Transition Arrangements

This qualification has been reviewed and replaced bythe New Zealand Certificate in Health and Wellbeing (Level 3) with strands in Health Assistance, Newborn Hearing Screening, Orderly Services, Support Work, Vision Hearing Screening, and Whānau, Kin and Foster Care [Ref:2470].

Version 3 of this qualification has been republished to extend the last date of enrolment into programmes leading to the qualification from 31 December 2015 to 31 December 2016, also to extend the last date for assessment from 31 December 2017 to 31 December 2018.

The last date to meet the requirements of the qualification is 31 December 2018at which point the qualification will be designateddiscontinued. From that date no results can be reported against the qualification.

Purpose

The National Certificate in Whānau/Family and Foster Care (Level4) [Ref:1075] is designed for people who are custodial carers providing care for children and young people from their own whānau or family, and/or providing foster care for children and young people who are placed with them by agencies that have been approved under section 396, Children, Young Persons and Their Families Act 1989. In the context of this qualification, custodial carers do not include adoptive parents or birth parents.

Carers with this qualification are able to establish relationships with children and their whānau or family, manage human development and health issues of children and young people in care, manage children and young people’s behaviour, and respond to the effects of abuse, neglect and violence. They can care for young people, and support children and young people to leave whānau/family and foster care.

Carers with this qualification are able to establish a safe environment for children and young people, demonstrate carer safety, and work within a framework for practice informed by Te Tiriti o Waitangi, and boundaries set by legislation and the protocols and policies of an agency approved under section 396, Children, Young Persons and Their Families Act 1989.

People who have completed this qualification could progress to the National Diploma in Whānau/Family and Foster Care (Level 6), and/or one of the national diplomas in the social services, such as the National Diploma in Counselling (Level6) [Ref:0988]; the National Diploma in Iwi/Māori Social Services (Level6) [Ref: 0667]; the National Diploma in Social Work (Level6) [Ref:0989]; or the National Diploma in Youth Work (Level6) [Ref:0670].

Special Notes

It is recommended that people participating in a programme that leads to award of the National Certificate in Whānau/Family and Foster Care hold a current First Aid Certificate.

Credit gained for a standard may be used only once to meet the requirements of this qualification.

Version 2 was issued in order to update and make changes to content following a revision of standards in the domain Whānau/Family and Foster Care.

Changes to structure and content

• Standards 497, 6401, 6402, and 17455 have been removed.
• The optional strand in Caregiving for Young People has been incorporated into the compulsory requirements.
• The credits have changed to 104 credits as a consequence of the above changes.
• A special note has been added recommending that people participating in a programme that leads to award of the National Certificate hold a current First Aid Certificate.
• The title of the qualification has changed to reflect the removal of the optional strand.
• A number of amendments have been made to change the terminology used to refer to candidates from 'caregiver' to 'carer'.
• The title of one unit standard has been amended following unit standard revision.
