MEETING BULLETIN

  1. Schedule of Meeting

1.1.The opening session of the 19th Steering Committee of COSCAP-South Asia will be held at 0900 hours on Tuesday, 26th January 2010 at the Main Conference Hall, “Kotaite Wing” of the ICAO Regional Office, Bangkok.

  1. Eligibility for participation

2.1.The Steering Committee Members, nominees of the Steering Committee Members who are attached to their respective civil aviation administrations and Partners of the COSCAP-South Asia are eligible to attend the meetings of COSCAP-South Asia Steering Committee. In addition, those who have duly been invited by the Chairman, COSCAP-South Asia are also eligible to attend the 19th Steering Committee meeting.

2.2.The Aircraft Operators, Airport Operators, Air Navigation Service Providers and Chief of Civil Aviation Training Centres of the Member States who have received formal invitation from the respective Steering Committee Member of the Member State where their operations are based, can also attend the 19th meeting of the COSCAP-South Asia.

  1. Registration of Participants

3.1.Participants are requested to register for the meeting at the earliest by completing the Registration Form which can be down loaded from the and returning it to the following either by fax on + 94 11 2433393 or e-mail: and .

3.2.Nominations/ Registration Forms of Aircraft Operators, Airport Operators, Air Navigation Service Operators and Chief of Civil Aviation Training Centres should be sent to aforementioned fax number of e-mail address through the respective Steering Committee Member.

3.3.Participants are requested to collect their documentation package for the meeting at Registration Desk at the entrance to the Main Hall of the “Kotaite Wing” of the ICAO Regional Office between 0800 and 0900 hours on the opening day of the meeting. Participants are also requested to wear their identification badge all the time inside the ICAO premises in compliance with the internal security procedures of the ICAO building.

4.2.The daily meeting service is the responsibility of Ms.Sarangtip Sundarachampaka, Administrative Officer, ICAO Regional Office, Bangkok. Secretarial support will also be provided, on request.

  1. Meeting Documents for Distribution

5.1.Provisional Agenda, Tentative Programme and Discussion Papers connected with the Meeting are posted at the COSCAP-South Asia website at

5.2.A printed set of these documents will be made available to the participants on the 1st day of the meeting together with an electronic copy on a CD.

  1. Presentation by Member States

6.1.Each Member State is encouraged to make a PowerPoint presentation of not more than 15 minutes on a matter which is relevant to the State and considered to be important for the deliberation of the meeting.

6.2.The presentation should define the subject matter and expected action by the meeting.

6.3.Member States are expected to forward an electronic copy of their intended PowerPoint Presentation at least by 1000 hrs on the 1st day of the meeting, to the Secretariat.

  1. Location of the ICAO Building

7.1.The ICAO Regional Office is located at 252/1 Viphavadi-Rangsit Road, Ladyao, Chatuchak, Bangkok next to the Petroleum Authority of Thailand (PTT) Headquarters and opposite the Sofitel Central Plaza Hotel. It is located about 40 km away from the Bangkok/Suvarnabhumi International Airport and about 12 km from the Sukhumvit Road, where most of the recommended hotels are located. 7.2.Information about the venue, hotel accommodation in Bangkok, Thailand and other information of interest to the participants could be found on the same webpage mentioned above.

  1. Hotel Reservation

8.1.List of Hotel recommended by ICAO for participants attending ICAO sponsored activities are post in the website mentioned above. These hotels provide special rates for personnel attending ICAO activities. Participants may contact the hotels listed directly by telephone/fax/ e-mail for reservation.

8.2.Due to heavy demand for hotel accommodation reservations should be made as early as possible. The Regional Office would be pleased to assist participants in making hotel reservation, if required. When making reservation, participants should mention that they are attending ICAO Meeting to get the special room rate.

  1. Transport

9.1.Participants are requested to make their own arrangements for transportation from the airport to the city and from their hotels to the venue of the meeting.

9.2.Thai Airways International and Airport Taxi Services operate private limousine services from the airport to downtown Bangkok, at about Baht 1,000 per vehicle. Public taxi service is also available at the taxi stands at the airport. In addition to the fare indicated in the taximeter, 50 Baht surcharge is required to be paid for hiring a taxi from airport to city. The Bangkok Mass Transit Authority operates Airport Bus service to the city centre.

9.3.When departing, the hotel can arrange for transportation to the airport. Public taxis, which are less expensive than hotel taxis, are also available. Most taxis have a fare meter.

  1. Passport, Visa and Custom Requirements

10.1.All foreign nationals entering Thailand must possess valid passports or other valid documents for travel. Visitors from certain countries are not required to obtain visas for a temporary visit not exceeding 15 days.

10.2.It should, however, be noted that the temporary visas issued upon arrival at the airport cannot be extended beyond the period of 15 days except under extraordinary circumstances. It is, therefore, suggested that all participants consider obtaining official visas from the Royal Thai Embassy or Consulate prior to their arrival in Thailand. 10.3.International certificates of vaccination against yellow fever are required if arriving within 6 days after leaving or transiting an infected area.

10.4.There are no restrictions on import of foreign currency. However, if the amount exceeds US$ 10,000 it must be declared on entry. Foreign currencies may be taken out of the country up to the amount imported and declared. Current exchange rate US$1 = Baht 33.50 approx.

  1. Other Useful Information

11.1.Time in Thailand is 7 hours ahead of Co-ordinated Universal Time (UTC+7).

11.2.International credit cards such as American Express, Diners Club, Visa, Master Card, are normally accepted at major hotels and department stores.

11.3.All commercial banks exchange major foreign currencies and are open from 08:30 to 15:30 hours from Monday through Friday. Some banks keep the foreign exchange counter open until 20:00 hours during weekdays. Foreign exchange counters operated by various commercial banks are located at several places in the city and are also open during Saturdays and Sundays and on public holidays from 10:00 to 20:00 hours. To change travellers’ cheques you are required to show your passport.

11.4.Weather in Bangkok is generally hot with high humidity. More weather information can be obtained from the web site of the Thai Meteorological Department: or lightweight clothes and washable cottons will suffice.

11.5.Most hotels add a 10% service charge to the room rate in addition to the government tax of 7%. Baggage boys at hotel expect at least Baht 20. At restaurants, a tip of about 10% is expected unless a service charge has been added to the bill.

11.6.Although the tap water in Bangkok is chemically treated, it is recommended to drink only bottled water and beverages.
