73 YRS OLD CRIMINAL LAWYER MASTER MIND IN THE ART OF VEHICLE THEFT ARRESTED

HIGHLIGHTS:-

  • One accused namely Dhani Ram Mittal arrested.
  • One stolen Maruti Zen No. DL-2CK-8677, one stolen Pulsar Motor cycle No. DL-8SAA-3104, one Maruti 800 CC, HR-16C-9966 used in the commission of crime, one Santro car, DL-8CG-0610 Santro used for the commission of crime recovered.

BRIEF FACTS:-

Dhani Ram Mittal S/o Ami Lal R/o 1013 Mohan Nagar Sonepat Haryana, a notorious cheat, master mind in the art of vehicle theft previously involved in 90 motor vehicle theft & forgery has been arrested by the staff of police station South Rohini, Outer Distt, on 14.06.2012 with a stolen car.

INCIDENTS:-

On 14/06/2012, an information was received at police station South Rohini that Dhani Ram Mittal Age 73 yrs a notorious cheater & master mind in the art of vehicle theft is likely to come in the area with a stolen car to take away an out of order car No. DL-8CG-0610 parked in B-6 Sector-3 Rohini. Acting on this information a team comprising HC Sitender Pal No. 465/OD, HC Mangal Singh No. 996/OD and Ct. Pushpender No. 2533/OD was constituted under the close supervision of Inspr. Jai Parkash SHO/South Rohini under guidance of Sh. Ved Parkash ACP/Rohini and vehicle checking was started near M2K Cinema complex with the help of barricades. At 12.10 PM a golden colored Maruti Zen No. DL-2CK-8677 came near the barricades which was stopped for checking on being pointed by secret informer, the driver of this car named Dhani Ram Mittal S/o Ami Lal R/o 1013 Mohan Nagar Sonepat Haryana was apprehended. He disclosed on interrogation that this particular car was stolen by him from the area of police station Paschim Vihar around 15/20 days ago. On verification the Maruti Zen No. DL-2CK-8677 was found stolen from the area of PS Paschim Vihar vide FIR No. 119/12 u/s 379 IPC. Accordingly Dhani Ram Mittal has been arrested u/s 41.1 Cr.P.C and on his instance a motor cycle No. DL-8SAA-3104 stolen from the area of police station North Rohini has also been recovered. Two old cars having registration No. HR-16C-9966 Maruti 800 CC and DL-8CG-0610 Santro used for the commission of crime have also been recovered.

INVESTIGATION:-

During sustained interrogation accused Dhani Ram Mittal disclosed that he was born in the year 1939 in a town named Tosham in Distt Bhiwani of Haryana. He did his B.Sc in 1st class from Vaish College Rohtak and also did a diploma in hand writing and graphology. He started working as Munshi to various advocates and also graduated in law in 1970. He started his practice in the local court of Distt Rohtak. He is previously involved in 89 cases of cheating, forgery and motor vehicle theft. He started committing crime in the year 1964 in Rohtak.

He disclosed that he usually parks his car near another car for the purpose of stealing that car. He starts the target car by master key and if caught red handed then on the pretext of his old age, he feel sorry to the person concerned and tells concocted story that this has happened by mistake and shows the car already parked by him. In this way he gets away and avoid being caught by the public or the police. He used to make recee of the parking lots near various court complexes and target the old cars which have old/ used locks and then take away the vehicles with the help of master keys mostly in day time, from the parking lots. He usually sell these stolen vehicles after preparing all required documents. Dhani Ram had access to local RTOs through touts operating out side transport authorities and used to get photo copies of the RCs and then used to forge the signature with his skills obtained while presuing the diploma of hand writing expert from Kolkatta.

He told that in the late 1970s, he had forged an order for compulsory leave for a Distt Judge at Jhajjar in Haryana. He then prepared a forged appointment letter for himself and presided over the Distt Court for 40 days before his bluff was called, though this is still being verified.

Subject :- Regarding installation of CCTV Cameras in the area of Police Station Hauz Qazi by Market Welfare Associations : A Public – Police Initiative.

With the joint efforts of the various Traders Associations of Hauz Qazi and the local police, almost entire area of the police station Hauz Qazi is going to be under surveillance through Close Circuit TV Camera system which will help in recording the activities from not only law and order & crime point of view in this crowded and communally sensitive area.

On the pursuance of the senior police officers, this project has been initiated with the RWAs/MWAs and the prominent Traders Associations namely Paper Merchants’ Association (Regd.), Delhi Iron and Hardware Merchant's Association (Regd.), Delhi Steel Tools and Hardware Traders Association (Regd.), and Rubber and Plastic Dealer Association have played an extremely important role to make this pioneering project, a reality. This project was given to Shakha Security Solution Chawari Bazar. Although it was very difficult to install the cameras in the sub-lanes of market due to already existing heavy wiring, but they have completed the project expeditiously.

In the first phase they have installed 23 Cameras (4 PTZ, 19 fixed). These cameras have been installed at all strategic points in the market area of Chawari Bazar, Sirkiwalan, Ajmeri Bazar, Peepal Mahadev Market etc. in consultation with local police so that any important activity/event can be noticed at first instance. Total expenditure for installation of the cameras is approx. 10 lac and this expenditure has been borne by these various market associations of Police Station Hauz Qazi area.

The CCTV Control Room will be inside the police station complex which will work round the clock. It is hoped that this project will prove to be extremely helpful in nabbing the criminals and checking the criminal activities in this area apart from maintenance of Law & Order.

The project will be inaugurated on 15.06.12 at 1700 hrs. at P.S. Hauz Qazi complex by Shri Devesh Chandra Srivastva, IPS, Addl.CP/Central District in presence of prominent persons PRO/Delhi Police and respectable citizens of the area

ALERT COPS NABBED TWO PICK-POCKETS RED HANDED

STOLEN PURSE CONTAINING RS.1,500/- AND OTHER DOCUMENTS RECOVERED

With the arrest of two desperate “Pick-Pockets’ red handed namely Rahul (aged 20 years) s/o Ramesh r/o Jhuggi No. S-83/104, Road No. 3 Indra Camp, Malviya Nagar, New Delhi and Bunty @ Vicky (aged 22 years) s/o Ombir r/o Vagabond, Delhi, the staff of PS Defence Colony, South District has set an example of spontaneous response and quick action while performing active law & order arrangement duties.

INCIDENT &TEAM :

In view of the existing threat perceptions at the hands of terrorist outfits and possible strikes at vulnerable places in South District adequate staff was deployed to cover up the important places, crowded markets, malls, cinema halls, hospitals, bus stands, etc. Specific instructions were given to the staff to remain visible, vigilant and alert till late at night on 14.06.12. Besides, checking of vehicle was also started by setting up special pickets.

Similarly, PSI Bijender Singh and Ct. Pawan Kumar No. 2012/SD were also detailed in the area of Andrews Ganj to conduct patrolling. At about 8.30 PM, when they reached near bus stand Andrews Ganj, they saw that some passersby were chasing two boys and they all were shouting at them. The patrolling staff smelled something fishy, thus they also chased both the boys and after a long chase for about 6-7 minutes, though the boys tried to dodge the police at various curve roads, the staff finally nabbed both the boys. During enquiry, it came to know that they had stolen a purse containing Rs. 1500/-, Voter I-Card and other papers of the victim who was also chasing them, which was recovered from their possession. Subsequently, a case vide FIR No. 69/12 dated 14/06/12 u/s 379/411 IPC PS Defence Colony was registered on the complaint of Sh. Hem Raj Yadav r/o A-84, Amrit Puri, Garhi, New Delhi and investigation was taken up.

INTERROGATION & PROFILE OF ACCUSED:

During interrogation, it was revealed that both accused persons have past criminal backgrounds and involved in pick pocketing in the running buses for the last two years but they were never apprehended red handed. They are school dropouts and having no permanent job for survival. They are chronic alcoholic but since they don’t have any regular source of money, they used to commit petty thefts and commit pick pocketing in the running buses. Their main target is overcrowded buses, where they can easily target the passengers.

Purse of the complainant containing Rs. 1,500/-, Election Voter Card and some visiting cards.

With the arrest of a person Krishan Kumar Dahiya (aged 40 yrs) S/o L.S. Dahiya R/o H-209A, Raj Nagar Palam Part-II, Palam Colony New Delhi, PS Dwarka North,South West District Police has worked out a case of extortion. The nature of the case created unrest in the society and further enquiries into the matter had indicated the seriousness of the case. This led to roping in of the available resources of Sub-Division Dwarka and never tired approach of the SHO Dwarka ultimately led to the arrest of the accused in short span of time.

GIST OF THE CASE

Complainant Sh. Kanwal Kumar S/o Prathavi Raj R/o A-1 172 Janak Puri, Delhi reported that he is in a business of real estate. Of late, he has hired a space for office in Metro Station Sec.12. in order to execute the work of construction for a Mall at plot No. 5 District Centre, Sec-12 Dwarka. On 12/6/12 at about 4:00PM, one Krishan Dahiya along with his associates intruded in his office and threatened that this land belongs to him and the construction cannot be started without his consent. Further he extended threats that he is a local goon and eliminates a person for only Rs.100, so the complainant will have to pay Rs. 50 lakh, if he desires to work in the area. After some time, they went away, but they kept issuing threats on the mobile of complainant and his partner and demanded Rs.50 lac. Accused were so smart that they erected a board in front of the office of the complainant in order to stop the construction work instantly. Upon this a case FIR No. 141/12 u/s 387/452/506/34 IPC was registered at Police Station Dwarka North and investigation started in right earnest.

TEAMs AND EFFORTS

At the outset, whole incident was analyzed and prospective motive of crime was discussed. Sensing the gravity of matter a dedicated team comprising Insp. Naresh Kumar, SHO, SI Sandeep, ASI Jai Singh, HC Bijender Kumar No.32/SW , Ct. Jaffar No. 809/SW, Ct. Sdhir No. 2154/SW, Ct. Raju Ram No. 1946/SW and Ct. Parveen No. 1608/SW was formed and investigation was started on various angles. Possible hideouts i.e Dwarka, Palam Vihar and Bahadurgarh were raided but the accused Krishan narrowly escaped from the dragnet of police Finally, painstaking and relentless efforts bore fruits and accused was nailed from Dwarka, after a tip off. He was persistently quizzed by different police officers, which resulted in revealing the plot and he pleaded guilty.

INTERROGATION

Accused was subjected to sustained interrogation, initially he gave different statements, but when confronted with hard facts, he could not give any satisfactory reply and broke down. He confessed that he is engaged in the business of real estate but he bore huge lose in the business. Getting no financial help from any relative, he was economically shattered. In order to compensate the lose he resorted to crime.

During interrogation, it has also been surfaced that in the year 1994 accused was nabbed in a paper leak case of SSC. Verification in the context of previous involvements, is being made

Krishan Dahiya(40) s/o L.S. Dahiya r/o- H -209A, Raj Nagar Part-II, Palam Colony, New Delhi, is a graduate and running a office of real state in the area of Dwarka. He originally hails from Kharkhoda, Haryana. He is married and has three children. Of late, he has sustained huge losses in real estate business.

Further investigation of the case is in progress. The staff involved in this good work is being rewarded suitably.
