Purpose / This unit standard is for people working in the scrap metal recycling industry who wish to become a secondhand certificate and/or licence holder under the Secondhand Dealers and Pawnbrokers Act 2004.
People credited with this unit standard are able to demonstrate knowledge of: the Secondhand Dealers and Pawnbrokers Act 2004 for scrap metal recycling; and the stolen metals reporting network.

Outcomes and evidence requirements

Outcome 1

Demonstrate knowledge of the Secondhand Dealers and Pawnbrokers Act 2004 for scrap metal recycling.

Evidence requirements

1.1The purpose of the Act is stated in terms of stolen goods.

1.2The terms ‘scrap metal’ and ‘secondhand dealer’ are defined in accordance with the Act.

1.3Articles traded in the scrap metal industry are identified in accordance with the Act.

1.4Secondhand licence and certification requirements are explained in terms of which sellers of scrap metal are included and which are excluded from being engaged in business as a secondhand dealer in accordance with the Act.

Rangeincludes but is not limited to – days, revenue, transaction types.

1.5Secondhand licence application requirements are explained in terms of individual and company licences.

Rangeincludes but is not limited to – disqualification, waiver of disqualification, checks on applicants, police objection.

1.6Secondhand certificates are explained in terms of who must hold them and eligibility to hold them.

1.7Obligations on secondhand dealer licence and certificate holders are identified.

Rangeincludes but is not limited to – display of certificate, employee records, dealers record, identification, fourteen day retention, labelling, groups of articles, police access to goods, stolen goods.

1.8An explanation is given of holding and losing a secondhand dealers licence that describes expiry, renewal, and cancellation of licences.

Rangeincludes but is not limited to – updating of information, temporary licence.

1.9Offences and penalties relating to secondhand dealing are identified in accordance with the Act.

Demonstrate knowledge of the stolen metals reporting network.

2.1The stolen metals reporting network is explained in terms of where stolen reports originate fromand how they are used.
