Title / Supervise asphalt paving construction activities

Purpose / This unit standard is designed for people working in the pavement surfacing industry, towards recognition of competency in the role of an asphalt paving supervisor.
People credited with this unit standard are able to: supervise health, safety, and environmental protection at asphalt paving construction sites; supervise preparations for asphalt paving construction; supervise asphalt paving construction operations; and complete company and contract reporting requirements as an asphalt paving supervisor.

2Assessment against this unit standard must be based on evidence from a workplace context.

3Evidence is required of at least ten job sites. Job sites may include but are not limited to – a wearing course, an open-graded porous asphalt, a stone mastic asphalt mix typeand a structural pavement layer.

4Definitions

Asphalt paving supervisor refers to a person who works in the asphalt paving industry with site responsibility for large, complex jobs, and/or oversight of several smaller jobs at a number of locations simultaneously. The asphalt paving supervisor has a detailed understanding of asphalt paving construction, contract documents and specifications; and, in an asphalt paving context, hasdefined responsibilities for planning and organising construction work, managing site safety, issuing instructions to forepersons and suppliers, team performance and productivity, contract documentation, and quality assurance, with authority to manage operations and make decisions relating to asphalt paving construction.

Company procedures refers to all documented policies, procedures, and methodologies of the candidate’s employer at the time of training including but not limited to those relating to health, safety, environment, quality and operations.

Job requirements take account of site conditions to meet contract specifications, and accord with procedures and work instructions written in quality manuals.

Outcomes and evidence requirements

Outcome 1

Supervise health, safety, and environmental protection at asphalt paving construction sites.

Evidence requirements

1.1Health and safety hazards associated with asphalt paving construction are identified, recorded, and evaluated in accordance with company procedures and legislation.

1.2Adverse effects on the environment associated with asphalt paving construction are identified, recorded, and evaluated in accordance with company procedures and legislation.

1.3The requirements of the site safety plan are communicated to others on site in accordance with company procedures and legislation.

1.4Health and safety hazards are controlled and monitored in accordance with the site safety plan.

Rangeincludes but is not limited to – personal protective equipment, training, hazard identification, safe working procedures.

1.5Adverse effects on the environment are controlled and monitored in accordance with the site safety plan.

1.6Traffic management plans are implemented and monitored in accordance with theCode of Practice for Temporary Traffic Management.

1.7Loading and unloading of plant and materials, and disposal of waste materials, take account of public safety and are in accordance with company procedures and legislation.

Outcome 2

Supervise preparations for asphalt paving construction.

Evidence requirements

2.1Paving plan and work programme is checked against contract requirements in accordance with company procedures.

2.2Material types, quantities, and delivery requirements are confirmed with asphalt production plant in accordance with company procedures.

2.3Locations of ancillary sites, limits of the worksite, work programme, and job instructions are communicated to the workforce in accordance with company procedures.

Rangesite setup, materials handling, work organisation, hazards, logistic support, trouble-shooting, team work, quality control, vacation of site, mix type, thickness and compaction requirements.

2.4Marking and protection of service covers, protection of adjacent surfaces, and roadmarking offsets is checked against company procedures and contract specifications.

2.5Surface preparation is checkedagainst contract specifications.

Rangeincludes but is not limited to – scrub coat, pre-levelling, tack coat, levels and falls, thickness requirements.

2.6Resources are mobilised and deployed in sequence in accordance with company procedures, the paving plan, and work programme.

Outcome 3

Supervise asphalt paving construction operations.

Evidence requirements

3.1Weather conditions are monitored and consequent adjustments are made to work programme as required.

3.2Material use, and plant and equipment use and performance are monitored and recorded in accordance with company procedures.

3.3Resources and sequence of operations are determined in accordance with site safety, quality, traffic management, and paving plans and work programme.

3.4Delivery rate and quantities of asphalt mix meet job requirements and changes in requirements are communicated to the asphalt production plant in time to avoid or minimise the oversupply of mix.

3.5Segregation of hot mix asphalt materials is minimised during activities.

Rangeactivities – load out, transfer to paving machine, paving machine feed, hand work.

3.6Density and shape of compaction is checked against contract specifications.

Rangemay include but is not limited to – compaction equipment, rolling pattern, density testing, specification requirements.

3.7Quality assurance procedures are undertaken and documented in accordance with company procedures and contract specifications.

3.8Extent of work is measured and documented in accordance with company procedures and contract specifications.

3.9Job closure activitiesare carried out in accordance withcompany procedures and contract specifications.

Rangejob closure activities may include but are not limited to – site clean-up, final inspection and restoration of roadmarkings.

3.10Communications with engineer or principal’s representative, and with the public, are undertaken and documented in accordance with company procedures and contract specifications.

Outcome 4

Complete company and contract reporting requirements as an asphalt paving supervisor.

Evidence requirements

4.1Productivity results, material, plant and labour use, and information required by specifications are reported in accordance with company procedures.

4.2Safety compliance is reported in accordance with company procedures and legislation.

4.3Quality compliance is reported in accordance with company procedures and contract specifications.

Rangemay include but is not limited to – site samples, density testing, surface shape tolerance, thickness testing and verification.

4.4Progress and completion reports are submitted in accordance with company procedures and contract specifications.
