2.1 EDUCATIONAL ADMINSTRATIVE STRUCTURE

The following diagrammatic representation of the academic and administrative structure that exists in district is given bellow. There exists close links between the various levels of structure.

Education Department is in the purview of Zilla Panchayat, Koppal. The Educational Administrative machinery is headed by DDPI [Administration] and is assisted by a team of 1 Education Officers, 5 Subject Inspectors and 1 Superintendent of Physical Education. Apart from this, there is ministerial staff for planning, establishment, Grant-in-Aid, Court cases, etc,.

Block Level:

At educational Block level Block Education Officer heads the block. Educational Co-Ordinators and Office staff assist this office. The administrative issues like teacher transfers, implementation of the state and centrally sponsored schemes are handled by block education officer.

ModelSchool / ResourceCenter :

EBB blocks are established with model schools / resource centers. The main work of these are preparing the training modules, conducting trainings, evaluation and analysis of the trainings. Apart from these it will train the block level master trainers, they intern impart a training at school / block level. Conduct the training to improve quality of secondary education resulting in enhanced intellectual, social and cultural learning.

The model school is headed by Principal and 8 subject experts will assist him. The model school will have all facilities to conduct training residence and non residence. To ensure that all students pursuing secondary education receive education of good quality.

Community Involvement:

The community is involved in the following activities: In school/habitation level planning; In Enrollment drives; Fixing the agency and Monitoring civil works under SSA.; Implementation of all the programmes under SSA.; Involvement in awareness campaign.; In adopting the school/part of the school like supplying sports materials, donating the land, etc.

Apart from this as per new guideline from the MHRD all the public representatives of the district become the de-jure standard for monitoring the departmental activities especially the SSA activities. There are totally 105 such persons are there at district level.

School Level:

At the school level there is School Development and Monitoring Committee [SDMC], which is headed by the parent elected member. The head master is the member secretary of the committee. This committee oversees the physical as well as academic development of the school.

In order to achieve the UEE, above setup is necessary. As the Education department is the second biggest in the state. Apart from the above set up the department taken the help of other sisterly concerned governmental and non-Govermental departments.

2.2 EDUCATION FACILITIES AT ALL LEVELS (PRE PRIMARY, PRIMARY, HIGHER PRIMARY,TECHNICAL EDUCATION)

The educational data is helpful in identifying the gaps and targets / goals to be reached in attaining the universalization of elementary education by 2010. The undeniable point of the fact is that the number of educational institutions along with other factors adds to the increase in the enrolment of the children. The educational facilities of the district in 2008-09 are as follows:

In total education department schools, 360 are lower primary schools and 493 are upper primary schools, there are 90 SSA schools are opened since 2001-02, total number of elementary schools in district is 943 and remaning 4 are KGBV schools. Totally Education department school is 947. Education department covers 88.10 percent of elimentary schooling facility.

Out of 1169 schools 10 are aided schools and which covers 1.23 percent of elementary schooling facilities.

There are 1169 schools are in Koppal district out of which 530 are lower primary schools and 639 are upper primary schools among this 45.33% of schools are lower primary schools and 54.66% of schools are upper primary schools.

Number of 8th upgraded schools :

Under SSA 191 schools are upgraded to 8th standard. Due to availability of the high schools nearby only 188 schools are running 8th standard. The details are as follows ;

High Schools :

In this district earlier to the implementation of DPEP & SSA the High schools (higher secondary schools) are having the standards from 8 to 10th. The block wise scenario of number of high schools is provided in the table.

There are 219 High Schools are functioning in the district, out of which 126 are govt. 11 social walfare &BCM department 24 are aided, 57 are unaided and one is other institution. (Jawahar Navodaya vidyalaya in Yelburga Tq) 57.53% of schools are Govt. schools. 0.05% of schools are Social Welfare , 10.95% of schools are aided. 26.02% of schools are unaided and 0.48% of schools are other schools providing Secondary Education.

Enrollment :

Next to health department, education department is very huge and important department in the society. Quality with equity is the main focus of the present day need. But the problems of enrollment cant be neglected. All these problems have attempted in a holistic manner. Enrollment statistics, review one side of the picture of the coin and the other side of the coin, it gives the idea of the out of school children and other indicators viz. GER, NER etc. Universal Enrollment is first and for most step of EE/SSA.

26.36% of the habitations are having either aided or unaided secondary schools. Rural habitations are having less no. of secondary schools compare to the urban. All four EBB blocks are least addressed in regard to secondary schools.

There are 1197 teachers are working in High schools out of 1431 sanctioned posts under Education Department, Social welfare and Private aided. 234 vacancies are existing in the district. It will be filled in new recruitments.

School Aged Population:

Valuable insights in to the access, retention and related indicators are possible with proper data’s. DISE, MIS, children census and population census will provide disaggregated data for further studies. However the single age wise data especially for the age 14+ to 15+ is very curial. More sincere effort has to be taken to project the single age group. All important education indicators are based on these particulars. The age wise population for all category is projected for Block wise in the following table. The base year 2008 children survey data is taken for the projection.
