PROFESSIONAL DEVELOPMENT and INFORMATION-SHARING

1999 National Migrant Education Conference

April 24 – 28, 1999

The National Association of State Directors of Migrant Education, in cooperation with the Arkansas Department of Education, is looking for the very best in professional development and information-sharing programs to offer to the expected 1,500 teachers, administrators, support staff and others attending the 1999 National Migrant Education Conference. Proposals from personnel at all levels of Migrant Education are encouraged, as are proposals from other educators, health providers, farmworkers training programs, housing advocates, or institutions of higher learning. The mission of the National Conference is to arrange for the best group of persons who can impart skills, expand knowledge, demonstrate effective practices, or otherwise improve the capacity of participants to serve migrant children and help them succeed in school. Almost any proposal in any format will be considered if it falls within the scope of the three broad areas that encompass the mission of Migrant Education – TEACHING AND LEARNING, ADVOCACY, and COORDINATION – and promises a HIGH-QUALITY learning experience for participants.

Priority will be given to proposals that offer promise of substantive learning experiences, challenging and relevant materials, significant levels of audience inter-action, and interest in cutting-edge strategies. Proposals drawing upon educational research models will be especially valued. Some proposals for 60-minute awareness-level sessions will be accepted, but emphasis will be placed on 90-minute and 120-minute presentations of appreciable depth and comprehensiveness. Proposals for half-day seminars or training in important areas will also be entertained.

Each proposal should clearly address one of the following:

Teaching and Learning

Helping migrant students meet high standards
Successful instructional strategies, particularly for reading and math
Experiential
Research-based / Technology as a tool to improve instruction for migrant students
Alternate programs
Parents as teachers
Assessment strategies

Advocacy

Identification of hard-to-find migrant children and youth
HEP and CAMP
Dropout prevention and retrieval programs
School-to-work transition / Preparation for higher education
Access and equity issues
Leadership
Health issues
Parent empowerment

Coordination*

Interstate and/or intrastate, including
Secondary credit accrual
Student records exchange
Advance notification and other tools for continuity
Interagency / State, district and community, including
Schoolwide programs as they impact migrant students

* Proposals on the coordination theme should involve co-presenters representing the cooperating entities.

SELECTION CRITERIA FOR PRESENTERS AND PRESENTATIONS

CLEAR STATEMENT OF OBJECTIVE(s) – The expected outcome(s) should be explicitly stated; to the greatest particular extent they should be measurable.

ABSTRACT – The description of the presentation must be fully and logically developed. It will probably open with a statement of a particular problem or challenge and a brief description of steps taken to address the matter. It should include some indication of the outcomes of the processes undertaken, and include a description of the techniques the presenter(s) will use to involve the audience to the greatest possible extent. The quality of writing in the abstract will be the most important single consideration in review of proposals.

RELEVANCE – The proposal and presentation should be consistent with the topic areas outlined on the preceding page. The title, objectives and content should be clearly and logically aligned.

INTELLECTUAL SIGNIFICANCE – The proposal should indicate that the presentation would be thought provoking, present challenging concepts and contain engaging and stimulating materials.

INTERACTION – The proposal should outline the extent and manner in which the participants will interact with the presenter(s) and with one another.

OTHER EXPECTATIONS – All presenters are expected to have handouts for distribution to participants and should be prepared to distribute a minimum of 100 sets. Additionally, all presenters must be willing to present at any time during the Conference as scheduled by the Program Committee (workshops are scheduled Monday, April 26, to Wednesday, April 28).

FOR ADDITIONAL POINTS – Bonus points will be awarded to presenters willing to repeat the presentation at least once and for those willing to serve as facilitators for other presenters.
