statement: Motion by Reis, second by Belmore, to approve operating statement as presented. All members present, aye. Motion approved.

Bills: Motion by Reis, second by Meidinger, to approve the bills as presented. All members present, aye. Motion approved.

Delinquent accounts: T. Beckius, S. Arion, M. Metcalf, T. Browning, J. Haakenson, Nationstar Mortgage Co., M. Fergal, M. Masset, J. Beal, R. Kosse, T. Blondo, B. Taylor, D. Tressel and Witte Custom.

Raffle Permits: Motion by Belmore, second by Fuher, to approve the following Raffle/Bingo permits:Ellendale Quarterback Club and Ellendale Fire Protection District. All members present, aye. Motion approved.

Police Chief Knutson reported on the police activity for the month of June. Chief Knutson received several quotes on various police rated vehicles. Council tabled police vehicle discussion to next month’s meeting. Notifications have started to be sent to vehicle owners with unlicensed/expired plates.

Council member Maunu is now in attendance.

Public Works Report: Flynn presented a report for the monthly jobs completed in June. Discussed pipes from master lift to lagoon may need to be evaluated for corrosion. Flynn will do further investigating on this situation. Received quotes from Casey Molan to install concrete gutters on 5th St N/2nd Ave N; and 3rd Ave N/Hwy 11. Discussed another location with concernsat 4th St S/Hwy 281. Motion by Reis, second by Fuher, to approve Casey’s Concrete proposal #19 for $1,900 at 5th St N/2nd Ave N; and to request a quote on 4th St S/Hwy 281 with a cap of $1,500 along with the approval from NDDOT. All members present, aye. Motion approved.

Building Inspector Report: None

Building Permits: Motion by Reis, second by Meidinger, to approve the following building permits: D. Aman – move shed to 420 5th Ave S; D. Stebner – Shingle, siding, overhead door and 16’ addition to building at Bell’s Addition; and B. Jacobson – remodeling/demo at Crabtree Prairieview Addition. All members present, aye. Motion approved.

Discussed unexpired 2 year term vacancy; 15 day waiting period will expire July 12th. Council decided to appoint at the August meeting.

Approve subdivision of Lot 1, Block 6, Ellendale Acres. Motion by Reis, second by Belmore, to grant a variance to subdivide Lot 1, Block 6 of Ellendale Acres. Roll call vote: All members present, aye. Motion approved.

7th ST S improvement: Tabled to next month to get more exact measurements.

Transfer: Motion by Fuher, second by Reis, to approve the transfer of $29,074.01 from ambulance fund to ambulance replacement fund. All members present, aye. Motion approved.

Main St. Properties: No current discussion.

Fire Hall Roof: No new information.

Ellendale Acres: Dollar General land transaction closed on June 29, 2016.

Next regular meeting will be August 8that 5:30 PM.
